This volume explores the transition from the old regime to modern forms of sovereignty in the Middle East. By rereading Tocqueville's classic, The Old Régime and the French Revolution, through an Ottoman prism this study probes the unresolved paradoxes in his analysis of institutional change while documenting an old regime that has remained in the shadows of modern history. Each section of the book explores a specific dimension of Ottoman sovereignty – space, hierarchy, and vernacular governance – through a detailed examination of a particular 18th century document. An Ottoman perspective on the eighteenth century not only furnishes critical pieces of the old-regime puzzle. It also illustrates how an uncritical reception of Tocqueville's model of modernization has obscured the ongoing interaction between the “Eurasian” and Westphalian state systems and parallel processes of sociopolitical change.

This volume offers a new approach to the subject of conversion to Islam in the Balkans. It reconstructs the stages of the Islamization process from the fifteenth to the nineteenth centuries and examines the factors and stimuli behind it. The practice of accepting Islam in the front of the sultan, characteristic of the last period of Islamization, and granting to new Muslims an amount of money known as kisve bahası, is shown in the context of Ottoman social development. An innovative structural analysis of the petitions requesting kisve bahası leads to examining the origins of the practice and constructing a collective portrait of the new Muslims who submitted them. The twelve studies it contains are organised around connected themes: the hunt for, the trade in and the treatment of captives in the Balkans and in Central Europe. The area under scrutiny is focussed on Hungary, and some other border regions extending from the Crimea to Malta. The Ottoman Mobilization of Manpower in the First World War offers a multi-faceted story of how the Ottoman Empire tried to cope with the challenges of permanent mobilization under total war conditions which reshaped state-society relations. By focusing mainly on Anatolia and the Muslim population, Mehmet Beşikçi argues that the conditions of mobilization pushed the Ottoman state to become more centralized, authoritarian and nationalist, but the increasing dependence on people paradoxically also enlarged their space of action vis-à-vis state authority. The book demonstrates that people’s responses to the state’s needs constituted a wide spectrum ranging from voluntary support to open resistance such as desertion. In turn, the state responded by revising its mobilization policies and reformulating new mechanisms of control at the local level.

In Politics of Honor, Başak Tuğ examines moral and gender order through the glance of legal litigations and petitions in mid-eighteenth century Anatolia. By juxtaposing the Anatolian petitionary registers, subjects’ petitions, and Ankara and Bursa court records, she analyzes the institutional framework of legal scrutiny of sexual order. Through a revisionist interpretation, Tuğ demonstrates that a more bureaucratized system of petitioning, a farther hierarchically organized judicial review mechanism, and a more centrally organized penal system of the mid-eighteenth century reinforced the existing mechanisms of social surveillance by the community and the co-existing “discretionary authority” of the Ottoman state over sexual crimes to overcome imperial anxieties about provincial “disorder”.

Through a critical and combined analysis of the hitherto unknown archival sources along with the textual and pictorial narratives on the topic, the book vividly illustrates the festival’s organizational details and preparations, its complex rites (related to consumption, exchange, competition), and its representation in court-commissioned illustrated festival books (sūrnāmes).To analyze all these phases in a holistic manner, the book employs an interdisciplinary approach by using the methodological tools of history, art history, and performance studies and thus, provides a new methodological and conceptual framework for the study of Ottoman celebrations.
