Recent years have witnessed a surge of activity in the field of dynamic games, in both theory and applicati( s. Th well as practical problems in zero-sum and nonzero-sum games, continuous time differential games and discrete time multistage games, and deterministic and stochastic games are currently being investigated by researchers in diverse disciplines, such as engineering, mathematics, biology, economics, management science, and political science. 'Mis surge of interest led, in 1990, to the formation of the International Society of Dynamic Gaines (ISDG), whose primary goal is to foster the development of advanced research and applications in the field of game theory. One important activity of the Society is to hold a biannual, intemational symposium to bring together researchers who contribute to the development of this active field of applied science. In 1992 such a symposium was held in Grimentz, Switzerland. This book, which is the first volume in the new series, Annals of Dynamic Gaines, is based on selected presentations made at this symposium. It is, however, not simply a book of proceedings for a conference.EveTy paper that appears in this volume has passed through a selective refereeing proem, as in an archival technical joumal. This makes this first volume of the Annals of Dynamic Games a quality publication that presents a timely account of the state-of-the-all in this dynamic field. The papers included in this volume attest to the vitality and diversity of ongoing research in dynamic games and applications. Climate and economies have interdependent dynamics. Even though the pace of climate change is probably much slower than the speed of adjustment of the world economies, the global climate change impact of economic development and growth has to be controlled and taken into account in the policy assessment process. Integrated assessment models are now trying to capture the different feedbacks that link the climate system and the development of human societies. This book reviews the different approaches used to model these dynamic interactions between climate and economies and proposes new avenues of research in this domain. In fourteen chapters this book deals with various aspects of the building of integrated assessment models, either by coupling economic growth and climate change modules, or using mathematical models of viability or dynamic game theory to represent the interactions between the world regions concerned. It also focuses on more specific economic equilibrium models that can be used to assess international climate policies and it addresses the modelling of impacts of climate change in Switzerland as a test region. This book is the result of several years of joint research in an interdisciplinary project on the human dimension of climate change. This monograph deals with various classes of deterministic continuous time optimal control problems wh ich are defined over unbounded time intervala. For these problems, the performance criterion is described by an improper integral and it is possible that, when evaluated at a given admissible element, this criterion is unbounded. To cope with this divergence new optimality concepts; referred to here as "overtaking", "weakly overtaking", "agreeable plans", etc. ; have been proposed. The motivation for studying these problems arisee primarily from the economic and biological aciences where models of this nature arise quite naturally since no natural bound can be placed on the time horizon when one considers the evolution of the state of a given economy or species. The reeponsibility for the introduction of this interesting class of problems rests with the economiste who first studied them in the modeling of capital accumulation processes. Perhaps the earliest of these was F. Ramsey who, in his seminal work on a theory of saving in 1928, considered a dynamic optimization model defined on an infinite time horizon. Briefly, this problem can be described as a "Lagrange problem with unbounded time interval". The advent of modern control theory, particularly the formulation of the famoue Maximum Principle of Pontryagin, has had a considerable impact on the treatment of these models as well as optimization theory in general.

The activities of the Fondazione ENI Enrico Mattei cover a broad spectrum of research topics, ranging from economics to engineering, from environmen tal management at the industry or regional level to basic mathematical model ling research. It is the combination of the activities on these last two topics that led the Fondazione to organise, with the University of Geneva, a work shop where operation research tools were designed with the aim to provide national and local policy makers with appropriate analytical and policy instru ments for environmental management. In the recent past, attention has often been devoted to global environmen tal issues in which the level of policy making is either international, through multi-country agreements on emission control, or national, when environ mental policies are designed to control domestic pollution. Many environ mental problems, however, have a local or regional dimension. Even when their dimension is global, e. g. in the case of the greenhouse gas effect, relevant decisions on emission control, such as the adoption of energy saving utilities, are taken at the local level. In many countries, the current legislation imposes the local authorities to prepare plans and adopt measures to control energy consumption or to reduce waste of natural resources. It is therefore important to analyze the way in which local or regional authorities optimise their environmental management.
