Rethinking Religion and World Affairs

In recent years, the role of religion in the study and conduct of international affairs has become increasingly important. Rethinking Religion and World Affairs seeks to question and remedy the problematic neglect of religion in extant scholarship. Drawing on the work of leading scholars as well as policy makers and analysts, this volume will form the first comprehensive and authoritative guide to the interconnections of religion and global politics. These essays grapple with puzzles, issues and questions concerning religion and world affairs in six major areas. Contributors critically revisit the "secularization thesis, " which proclaimed the steady erosion of religion's public presence as an effect of modernization; explore the relationship between religion, democracy, and the juridico-political discourse of human rights; assess the role of religion in fomenting, ameliorating, and redressing violent conflict; and consider the value of religious beliefs, actors, and institutions to the delivery of humanitarian aid and the fostering of socio-economic development. Later chapters address the representation of religion in the expanding global media landscape, the unique place of religion in American foreign policy, and the dilemmas it presents. Rethinking Religion and World Affairs will become an invaluable resource for professional and emerging scholars, journalists, policy makers, diplomats, and others concerned in their personal or professional capacities with religion and international affairs.

This volume brings together new and classic articles by one of the leading scholars in comparative politics. The articles focus in particular on the nature of contemporary democracy and its prospects. The volume begins with a personal analysis of the intellectual, and often political, reasons why and how Stepan chose to engage in certain critical arguments over the last thirty years. The volume is then divided into three sections, each with a distinctive theme: state and society; constructing polities; and varieties of democracies. The introduction and articles ask whether, both for intellectual and political reasons, there are strong grounds for questioning both Rawls and Huntington on religion and democracy, Riker on federalism, and Gellner on multinationalism. The volume contains articles on civil society, political society, economic society, the military, and a usable state. The possibility of multiple and complementary political identities is argued for. The incentive systems and political practices of the three macro-constitutional frameworks for democratic government-- parliamentarianism, presidentialism, and semi-presidentialism-- are compared and contrasted.

While Turkey has grown as a world power, promoting the image of a progressive and stable nation, several choices in policy have strained its relationship with the East and the West. Providing historical, social, and religious context for this behavior, the essays in Democracy, Islam, and Secularism in Turkey examine issues relevant to Turkish debates and global concerns, from the state's position on religion to its involvement with the European Union. Written by experts in a range of disciplines, the chapters explore the toleration of diversity during the Ottoman Empire's classical period; the erosion of ethno-religious heterogeneity in modern, pre-democratic times; Kemalism and its role in modernization and nation building; the changing political strategies of the military; and the effect of possible EU membership on domestic reforms. The essays also offer a cross-Continental comparison of "multiple secularisms," as well as political parties, considering especially Turkey's Justice and Development Party in relation to Europe's Christian Democratic parties.Contributors tackle critical research questions, such as the legacy of the Ottoman Empire's ethno-religious plurality and the way in which Turkey's assertive secularism can be softened to allow greater space for religious actors. They address the military's "guardian" role in Turkey's secularism, the implications of recent constitutional amendments for democratization, and the consequences and benefits of Islamic activism's presence within a democratic system. No other collection confronts Turkey's contemporary evolution so vividly and thoroughly or offers such expert analysis of its crucial social and political systems. Indonesia's military government collapsed in 1998, igniting fears that economic, religious, and political conflicts would complicate any democratic transition. Yet in every year since 2006, the world's most populous Muslim country has received high marks from international democracy-ranking organizations. In this volume, political scientists, religious scholars, legal theorists, and anthropologists examine the theory and practice of Indonesia's democratic transition and its ability to serve as a model for other Muslim countries. They compare the Indonesian example with similar scenarios in Chile, Spain, India, and Tunisia, as well as with the failed transitions of Yugoslavia, Egypt, and Iran. Essays explore the relationship between religion and politics and the ways in which Muslims became supportive of democracy even before change occurred, and they describe how innovative policies prevented dissident military groups, violent religious activists, and secessionists from disrupting Indonesia's democratic evolution. The collection concludes with a discussion of Indonesia's emerging "legal pluralism" and of which of its forms are rights-eroding and rights-protecting.

How can people of diverse religious, ethnic, and linguistic allegiances and identities live together without committing violence, inflicting suffering, or oppressing each other? In this volume, contributors explore the limits of toleration and suggest we think beyond them to mutual respect. Salman Rushdie reflects on the once tolerant Sufi-Hindu culture of Kashmir. Ira Katznelson follows with an intellectual history of toleration as a layered institution in the West. Charles Taylor advances a new approach to secularism in our multicultural world, and Akeel Bilgrami responds by offering context and caution to that approach. Nadia Urbinati explores why Cicero's humanist ideal of Concord was not used in response to religious discord. The volume concludes with a refutation of the claim that toleration was invented in the West. Rajeev Bhargava writes on Asoka's India, and Karen Barkey explores toleration within the Ottoman and Habsburg Empires. Sudipta Kaviraj examines accommodations and conflicts in India, and Alfred Stepan highlights contributions to toleration and multiple democratic secularisms in such Muslim-majority countries as Indonesia and Senegal.

