    From bountiful economic promise and dynamic "Pan Somalism," Somalia has descended into a security problem over the past decade. For the past four consecutive years, Somalia has dominated the number one spot of the failed state index, the annual ranking prepared by the Fund for Peace and published by Foreign Policy. US-led international community efforts to restore hope proved abortive in 1993 when a US soldier was photographed being dragged through the streets of Somalia by cheering Somali mobs and thugs. In Somali Piracy and Terrorism in the Horn of Africa, Daniels (Florida A&M Univ.) examines the factors that led to state failure in Somalia. The first chapter examines the factors that led to Somalia's becoming a failed state and the aftermath of the declaration of independence by Somaliland and other vassal states. In chapters 2-3, the author looks at the factors that triggered piracy and terrorism in Somalia. Chapters 4-5 discuss the current solutions being proffered to restore order.
