Political instability has characterised the modern history of Iraq, which has proven itself as a complex state to govern. However, the creation of a federal system in 2005 offers the potential for change and a deviation from a past characterised by authoritarian government, brutality and war.The Iraqi Federation explores why and how Iraq became a federal state, and analyses how the process of formation impacts on the operation of the Iraqi federal system. It argues that the different approaches taken by various federal theorists in the past, particularly William H. Riker’s bargain theory, are insufficient to explain the formation of the Iraqi federation completely. The process of the establishment of a federal Iraq must be understood in the context of its unique history and cultural specificity, as well as in the context of the other new federal models that have appeared since the end of the Cold War, including Belgium, the Russian Federation, Ethiopia, Bosnia and Herzegovina and Nigeria. Drawing on interviews with contemporary political players in Iraq, this book helps to deepen our understanding of how one of the newest federal states operates in a practical sense. By linking the new federal models to the classic federal theory, it also provides a unique contribution to theories on federal state formation. In the wake of tragic terrorist attacks in Western Europe, so-called parallel communities have come under increased scrutiny and pressure to be engaged and integrated in the politics and society of the country of settlement. In this context, the tools of intercultural dialogue and citizenship have been proposed to bridge the ‘gap’ between majority and minority communities. Yet, how are these concepts understood on the ground? This book explores perceptions of citizenship and intercultural dialogue among minority youth in Berlin and London; chosen for their contrasting citizenship and immigration policies. Germany has a strong ethnic heritage and the presence of a large minority community from Turkey. The policies and relationship with the Turkish community have often served to perpetuate cultural and ethnic boundaries, their presence overshadowing the numerous other ethnicities living within Germany. In the UK, the large presence of immigrants of Afro-Caribbean and Asian descent often dominates centre stage in a much more territorially defined political context, while the needs and demands of smaller communities are not commonly known. Nonetheless, these smaller communities shape and even offer unique insights into the way that local contexts interact with international and transnational structures. It is argued that in both cities, minority youths communicated feelings and experiences of marginalization and contestation, generally feeling a sense of belonging to their local neighbourhoods but not to broader society. The book explores the process of ‘valuisation’, the idea that a value is put on an immigrant according to their desirability or undesirability, based on ethnicity or skills. Furthermore, it assesses the role of education as a mediator between state and society.By arguing that local engagement has international ramifications, and highlighting the importance of the role of youth in international politics, this book offers a new perspective on International Relations and Diaspora Studies.

