The security issues confronting Asia are both complex and diverse. Given the increasing trend towards an expanding security agenda beyond the military dimension of inter-state relations, this volume provides an extensive study of emerging non-traditional challenges to this region. New realities and new challenges have come to the fore including environmental degradation, illegal immigration, infectious diseases, transnational crime, poverty and underdevelopment. Drawing upon the concepts of securitization and de-securitization, this book brings together regional perspectives from across Asia to examine how these challenges are perceived and managed. Human security has been advanced as an alternative to traditional state-based conceptualizations of security, yet controversies about the use and abuse of the concept remain. Investigating innovations in the advancement of the human security agenda over the past decade, this book identifies themes and processes around which consensus for future policy action might be built. The post-Cold War world has seen the emergence of new kinds of security threats. Whilst traditionally security threats were perceived of in terms of military threats against a state, non-traditional security threats are those that pose a threat to various internal competencies of the state and its identity both home and abroad. The European Union and the United States have identified Latin American cocaine trafficking as a security threat, but their policy responses to it have differed. This book examines the ways in which the EU and the US have conceptualized this threat. Furthermore, it explores the impact of cocaine trafficking on four state functions - economic, political, public order and diplomatic - in order to explain why it has become 'securitized'. Appealing to a variety of university courses, this book is especially relevant to security studies and European and US policy analysis, as well as criminology and sociology.

Towards an African Peace and Security Regime: Continental embeddedness, transnational linkages, strategic relevance provides an informed and critical reflection on the adequacy of the emerging African Peace and Security Architecture (APSA) to the medium- and long-term challenges and opportunities of conflict prevention, management and resolution in Africa. The refugee phenomenon is a major force in international politics. This is more so in sub-Saharan Africa where refugees are major actors in the affairs of their home and host countries. But, are refugees just victims of insecurity or also major causes of insecurity? Mogire analyses how and why refugees, victims of insecurity caused by persecution and the many incessant conflicts which continue unabated, have come to be viewed by scholars and practitioners as security threats. Using Kenya and Tanzania as empirical case studies, this volume examines the nature of this threat, its projection and responses. Moreover, it highlights how, if at all, these threats are different or similar to other security threats faced by these countries.

This volume analyzes the successes and failures of foreign interventions in intrastate ethnic wars. Adding value to current research in the fields of international security and conflict resolution, it adopts the unique approach of considering successes of third party actions not by durable peace established in a target country (which is the more traditional approach) but by actual fulfilment of intervention goals and objectives, because multilateral interventions are more likely to achieve success in the pursuit of their goals than unilateral actions. This book revisits post-Cold War Disarmament Disintegration and Reintegration (DDR) programmes in the light of previous experiences of disarmament, demobilisation and reintegration. In the history of North America and Europe, in particular, such programmes had a major impact on state-building, contributing to the development of the welfare state, shaping political settlements and directing government policy to maintain social peace. The authors in this important book ask what is left of these state-building dimensions in contemporary DDR programmes and whether the constraints imposed by international organisations on DDR programmes have more negative effects than positive ones. The role of political leadership in DDR processes is highlighted: can bureaucratically-driven processes deliver success? Only if political elites take full control and manage DDR programmes can there be a lasting impact on state-building. Even then, most political elites avoid deep changes in their relationship with the veterans. Is there a chance of reshaping international intervention in such a way as to favour the development of a 'social contract' between political elites and veterans? In taking a historical perspective, this book is unique in the existing literature on DDR and will be essential reading for policy makers, students and scholars of conflict studies, and those working in NGOs, particularly donor agencies. Crossing disciplinary boundaries, this volume by Özerdem and Roberts conceptualizes the challenges of developing sustainable agriculture in post-conflict environments as well as identifying the policies and practical solutions to achieve sustainable agricultural production which is central to the survival of humanity. Without sustainable agriculture, populations remain vulnerable increasing the likelihood of a return to conflict. Therefore, sustainable agriculture is central to effective post-conflict recovery that provides human security as well as stability and rule of law. Unique in combining a comprehensive and comparative understanding of sustainable agriculture challenges in post-conflict environments, there is originality in the interdisciplinary nature of the book. Interdisciplinary often means bringing together a political scientist and a sociologist, but in this case it means bringing together natural and social scientists, as well as those with practical experience in development and agricultural contexts. Increasingly humanitarian NGOs operate in the context of armed conflicts where the security risks are higher than in contexts of natural disaster. Working in Afghanistan, Somalia, Sudan, South Sudan, Pakistan and Sri Lanka is particularly dangerous for humanitarians. This existential threat affects the physical existence of aid workers and the implementation of humanitarian programs, and the core beliefs of humanitarians and the underlying principles of humanitarian action. For NGOs it is difficult to accept that they are attacked despite their good intentions, sometimes even by the very communities they seek to help. For these reasons, humanitarian NGOs have to change their approaches to security by not only adapting their policies, procedures and structures to the changing environment, but also reviewing the underlying principles of their work. This book contributes to debates by demonstrating how issues of (in)security affect humanitarian NGOs and the humanitarian identity, situating the structural changes within the humanitarian NGO community in the context of conflict aid governance and explains how non-state actors establish their own governance structures, independent from state-sponsored solutions, and contributes to the emerging literature on the redefinition of the concept of epistemic communities.
