    The relentless growth of cities is inevitable--and irreversible. Developing countries' share of the world's urban population will rise to 71% by the year 2000 and 80% by 2025.     G. SHABBIR CHEEMA is Principal Technical Advisor, Urban Management and Human Settlements, United Nations Development Progamme, New York. He received his Ph.D. in 1973 from the University of Hawaii. Before joining UNDP in 1989, he was a member of the senior staff of the United Nations Centre for Regional Development, Nagoya, Japan. Dr. Cheema has taught at Government College, Pakistan, University of Science, Malaysia, and the University of Hawaii. He is the author, editor, or coeditor of twelve books including, Urban Shelter and Services (Praeger, 1987).
