The book centres around an analysis of the options for the agronomic development of semiarid regions with winter rains (i.e. Mediterranean regions). Data obtained in the northern Negev desert in Israel served as a starting point. On the basis of these data crop and sheep husbandry systems were designed and integrated into agro-pastoral systems in which small-grain crops act as a buffer for feed production. These systems serves as a basis for rational planning of regional agricultural development under alternative development objectives. In analyzing the possibilities a three-step approach was developed: first the feasibility and robustness of selected innovative techniques at the farm level were investigated in relation to variability in weather and prices, then a matrix of production techniques for a region was formulated in terms of their physical imputs and outputs, and finally this matrix was embedded into a dynamic multiple-goal linear programming model.In comparing results for different goals, the consequencess for goal achievement and desired production techniques can be made explicit, and in this way the book can be a guide for actual development planning in semiarid regions.

Although the application of systems approaches in agricultural research and natural resource management is a rather new field, there is already increasing demand for implementation of these approaches. This will require a critical mass of specialists in national agricultural research systems and international agricultural research centers. While these institutions are setting themselves up for systems research, the experience that has been gained in this area needs to be evaluated, further possibilities need to be explored, and new objectives and targets need to be set. This book contains the papers of a three-day seminar on systems approaches and modelling for agricultural development. The seminar, which was held at ISNAR and co-organized by ICASA, was attended by participants from 12 national agricultural research systems, nine international agricultural research centers, and five advanced research organizations. In 24 chapters the book assesses the state of the art of systems approaches in agricultural research, resource management, and rural planning, and gives an impression of the evolution of this interdisciplinary field and its use.

In the coming decades the world will need to more than double its food and feed production, almost all of the increase being needed in developing countries. This has socioeconomic and biophysical implications. Rural development needs an eco-regional approach that integrates biophysical and socioeconomic work on cropping systems, livestock, the environment and natural resources. This book contains the papers, response papers and discussion report of a five-day seminar on eco-regional approaches. It assesses the recent progress in systems approaches applied to eco-regional problems, presenting and discussing a number of case studies. Future research needs are documented, as well as ways to improve collaboration between research institutes. The seminar on which the book is based was organized on behalf of the Directorate General for International Cooperation of the Netherlands Ministry of Foreign Affairs by the Research Institute for Agrobiology and Soil Fertility (AB-DLO), the Wageningen Agricultural University (WAU), and the International Potato Centre (CIP).It was held at the International Service for National Agricultural Research (ISNAR), and was attended by participants from all CGIAR centres, among others.

Mathematical models and computer simulation provide objective tools for applying science to determine and evaluate options for resource management at field, farm and regional scales. However, these tools would not be fully utilizable without incorporating social and economic dimensions into their application. The second international symposium, Systems Approaches for Agricultural Development, held in Los Banos, 6-8 December 1995, fostered this link between the bio-physical sciences and the social sciences in the choice of keynote papers and oral presentations, a selection of which is included in this book. The book's contents reflect how systems approaches have moved beyond the research mode into the application mode. The number and quality of interdisciplinary research projects reported from different parts of the globe, to determine land use options that will meet multiple goals and yet sustain natural resource bases, is a key indicator of this "coming of age".

The first premise of this book is that farmers need access to options for improving their situation. In agricultural terms, these options might be manage ment alternatives or different crops to grow, that can stabilize or increase household income, that reduce soil degradation and dependence on off-farm inputs, or that exploit local market opportunities. Farmers need a facilitating environment, in which affordable credit is available if needed, in which policies are conducive to judicious management of natural resources, and in which costs and prices of production are stable. Another key ingredient of this facilitating environment is information: an understanding of which options are viable, how these operate at the farm level, and what their impact may be on the things that farmers perceive as being important. The second premise is that systems analysis and simulation have an impor tant role to play in fostering this understanding of options, traditional field experimentation being time-consuming and costly. This book summarizes the activities of the International Benchmark Sites Network for Agrotechnology Transfer (IBSNAT) project, an international initiative funded by the United States Agency for International Development (USAID). IBSNAT was an attempt to demonstrate the effectiveness of understanding options through systems analysis and simulation for the ultimate benefit of farm households in the tropics and subtropics. The idea for the book was first suggested at one of the last IBSNAT group meetings held at the University of Hawaii in 1993.

Regional development is intrinsically related to the way in which the land is used. Given the rising awareness of the multifunctionality of the world's land resources, policy makers now face the complex task of accommodating multiple objectives of an increasing number of stakeholders in regional development. This implies a need for tools that can be employed to provide insights into the opportunities and limitations of land use. Those tools should be capable of quantifying trade-offs between socio-economic, sustainability, and environment-related policy objectives. This book offers a detailed account of a range of interdisciplinary methodologies for land use analysis, developed over a twelve-year period (1986-1998) in Costa Rica, through collaborative research between three institutions: one from the North (Wageningen Agricultural University of The Netherlands), and two from the South (the Tropical Agricultural Research and Higher Education Center [CATIE] and the Ministry of Agriculture and Livestock [MAG]). The methodologies span a number of spatial scales, ranging from the field level all the way to the national level. Concepts of systems analysis and information technology play a pivotal role in each of the methodologies. Together, they form a unique toolbox that deserves ample use in the process of agricultural policy design.

