Maria Ernita T. Joaquin is Associate Professor at San Francisco State University. She has a Ph.D. in Political Science from Northern Illinois University, an MPA from The University of the Philippines at Diliman, and a Diploma in Human Resource Studies from The University of Manchester, UK. Thomas Greitens is Professor of public administration at Central Michigan University. He received his Ph.D. from Northern Illinois University, and his MPA and undergraduate degrees from Arkansas State University.
