LINDA WONG is Associate Professor, Department of Public and Social Administration at City University of Hong Kong. She has published books and articles on various social development issues in China. She is the author of Social Welfare Under Chinese Socialism: Study on Civil Affairs Welfare, Marginalization and Social Welfare In China and is co-editor with Stewart MacPherson of Social Change and Social Policy in Contemporary China. - NORMAN FLYNN runs the Public Services Management Programme at London School of Economics. He has written about public policy and management issues in the UK and Europe and about business, government and society in East and Southeast Asia. His books include Miracle to Meltdown in Asia: Business, Government and Society; Public Sector Management 3rd ed. and is co-editor with Franz Strehl of Public Sector Management in Europe.
