Rhoads is Professor of Higher Education and Organizational Change in the Graduate School of Education and Information Studies and Faculty Affiliate of the Latin American Center and the Center for Chinese Studies at the University of California, Los Angeles. Carlos Alberto Torres is Director of the Latin American Center and Professor of Social Sciences and Comparative Education at the Graduate School of Education and Information Studies at the University of California, Los Angeles.