Democratic Transition in the Muslim World

In early 2011, widespread protests ousted dictatorial regimes in both Tunisia and Egypt. Within a few years, Tunisia successfully held parliamentary and presidential elections and witnessed a peaceful transition of power, while the Egyptian military went on to seize power and institute authoritarian control. What explains the success and failure of transitions to democracy in these two countries, and how might they speak to democratic transition attempts in other Muslim-majority countries?Democratic Transition in the Muslim World convenes leading scholars to consider the implications of democratic success in Tunisia and failure in Egypt in comparative perspective. Alongside case studies of Indonesia, Senegal, and India, contributors analyze similarities and differences among democratizing countries with large Muslim populations, considering universal challenges as well as each nation’s particular obstacles. A central theme is the need to understand the conditions under which it becomes possible to craft pro-democratic coalitions among secularists and Islamists. Essays discuss the dynamics of secularist fears of Islamist electoral success, the role of secular constituencies in authoritarian regimes’ resilience, and the prospects for moderation among both secularist and Islamist political actors. They delve into topics such as the role of the army and foreign military aid, Middle Eastern constitutions, and the role of the Muslim Brotherhood. The book also includes an essay by the founder and president of Tunisia’s Ennadha Party, Rachid Ghannouchi, who discusses the political strategies his party chose to pursue.

Authoritarian Brazil

The development model followed by the military regime that came to power in Brazil in 1964 is one of the most controversial among the less developed countries. The regime’s authoritarian structure, combined with a GNP growth rate that is one of the highest in the world, raises extremely disturbing yet fundamental questions about the relation between political authoritarianism and economic dynamism. In this book, social scientists from three continents assess the major political and economic characteristics of the Brazilian model. Because events there have important implications for other countries, throughout the volume there is a deliberate search for new conceptual frames of reference to help put the Brazilian process in a larger comparative perspective. Because of the important normative issues raised by the Brazilian style of development, there is also an attempt to be explicit about what values the regime promotes and what values it denies. Each of the contributors is a distinguished scholar in his field. They are Fernando Henrique Cardoso, Alber Fishlow, Juan J. Linz, Samuel Morley, Philippe C. Schmitter, Thomas E. Skidmore, Gordon W. Smith, and Alfred Stepan. From their different perspectives, they help us to understand how political repression and economic boom have gone hand in hand in this important Latin American country.

Since their classic volume The Breakdown of Democratic Regimes was published in 1978, Juan J. Linz and Alfred Stepan have increasingly focused on the questions of how, in the modern world, nondemocratic regimes can be eroded and democratic regimes crafted. In Problems of Democratic Transition and Consolidation, they break new ground in numerous areas. They reconceptualize the major types of modern nondemocratic regimes and point out for each type the available paths to democratic transition and the tasks of democratic consolidation. They argue that, although "nation-state" and "democracy" often have conflicting logics, multiple and complementary political identities are feasible under a common roof of state-guaranteed rights. They also illustrate how, without an effective state, there can be neither effective citizenship nor successful privatization. Further, they provide criteria and evidence for politicians and scholars alike to distinguish between democratic consolidation and pseudo-democratization, and they present conceptually driven survey data for the fourteen countries studied.Problems of Democratic Transition and Consolidation contains the first systematic comparative analysis of the process of democratic consolidation in southern Europe and the southern cone of South America, and it is the first book to ground post-Communist Europe within the literature of comparative politics and democratic theory.
Democracies in Danger

Tillfälligt slut
New governments established during the third wave of democratization in Latin America, Eastern and Central Europe, Africa, and Asia face increasing threats to stabilization and consolidation. Alfred Stepan, a major voice in democratization studies, gathers leading experts in political science and government to better understand what is going wrong and how it can be fixed. The contributors identify and analyze three key problems that endanger these democracies: ethnonational conflicts, domestic security and the role of police and military, and power sharing in presidential and semi-presidential systems. For each of these issues, essays evaluate promising new policies, advance alternatives, and suggest political reforms that could increase the success of democratic governance. Stepan's introduction reflects on why these three critical issues have been neglected or misconceptualized by practitioners and theorists alike. A conclusion by Fernando Henrique Cardoso, former president of Brazil, offers unique insight on how to successfully manage and solve these problems.Democracies in Danger is the product of informed and productive dialogue between former prime ministers and presidents of new democracies and leading democratization scholars. It will be essential in setting research agendas and policy discussions for a broad range of scholars and practitioners.
Crafting State-Nations

Political wisdom holds that the political boundaries of a state necessarily coincide with a nation's perceived cultural boundaries. Today, the sociocultural diversity of many polities renders this understanding obsolete. This volume provides the framework for the state-nation, a new paradigm that addresses the need within democratic nations to accommodate distinct ethnic and cultural groups within a country while maintaining national political coherence. First introduced briefly in 1996 by Alfred Stepan and Juan J. Linz, the state-nation is a country with significant multicultural-even multinational-components that engenders strong identification and loyalty from its citizens. Here, Indian political scholar Yogendra Yadav joins Stepan and Linz to outline and develop the concept further. The core of the book documents how state-nation policies have helped craft multiple but complementary identities in India in contrast to nation-state policies in Sri Lanka, which contributed to polarized and warring identities. The authors support their argument with the results of some of the largest and most original surveys ever designed and employed for comparative political research. They include a chapter discussing why the U.S. constitutional model, often seen as the preferred template for all the world's federations, would have been particularly inappropriate for crafting democracy in politically robust multinational countries such as India or Spain. To expand the repertoire of how even unitary states can respond to territorially concentrated minorities with some secessionist desires, the authors develop a revised theory of federacy and show how such a formula helped craft the recent peace agreement in Aceh, Indonesia. Empirically thorough and conceptually clear, Crafting State-Nations will have a substantial impact on the study of comparative political institutions and the conception and understanding of nationalism and democracy.