The Iraqi Disputed Territories consist of 15 districts stretching across four northern governorates. While an administrative solution for the disputed territories remains evasive, minority groups across the region have been pulled into a clash over demographic composition as each disputed district faces ethnically defined claims. Meanwhile, inter-ethnic communal tensions are rising and questions of identity increasingly overshadow day-to-day life. There has been little research on the impact of heightened identity politics on the everyday lives of citizens. Regardless of the final administrative outcome, the multi-ethnic population of the region requires services and systems of co-existence, and in the fragile ethno-political environment of the disputed territories, the way in which the education system manages ethnic diversity is crucial. It is within this context that Education and Ethno-Politics examines the development of education systems across the region post 2003. Drawing on over 50 interviews with regional education officials and community representatives, the book presents the impact of amplified ethno-politics on the reconstruction of education in Iraq. Ethnic inequalities in divided societies can exacerbate social divisions and lead to conflict. Reducing these inequalities could have a de-escalating effect, yet there is little consensus on how this can be achieved most effectively and sustainably. Decentralisation is held to improve inter-ethnic relations in multi-ethnic states by allowing territorially concentrated groups greater autonomy over their own affairs, and the case of the Republic of Macedonia offers an example of the successes and failings of decentralisation. Decentralisation and the Management of Ethnic Conflict offers new insight into the dynamics of conflict management through decentralisation, using an in-depth case study of decentralisation in the Republic of Macedonia between 2005 and 2012. Guided by the concept of horizontal inequalities, the volume identifies the factors which influenced the decision to devolve responsibilities to the municipalities after 2001.Taking an integrative approach to studying the political, administrative, and fiscal dimensions of decentralisation and its implementation, the book investigates whether these institutional reforms have indeed contributed to the reduction of inequalities between Macedonia’s ethnic groups, and what the obstacles were in those areas in which decentralisation has not reached its full potential. Consociational power sharing is often perceived to be the method of conflict management that is most likely to succeed in deeply divided societies. The case of Northern Ireland in particular is heralded by many as a consociational success story. Since the signing of the Good Friday (Belfast) Agreement in 1998, significant conflict transformation has taken place in the form of a considerable reduction in levels of violence and the establishment of power sharing between unionists and nationalists. This book looks at what consociational power sharing achieves after its implementation – specifically, whether it can work to overcome existing identities in divided societies, or whether it simply freezes divisions. It argues that if consociational power sharing is facilitating a move towards a genuinely shared society, this would be demonstrated in the focus of the election campaigns of Northern Ireland’s political parties, which would be almost exclusively based around socio-economic issues affecting the whole population, rather than narrow single identity concerns. However, the book claims that, on the whole, this has not been realised. Although election campaigns are today less strident than they were in the pre-1998 era, it remains the case that they usually foreground single identity symbolism, as it is this that resonates with voters. Whilst consociational power sharing has been very successful in reducing levels of violent conflict and facilitating elite level cooperation between unionists and nationalists, it has been much less successful in reducing divisions within wider society to facilitate a genuinely shared Northern Irish identity. Unrecognized states are territories that have achieved de facto independence, yet have failed to gain international recognition as independent states. These territories constitute anomalies in the international system of sovereign states and often present significant challenges to policy makers, as evidenced by the war in Georgia and the continued debate over Kosovo’s independence. This book draws on both theory and case studies to better understand the phenomenon of unrecognized states, demonstrating that the existence of such entities is less unusual than previously assumed. Ethnic democracy is a form of democratic ethnic conflict regulation in deeply divided societies. In The Challenge of Ethnic Democracy, Yoav Peled argues that ethnic democracy is constituted by the combination of two contradictory constitutional principles: liberal democracy and ethno-nationalism, and that its stability depends on the existence of a third, mediating constitutional principle of whatever kind. This central argument is supported by an analysis of the history of three ethnic democracies; Northern Ireland under Unionist rule, where ethnic democracy was stable for almost 50 years (1921-1969), then collapsed; The Second Polish republic (1918-1939), where ethnic democracy was written into the constitution but was never actualised; and Israel within its pre-1967 borders, where ethnic democracy was stable for 35 years (1966-2000) but may now be eroding. This book examines the different trajectories of the case studies, demonstrating that Poland lacked a third, mediating constitutional principle, while Israel and Northern Ireland did have such a principle – civic republicanism in Israel, and populism in Northern Ireland. The collapse of ethnic democracy in Northern Ireland resulted from the weakening of populism, that depended on British monetary subsidies for its implementation, whilst the erosion of ethnic democracy in Israel resulted from the decline of civic republicanism since the onset of economic liberalization in 1985.Dealing with ethnic democracy in a comparative framework, this book will appeal to students, scholars and researchers of Sociology, Political Science and Middle East Studies.

This book examines the development of identity politics amongst the Alevis in Europe and Turkey, which simultaneously provided the movement access to different resources and challenged its unity of action. While some argue that Aleviness is a religious phenomenon, and others claim it is a cultural or a political trend, this book analyzes the various strategies of claim-making and reconstructions of Aleviness as well as responses to the movement by various Turkish and German actors. Drawing on intensive fieldwork, Elise Massicard suggests that because of activists’ many different definitions of Aleviness, the movement is in this sense an "identity movement without an identity."

Two broad approaches to this issue, accommodation and denial, are identified and, from this, five distinct models of federal arrangement are derived. The models; ethnic, anti-ethnic, territorial, ethno-territorial, and federacy, are defined and then located within their broader theoretical tradition. Detailed case studies are used to evaluate the strengths and weakness of each model and highlight patterns in the success and failure rates of the universe of post-1945 federal arrangements. From this it is clear that two forms of ethnically defined federal arrangement – federacy and ethno-territorial federalism, are associated with low failure rates, while ethnic federalism has enjoyed a far higher rate of failure. The reasons for this are examined and the implications of this for the design of federal systems in ethnically divided societies are assessed.
