This edited volume analyzes participatory practices in art and cultural heritage in order to determine what can be learned through and from collaboration across disciplinary borders. Following recent developments in museology, museum policies and practices have tended to prioritize community engagement over a traditional focus on collecting and preserving museal objects. At many museal institutions, a shift from a focus on objects to a focus on audiences has taken place. Artistic practices in the visual arts, music, and theater are also increasingly taking on participatory forms. The world of cultural heritage has seen an upsurge in participatory governance models favoring the expertise of local communities over that of trained professionals. While museal institutions, artists, and policy makers consider participation as a tool for implementing diversity policy, a solution to social disjunction, and a form of cultural activism, such participation has also sparked a debate on definitions, and on issues concerning the distribution of authority, power, expertise, agency, and representation. While new forms of audience and community engagement and corresponding models for “co-creation” are flourishing, fundamental but paralyzing critique abounds and the formulation of ethical frameworks and practical guidelines, not to mention theoretical reflection and critical assessment of practices, are lagging.This book offers a space for critically reflecting on participatory practices with the aim of asking and answering the question: How can we learn to better participate? To do so, it focuses on the emergence of new norms and forms of collaboration as participation, and on actual lessons learned from participatory practices. If collaboration is the interdependent formulation of problems and entails the common definition of a shared problem space, how can we best learn to collaborate across disciplinary borders and what exactly can be learned from such collaboration?

This book aims to determine UNESCO's capability to facilitate heritage protection measures pre-conflict, emergency response measures during conflict and reconstruction efforts post-conflict. The book employs document analysis to ascertain UNESCO's legal obligations when it comes to facilitating cultural heritage protection in its Member States' territories in the condition of armed conflict, while drawing comparisons with the reality of the organisation's presence and involvement in Yemen, Syria and Iraq. This study maps shifts in UNESCO's level of communication with each country's respective government and civil authorities; allocation of financial, human and material resources; and implementation of heritage safeguarding and reconstruction initiatives. Both quantitative and qualitative data shows UNESCO to exhibit great inequity in engagement, at times, closing communications entirely with Syria, due to the political standpoints of other UNESCO Member States. This politicalgridlock is often shown to result in the organisation overstating its ability to safeguard or restore heritage, with promises not being followed up with action. Since 2015, UNESCO has expressed a stronger intent to be a key player in heritage protection during armed conflict, however as long as cultural heritage protection is not considered a humanitarian concern, UNESCO will not be able to circumvent much of the political and bureaucratic barriers facing intergovernmental organisations during conflict, which prevent emergency action from being implemented. In order to ensure heritage safeguarding is permitted during periods of significant unrest, regardless of political discord, it is crucial that UNESCO promote a people-centred approach to its cultural heritage protection initiatives. This book evidences that focusing on livelihoods and meaningful and practical connections between populations and their local heritage to be UNESCO's optimal methodological approach forjustifying cultural heritage protection as a humanitarian necessity. The book's readership includes academics, researchers, and practitioners in the fields of political science, law and heritage studies.

The book provides deep insights into heritage politics in Myanmar on the basis of the conservation history of Bagan and its entanglement in national politics. It particularly investigates the heritage practice of the dictatorial regime that ruled Myanmar from 1988 to 2011 and highlights the implications of both the reconciliation politics of Aung San Suu Kyi’s NLD government (2016-2020) and the UNESCO World Heritage System.The book examines the function of Bamar-Buddhist architecture in the spatial strategy of the 1988-2011 regime and its nation-building efforts. With a focus on the historic site of Bagan, included on the World Heritage List in 2019, and the “Adopt-a-Pagoda Program” that was implemented at the site from 1995 to 2011 under authoritarian rule, the book provides a detailed account of Bagan’s physical transformation and its political significance for national politics at the time. It offers a historical comparison of the heritage politics of Myanmar’s most recent transitional governments (2011-2020) pointing out the particularities of the country’s institutionalized heritage practice and one-sided nation-building strategy. Both have contributed to continued ethnic conflicts that are generally considered to be the world’s longest civil war. In the renewed dictatorial context of Myanmar since February 1, 2021, the research presented in the book helps to understand the roots of the new regime's heritage practice and national imagination.In addition to these insights into Myanmar’s heritage politics, the book addresses shortcomings of the World Heritage system with regard to the treatment of sacred sites in authoritarian and post-authoritarian contexts, an aspect that to date has been largely neglected in cultural heritage policy debates across the globe.

It investigates how dissent shapes the very definition of cultural heritage and the systems that govern cultural heritage, drawing primarily on social science perspectives. Combining methodologies from law and economics with insights from museology, art history, and postcolonial studies, the volume offers a unique perspective on how disagreement and contestation can redefine cultural value and authority.The first part, “Dissent as Contestation,” starts from the observation that the very value of cultural heritage has always been contested. It focuses on cultural heritage found in public spaces, where the contestation over its value is exacerbated. This raises questions concerning, for example, the subjects called upon to finance the preservation of their own cultural heritage and the creation of new cultural activities and, therefore, the relationship between public and private actors. The role of dissent, moreover, can play a major role – now more than ever – in the re-interpretation of values traditionally attached to specific cultural objects.The second part, “Dissent as Reinvention,” addresses dissent-related practices. Practices that, through episodes of conflict and contrast, manage to create new methods and new procedures for the governance of heritage and cultural activities. The chapters cover specific case studies dealing with local experiences or specific media of expression and explore how dissent can lead to paradigm shifts. This edited volume examines the unforeseen effects of the notion of intangible heritage on conservation practices not only for urban contexts, but more generally for cultural practices. The notion of monumentality that UNESCO asserted focused on the material, tangible qualities of objects. It inevitably favoured European heritage sites and largely ignored forms of 'living' cultural heritage. This criticism not only came from scholars, but also from UNESCO member states from the Global South that addressed this omission and lobbied intensely for a more inclusive notion of World Heritage. One of the outcomes of these debates was the 2003 'Intangible Heritage Convention' – which was hoped to offer a remedy to the imbalanced global spread of World Heritage. Much academic research focuses on assessing whether or not the Convention indeed met its promises of broadening the heritage concept and ensuring a more even spread of World Heritage. Less attention has, however, been given to its unforeseen implications for contemporary heritage practices. By introducing less strict notions of authenticity, UNESCO and ICOMOS helped lay the conceptual grounds for many urban and industrial developments that it now resists. Urban planners, politicians and developers have used the notion of intangible cultural heritage to legitimize intrusive changes to historic urban landscapes or heritage sites. The introduction of the concept of intangible cultural heritage has thus not simply created ‘just another list’, but produced shifts in how we discuss, define and manage historic built environments in the 21st century.The chapters address the history of the ‘Intangible Heritage Convention', as well as its current uses in various contexts. The book includes both contributions that are theoretical in nature, as well as chapters that explore specific case studies. Key questions that the volume addresses include: How did the notion of heritage evolve to include cultural practices? What is the history of intangible heritage as concept and a practice? How did the notion of intangible heritage affect conservation philosophy and practice? How was the notion of intangible heritage criticized and by whom? How did the conservation philosophy evolve in relation to the notion of intangible heritage? And how do these issues influence views on and dealings with intangible heritage today?The book brings together different disciplinary and cultural perspectives from different parts of the globe.