This book reflects the results of more than ten years of cooperative research involving Wageningen Agricultural University (y. l AU) in the Netherlands, the Tropical Agricultural Research and Higher Education Center (CATIE; Centro Agron6mico Tropical de lnvestigaci6n y Ensefianza) in Costa Rica and the Costa Rican Ministry of Agriculture and Livestock (MAG; Ministerio de Agricultura y Ganadeda) as part of the Research Program on Sustainability in Agriculture (REPOSA) in the Central American country. The type of cooperation was unusual as it focused on both research and the education of students undertaking either M. Sc. thesis projects or a program of practical training in the various aspects of studying land use. Since funding was provided by W AU, a high degree of scientific autonomy was created that has clearly benefited the independent, scientific rigor of the work. Over the ten-year period, the program has changed from being a patchwork of various insulated specialist projects, into a truly interdisciplinary effort, leading to the development of innovative tools for analyzing land use on a number of geographical scales. These tools are presented in this book. Besides CATIE and MAG, cooperation with other Costa Rican partner institutions has been essential from the beginning, and this process of interaction has also evolved considerably over time.

The second course of the International School on the Physics of Exotic Atoms took place at the "Ettore Majorana" Center for Scien tific Culture, Erice, Sicily, during the period from March 25 to April 5, 1979. It was attended by 40 participants from 23 insti tutes in 8 countries. The purpose of the course was to review the various aspects of the physics of exotic atoms, with particular emphasis on the re sults obtained in the last two years, i.e., after the first course of the School (Erice, April 24-30, 1977). The course dealt with two main topics, A) Exotic atoms and fundamental interactions and B) Applications to the study of the structure of matter. One of the aims of the course was to offer an opportunity for the exchange of experiences between scientists working in the two fields. In view of this, the lectures in the morning discussed the more general arguments in a common session, whereas the more specialized topics were treated in the afternoon, in two parallel sections. Section A was organized around four main subjects, briefly pos itronium and muonium, quarkonium, baryonium and neutral currents in atomic physics. In addition various progresses were reported in muon and antiproton physics.

In December 1993, ISNAR, in collaboration with International Consortium for Application of Systems Approaches, organized a three-day workshop on systems approaches and -modelling for agricultural development. Sponsored by the Dutch Ministry for Development Cooperation, the workshop was attended by participants from 12 national agricultural research systems (NARS), nine international agricul tural research centers (IARCs), and five advanced research organizations (AROs). Although application of systems approaches in agricultural research and resource management is a rather new field, there is already increasing demand for implemen tation of these approaches. This will require a critical mass of specialists in the NARS and IARCs. Before this critical mass can be obtained, however, the experience that has been gained in this area needs to be evaluated, further possibilities need to be explored, and new objectives and targets need to be set. This book, which contains the papers presented at the workshop, assesses the state of the art of systems approaches in agricultural research, resource management, and rural planning. It also gives an impression of the evolution of this interdisciplinary field and its use in national and international research centers. Another, less tangible, outcome of the workshop was its contribution toward strengthening the network of NARS, IARCs, and AROs. It gave participants and organizers a chance to develop contacts, and provided an opportunity to make the first proposals for collaborative programs. Special thanks are due to Peter Goldsworthy and Luc Boerboom for their crucial role in making the workshop a success in this regard.

In the early seventies, scientists in Israel and The Netherlands started a cooperative project on actual and potential production under semi-arid conditions. In Israel research concentrated on primary production of natural pastures and small grain crops, and on the associated secondary production of small ruminants. Most of the experimental work was carried out at the Migda Experimental Farm in the semi-desert of the northern Negev where the long term average annual rainfall is 250 mm. In The Netherlands existing facilities in Wageningen were used for measuring growth, photosynthesis and transpiration of Negev pasture plants and small grains under controlled conditions, both as individual plants and as simulated swards and crops. The joint research program was initiated by the late N.H. Tadmor and A. Dovrat from Israel and by C.T. de Wit and Th. Alberda from The Netherlands and conducted by various scientists from both countries, some of whom are among the authors of this book. The experimental results first served as a basis for the development, calibration and validation of simulation models of the growth and water use of pasture and crops. Subsequently, additional models were developed, allowing incorporation of socio-economic considerations, both at the farm and regional level, so harnessing the research results for analysis of regional development possibilities.

Agriculture is changing rapidly all over the world. Intensification, diversification, optimizing scarce resources, integrated pest management, sustainability and climate change are key issues for agricultural institutes. The best solutions will be found by integrating disciplines. Organized thinking about future farming requires forecasting of the implications of alternative ways to farm and to develop agriculture. Systems thinking and systems simulation are indispensable tools for such integration and extrapolation. About 150 scientists and senior research leaders from all over the world participated in the symposium `Systems Approaches for Agricultural Development' to discuss these issues. The symposium reviewed the status of systems research and modeling in agriculture, with special reference to evaluating their efficacy and efficiency for achieving research goals, and to their application in developing countries, promoted international cooperation in modeling, and increased awareness of systems research and simulation. This book comprises the papers on the technical subjects. Well informed authors describe and illustrate how systems research was used to improve agricultural production systems of all continents and in diverse environments.
