Just peace has been much talked about in everyday life, but it is less well researched by academics. The puzzle underlying this dissertation is therefore to probe what constitutes a just peace, both conceptually within the field of peacebuilding and empirically in the context of the EU as a peacebuilder in the Israeli-Palestinian conflict. The EU has used the term just peace in many of its most important declarations on the Israeli-Palestinian conflict throughout the years. Defining a just peace is about these declaratory efforts by the EU to articulate a common formula of a just peace in the conflict. Securing and building a just peace are about the EU’s role in implementing this formula for a just peace in the conflict through the creation of a Palestinian state. As the EU enters its fifth decade of involvement in the conflict, there can be little doubt that in common with the rest of the international community it has failed in its efforts to establish a just peace between Israelis and Palestinians. While this is an inescapable overall conclusion from four decades of EC/EU peacebuilding in the conflict, it is, at the same time, possible to draw a number of other conclusions from this study. Most importantly, it will be argued that the EU is a major legitimizing power in the conflict and that it has kept the prospects of a two-state solution alive through its support for the Palestinian statebuilding process.

The new climate politics of decarbonisation address the prospects for moving society away from its current dependence on fossil carbon energy. In this compilation dissertation, Hildingsson explores the role of the state as a critical site for progressive climate action, and examines its capacity to govern decarbonisation by transforming systems, structures and practices that generate carbon emissions. Based on insights from the development of climate governance arrangements and institutional conditions for public policy in Sweden, Hildingsson proposes that the modern (environmental) state holds untapped capacities to govern decarbonisation. These capacities can be progressively explored to advance and scale up the efforts to reorient societal development. Thus, a decarbonising state can be made more actively engaged in steering and enabling the processes of low-carbon transitions, and in developing new ways for orchestrating a wide range of low-carbon initiatives and developments. Roger Hildingsson works as researcher and teacher in environmental politics and climate governance at the Department of Political Science, and this book is his completed PhD thesis. His tutors have been Annica Kronsell and Johannes Stripple.

How does visibility relate to belonging and community formation? Theories and politics have often emphasized the necessity of public visibility to end marginalization and exclusion. But to be seen by a mass of people is not a guarantee for being included in a community, but may in some cases rather mean danger and exposure. Emil Edenborg´s dissertation explores the problem of belonging and visibility through three case studies on contestations of belonging as enacted in Russian media during 2013-15: the ban on “homosexual propaganda”, the Olympic Games in Sochi and the war in Ukraine. He suggests that politics of belonging involves efforts to organize what can be seen and heard in public as well as how it can be interpreted and felt, but also attempts to contest such arrangements of visibility.

This dissertation applies argumentative discourse analysis to explore the role of tropical deforestation in global climate politics. The empirical focus is on the negotiations on a UN-based incentive-based mechanism called REDD+, which stands for Reducing Emissions from Deforestation and forest Degradation. This mechanism has over the past ten years grown to become a key element of the - UN Framework Convention on Climate Change (UNFCCC), as well as omnipresent in global forest governance. Based on data from UNFCCC official documents, my observations at six UNFCCC Conference of Parties (COPs) and intercessional-meetings, 38 semi-structured interviews, and a wide range of secondary material, the research identifies REDD+ as dominated by an ecologi-cal modernisation discourse and a more marginalised civic environmental dis-course. My results further illustrate how the two dominant discourses permeate into different practices in REDD+, e.g. how forest carbon monitoring practices and operationalisation of social safeguards both contribute to and are embed-ded in the overarching discursive debates on REDD+. Moreover, analysing the emergence of a third discourse, the integrated landscape approach, this thesis argues that while the new discourse may have gained credibility and legitimacy, it has yet to impose its logics and rationales on REDD+ in a profound way.

