This volume investigates the "global education effect"—the impact of global education initiatives on institutional and individual practices and perceptions—with a special focus on the dynamics of border construction, recognition, subversion, and erasure regarding "Japan". The Japanese government’s push for global education has taken shape mainly in the form of English-medium instruction programs and bringing in international students who sometimes serve as a foreign workforce to fill the declining labour force. Chapters in this volume draw from education, anthropology, sociology, linguistics, and psychology to examine the ways in which demographic changes, economic concerns, race politics, and nationhood intersect with the efforts to "globalize" education and create specific "global education effects" in the Japanese archipelago.This book will provide a valuable resource for anyone who is interested in Japanese studies and global education.

Winner of the Comparative and International Education Society’s Globalization and Education SIG Book AwardCambodia for Sale: Everyday Privatization in Education and Beyond details a post-conflict society that socializes children into a world of private rather than public goods. Despite the government's best efforts since the 1990s to re-constitute a functioning system of public services, life remains organized around buying and selling virtually everything, from humanitarian aid to schooling and from religious good deeds to irrigation. Through an ethnography of one village, Cambodia for Sale argues that efforts to rebuild Cambodia after decades of conflict have resulted in various forms of everyday privatization. Although this is most notable in the education system, these practices of privatization can be found in multiple institutions that constitute social life, from the Buddhist pagoda to local government. The various efforts of international development are as much at fault for this reality as are the legacies of the genocidal Khmer Rouge regime. This argument unfolds through the life stories of six residents of the Preah Go village, who collectively depict everyday life through overlapping village institutions, systems, and histories. This is an insightful and valuable reference for scholars interested in educational development, Southeast Asian studies, and comparative education.

This book examines the practices and effects of emerging international curriculum programs established by Chinese elite public high schools and supported by China’s New Curriculum Reform and the Chinese-Foreign Cooperation in Running Schools (CFCRS) policy. Drawing on critical theory, the book applies sociological and anthropological approaches to the study of the educational practices of such curriculum programs and the rising Chinese elite class, as well as educational policy globally. Through analyzing a wide variety of data sources, this book focuses on examining how changing local and global contexts have influenced and shaped the educational opportunities, experiences, and aspirations of privileged urban Chinese students who are able to attend these programs and who hope to study at U.S. universities. In doing so, the book is intended to define the problematics of the internationalization of Chinese education and an emergent form of elite education in China, which are complex and embedded in the process of modernization in China.Neoliberalism, Globalization, and "Elite" Education in China: Becoming International will appeal to undergraduates, postgraduates, and academics in the fields of curriculum studies, educational policy studies, sociology of education, and anthropology of education, as well as policymakers with an interest in globalization and education, education policy, and education and international development.

This book is a case study of policy translation at an elite Japanese university. Through an analysis of the implementation of government-funded reform policies, Black investigates the role of the university in society, the youth-to-work transition, and systems of organisational management operative at the university. Black was present throughout the initial adoption phase of the Super Global project, a policy project implemented at an elite Japanese university, the University of Tsukuba. Aligned with a basic critical realist perspective, the different components of his research are integrated in four levels of analysis: the macro level of policy, the organisation level of the university, the departmental level of the English Section, and the individual level of the student. The analysis and the different sources of data look at internal structures of the organisation and try to understand what the mechanisms of policy translation operative are in the integrated and overlapping complexity of the four levels of analysis. At the core of the research is the objective of understanding why things are as they are.The main theories to emerge from the case study serve to inform the judgements and decisions of practitioners or policy makers in this area. It is a telling case for internationalisation-focused education reform policy in Japan.

The author uses the case of Teach For China to explore the broader theme of the mobility of education models between contexts characterized by neoliberalism and those characterized by strong state control. Transnational advocacy networks are increasingly influential in the education policy making process. These networks, comprised of entrepreneurs and education corporations, think tanks, philanthropists, and government agencies, facilitate the global mobility of policy models. It is widely accepted that an education model should not be transplanted from one context to another without careful consideration of how contextual differences might impact the model’s effectiveness. The book explores the argument that the same model is not only quantitatively different in terms of effectiveness, but that models can play qualitatively different roles in neoliberal and strong-state contexts, sometimes moving education reform in opposite directions.The book will appeal to anyone interested in global teacher education reform and equity in education.

The author reveals an intriguing transformation in education policy as the laboratory and experimentation enter and alter the domain of social governance globally. He examines the global framing of the UN Sustainable Development Goal for Education (SDG 4) and its national implementation in two South Asian countries, Bangladesh and India.The book demonstrates how global organisations such as the UNESCO Institute for Statistics, together with national governments, have designed the implementation of SDG 4 in the image of the laboratory. The author traces the preparatory history of these policy laboratories through a combined genealogy of the laboratory and experimentation. This historical excavation is conceptually captured in the notion of experimentality, where policy tasks, strategies and routines are enacted experimentally through data, indicators, statistics and innovation.
