Drawing on a detailed case study of Scotland's National Health Service, this book argues that debates about citizen participation in health systems are disproportionately dominated by techniques of invited participation. A 'system's-eye' perspective, while often well-intentioned, has blinded us to other standpoints for understanding the complex relationship between publics and their health systems. Publics and Their Health Systems takes a 'citizen's-eye' perspective, exploring not only conventional invited participation, but also the realms of representative democracy, contentious protest politics, and the micro-level tactics used by individual citizens in their encounters with health services. The book highlights more oppositional dynamics than those which characterise much invited participation, and argues that understanding these is a crucial step towards a more inclusive and democratic health system.

This book interrogates the role played by evaluation in 21st century governing. Using youth work in the UK as a case study, it challenges the narrative of evidence-based policy-making, arguing instead that evaluation research is used to discipline and control. At the same time, drawing on the work of Michel Foucault and Gilles Deleuze, this book argues that evaluation can be reclaimed and facilitate transformation. In bringing these theoretically rich discussions to bear on the domain of contemporary evaluation, the author provokes an alternative reading of the relationship between research and governing, emphasising how knowledge production has historically been manipulated by elites towards their own political ends. As the debate around elite’s use of research expands globally, this book is a nuanced interjection into both established evidence-based policy and emergent narratives of ‘post-truth’. In this book Jo Maybin draws on rare access to the inner-workings of England's Department of Health to explore what kinds of knowledge civil servants use when developing policy, how they use it and why. Combining ethnographic data with insights from psychology, socio-linguistics, sociology and philosophy, she demonstrates how civil servants engage in a wide range of knowledge practices in the course of their daily work. These include sharing personal anecdotes, thrashing-out ideas in meetings and creating simplified representations of phenomena, as well as conducting cost-benefit analyses and commissioning academic research. Maybin analyzes the different functions that these various practices serve, from developing personal understandings of issues, to making complex social problems 'thinkable', and meeting the ever-present need to make policies 'happen'. In doing so, she develops an original theory of policy-making as the work of building connections between a policy in developmentand powerful ideas, people, and instruments, and reveals the 'policy know-how' required by civil servants to be effective in their jobs.

The topic of sex-work/prostitution has long generated contentious debate, particularly within the broad church of feminism. This antagonism is reflected in UK policy debates, which are further complicated by their enactment in spaces of neoliberal hegemony. This book analyses the plurality of narratives which contribute to Westminster sex-work/prostitution policy debates and subsequently seeks to situate them within the social and political conditions of their production. Hewer illustrates that contemporary sex-work/prostitution debates are constituted through a complex entanglement of ideologically hybrid perspectives, which variously challenge and ingrain extant relations of power. However, most accounts focus on technical challenges, such as implementing impact assessments. This book sheds light on metrics as a key element of power relations in the EU anti-poverty policy, not least because the calculative infrastructure underlying them actively shapes the distribution of power. These metric-based power dynamics are linked to the fundamental lines of division in the EU, namely the tension between the vested interests of Member States and of supranational bodies, as well as between economic and social policy objectives. The analysis also points to the blurring of the boundaries between the technical and political (interest-based) aspects of the policy-making process. Actors are surprisingly often not only aware of, but openly talk about, the normative choices and negotiations involved in creating indicators and the trade-off between cognitive value and alignment of interests. Many also believe that it is better to use “imperfect” but “commonly agreed” indicators than none at all. By unpacking these hidden infrastructures and everyday practices, this book brings a new perspective to the study of EU policy-making. Drawing on extensive empirical research, it provides a robust empirical account of how Europe governs through numbers.

This book examines two new roles that journalists assume in a participatory media environment – the administration (moderation) of online discussion and the monitoring of and engagement in comments below their articles. The author argues that it is precisely because both roles are treated as peripheral and undignified in newsrooms that they are so revealing, following the maxim: to make sense of what professions are and where they are heading, look at their boundaries and their dirty work. Based on a three-year ethnographic study, it offers key insights about the role of the media as democratic intermediaries in political participation, the creative possibilities for ‘amateurs’ as co-producers of digital news, the changing character of the knowledge professions and the dynamics of organisational innovation. The book argues that as media organisations face a crisis in their ability to represent the public, the challenge is to orchestrate participatory journalism as a collective accomplishment in which everyone is not a journalist but everyone can be a contributor. Bridging the divides between communication studies, linguistics, STS, organisational and occupational sociology it will interest social scientists and media studies experts.