Denna bok handlar om ungas medborgarskapande, det vill säga hur ungdomar skapar sig en identitet som medborgare i ett demokratiskt samhälle, i samspel med lärare och med andra elever i skolan. Medborgarskapandet sker dock på mycket olika villkor. Vissa elevers medborgarskapande handlar om att ständigt ställa sig frågan om ifall de är en del av gemenskapen eller inte. De får lära sig att de borde lyda och följa regler samt delta i demokratiska val vart fjärde år. Andra elevers medborgarskapande handlar istället om att de ser sig som självklara aktörer i en demokratisk gemenskap. De får lära sig att ifrågasätta, diskutera och själva ta ansvar för sitt liv och för samhället. Efter fältarbeten i två gymnasieklasser, lyfter jag fram aspekter av medborgarskapande som samverkar i skolan. Den första aspekten handlar om hur självbilden skapas i samspel mellan lärare och elever samt känslor av skam och stolthet. Eleverna måste relatera till andras bild av dem. Elever i en IV-klass måste förhålla sig till bilden av IV-eleven som farlig, dum och skämmig, medan elever inom samhällsprogrammet måste förhålla sig till andras förväntningar av att de är smarta ”pluggisar” som har lätt för att lära. Den andra aspekten handlar om skolkoder och om hur eleverna förväntas bete sig i skolan. Disciplinen verkar i IV-klassen, vilket innebär att eleverna får ständiga förmaningar om att följa regler. Governmentality råder i samhällsklassen, vilket innebär att eleverna får ta stort ansvar för sitt eget lärande. Den tredje aspekten handlar om kunskapssyn och medborgarideal. Kunskapssynen i IV-klassen handlar om att eleverna ska lära sig att minnas, förstå och tillämpa olika fakta, begrepp och procedurer. Medborgaridealet i IV-klassen är en laglydig medborgare som deltar genom att rösta i val. Kunskapssynen i samhällsklassen handlar framför allt om att eleverna ska lära sig att analysera skeenden och fenomen, samt att de ska analysera sitt eget lärande. Medborgaridealet i samhällsklassen är en aktiv medborgare som följer nyheter och deltar i en pågående diskussion om hur samhället borde vara.

This thesis explores the relationship between politics and new media in the context of digital diplomacy. In contrast to dominant mediatization approaches to politics that consider political logic to be dominated or even replaced by media logic, it develops a politics-centered approach where mediatization is considered an interinstitutional process. Using the case of the EU’s digital diplomacy, the thesis analyzes how practices of digital diplomacy have developed and are talked about among their practitioners. The conclusion is that mediatization of politics happens through an interaction of media logic and the hosting political context, where expectations, threats, leadership, resources, skills, learning, and individuals influence the practices where new media and diplomacy ultimately blends.

Den globala flyktingkrisen ställer Sverige inför en svårhanterlig politisk och moralisk fråga. Vilka skyldigheter har vi mot människor på flykt, och finns det en gräns för hur många flyktingar vi kan ta emot? I den politiska debatten går det att skönja att mycket grundläggande normativa föreställningar står mot varandra. En dragkamp mellan å ena sidan en partikularistisk etik och en nationell syn på staten, där de egna medborgarnas intressen och samhällsgemenskap sätter gränser för vilka åtaganden som Sverige kan ha, och å andra sidan en universalistisk etik som fokuserar på mänskliga rättigheter och humanitära behov och som ifrågasätter den nationalstatliga ordningens exkluderande konsekvenser. I avhandlingen behandlas denna motsättning inom ramarna för liberal politisk teori. Liberalismen antas vanligen vara universalistisk till sin natur, och är således i grunden kritisk till nationalstaters sätt att prioritera vissa människors intressen framför andras på vad som betraktas som moraliskt godtyckliga grunder. Men frågan är inte fullt så enkel. Företrädare för så kallad liberal nationalism argumenterar att både liberal teori och praktik bör acceptera att socialliberala och liberaldemokratiska institutioner förutsätter ett större mått av ömsesidig identifikation, tillit och solidaritet bland samhällets invånare än vad som vore möjligt i en värld organiserad efter universalistiska principer. Denna skiljelinje inom normativ teori analyseras i avhandlingen i ljuset av en central metateoretisk diskussion inom politisk teori i allmänhet, en diskussion som det senaste decenniet pågått kring idealism och realism som olika utgångspunkter för normativ analys. Avhandlingens övergripande syfte är att belysa hur olika metateoretiska utgångspunkter – synsätt kring syftet med normativ teori, relationen mellan ideal och verklighet och antaganden kring människans och politikens natur – påverkar vilka ideal, institutioner eller handlingar som en normativ teori bedömer som rättfärdiga och önskvärda. På en mer specifik nivå är syftet är att klargöra betydelsen av sådana utgångspunkter i relation till normativ teori om migration och nationalism, och i förlängningen för möjligheten att göra välgrundade ställningstaganden i förhållande till en konkret politisk situation av det slag som flyktingkrisen ställer oss inför.

Kazakhstan, Kenya, Kyrgyzstan and Tanzania share a past and present as authoritarian states. Dominant parties are in power in Tanzania and Kazakhstan, while elections are competitive but not democratic in Kenya and Kyrgyzstan. Returns for political support (clientelism), and persecution of political adversaries and the electorate (repression), are key components in all four states. This dissertation provides an account of these features, and how and when dynamics of clientelism and repression have changed. Clientelism and repression are widely used to explain why states transition to a different regime type, suggesting that their presence or absence, degree or form, informs seminal changes. This dissertation turns such arguments around, instead investigating how changes in regime affect clientelism and repression, allowing an investigation of change within elites, society and the state. It looks at changes in clientelism and repression that did not lead to regime change, and at cases when clientelism and repression continue despite turnovers. Patterns where a more diverse set of actors than the incumbent are involved in repressive and clientelistic practices are investigated, and sub-concepts are developed in order to speak of these changes in more specific terms. This is investigated through careful empirical study and field work carried out in all four states. More than 300 people were interviewed during the course of several years. The perspective is historical, from the late Soviet era in Central Asia, and independence in East Africa. It tracks clientelism both within the elites (intra-elite clientelism), and aimed towards the general public (mass-elite clientelism). Medborgarlön -- ett statligt bidrag som utan krav på motprestation eller behovsprövning ges till alla samhällsmedlemmar -- har under senare år rönt stor uppmärksamhet i akademiska kretsar. Däremot har förslaget inte, med några enstaka undantag, fått någon uppmärksamhet i den politiska diskussionen. I den svenska debatten är reaktionerna mot förslaget mycket negativa. Med utgångspunkt i den svenska offentliga debatten om medborgarlön erbjuder författaren en förklaring till att förslaget inte uppfattas som ett seriöst politiskt alternativ. Han går systematiskt igenom olika argument för och emot medborgarlön för att klarlägga förslagets förtjänster och brister. Slutsatsen blir att medborgarlön är ett förslag som är värt att ta på allvar i den politiska diskussionen.

European security is in a transformative era, marked by various challenges, including Russia’s hybrid tactics, the illegal annexation of Crimea in 2014, and ultimately its full-scale military invasion of Ukraine in 2022. In response, European states and security institutions have been urgently modifying their defence policies. A key aspect of this shift has been the (re)emergence of civil defence – in some form or another – as an increasingly important strategy to alleviate the various threats to societies, including that of war. This dissertation explores the development of civil defence in this changing security landscape from a multi-level perspective, focusing on national, regional, and international levels. Covering the period from 2015 to 2024, it examines Sweden’s civil defence policy, compares how Nordic and Baltic countries approach total defence, and analyzes the roles of NATO and the European Union in shaping civil defence efforts. In so doing, it maps the complex and simultaneous security policy processes unfolding across various contexts, while emphasizing the challenges of translating policy ideas into practice. It also evaluates the potential for stronger international cooperation in civil defence, especially within the EU and regional frameworks. Thus, through its four articles, the dissertation offers valuable insights into contemporary civil defence and provides a deeper understanding of how European states and institutions build resilience and enhance security in these uncertain times. Jana Wrange has a background in History and Political Science, with a focus on European Affairs, having studied at Malmö University and Lund University. She was employed at the Estonian Government Office during its EU Presidency in 2017. Her research and teaching interests include security and defence issues of small states and the EU, as well as intelligence analysis.
