Governance becomes ever more interconnected and multilevel, and polycentric governance has been developed as a lens to analyze this complexity. At an aggregate level, it explores whether multiple autonomous actors are able to coordinate across interdependent sectors, scales, and decision-making arenas. It remains unclear, however, which factors shape polycentric governance in a particular social-ecological context, and what performance results from this governance; there has been no systematic way of mapping the shape that coordination adopts in polycentric governance. This volume develops and illustrates an approach to disentangling hybrid modes of coordination in polycentric governance, its determinants and outcomes. The authors build on the Institutional Analysis and Development framework, the flagship analytical tool of the Bloomington School of institutional analysis, and on the idea of governance hybrids. They propose that polycentric systems can be systematically characterized by looking at how competitive, cooperative, and hierarchical governance solutions coexist in providing multi-level coordination among actors. The framework is applied across five empirical chapters that explore diverse cases of water, energy, infrastructure, and mining governance in the United States, Switzerland, Mongolia, and Uganda, leading to the suggestion of context-dependent types of hybrids. The analytical approach, its ontological underpinnings, and its methodological implications are further reflected in two chapters suggesting alternative perspectives on the analysis of hybrids.Transformations in Governance is a major academic book series from Oxford University Press. There has been a rapid expansion of academic interest and publications on polycentricity. In the contemporary world, nearly all governance situations are polycentric, but people are not necessarily used to thinking this way. Governing Complexity provides an updated explanation of the concept of polycentric governance. The editors provide examples of it in contemporary settings involving complex natural resource systems, as well as a critical evaluation of the utility of the concept. With contributions from leading scholars in the field, this book makes the case that polycentric governance arrangements exist and it is possible for polycentric arrangements to perform well, persist for long periods, and adapt. Whether they actually function well, persist, or adapt depends on multiple factors that are reviewed and discussed, both theoretically and with examples from actual cases.

Towards the end of Caesar’s Gallic War, Rome had reached the Rhine. Since the campaigns under Emperor Augustus (15 B.C.), larger troop contingents were stationed along the river, with focal points around Mogontiacum/Mainz and in northern Switzerland. After the Battle of the Teutoburg Forest (9 AD), when the attempt to occupy all of Germania had failed, the Lower Rhine remained the frontier of the empire’s territory until Late Antiquity. East of the Middle and Upper Rhine, however, the Roman sphere of power was pushed forward several times over a period of almost 200 years, and from 90 AD at the latest, the construction of artificial borders was initiated. When the Roman expansion came to an end around 160 AD, the province was secured in its furthest extension by the “Frontal” or “Outer Upper-Germanic Limes”, which existed until the middle of the 3rd century. This book illustrates the historical and archaeological significance of the Upper Germanic Limes and provides an up-to-date overview of its manifold features in the field.

In 1949, in the aftermath of a devastating war, Eric Birley organised the First Congress of Roman Frontier Studies. His aim was not only to pursue the study of Roman frontiers but also to take a step towards restoring harmony in international relations within this field of research. The pattern was set early on: the exchange of information, networking and friendship. These three elements remain at the core of the approach of those organising and attending the Congress. They are reinforced by the pattern of the meetings, usually held every three years. The programme includes not only lectures but also visits to the local Roman military sites led by appropriate specialists. Over the 75 years since the First Congress, membership has grown enormously with more lecture theatres and more coaches being required every meeting. This publication marks the twenty-sixth Congress at Batumi in Georgia. It aims to help newer members understand the body they have joined; for those who have been attending for longer, it will be a reminder of friendships made and strengthened; for all, the book hopes to be a spur to continuing investigations and research into Rome’s greatest monument, its frontiers; for the moment of publication, it will be a celebration of the twenty-sixth Congress of Roman Frontier Studies.

Most remarkably, the efficacy of vaccines is frequently decreased in elderly persons. Therefore, age-associated dysfunctions of the humoral and cellular immune responses have a strong clinical impact. Improving our understanding of the aged immune system is crucial in developing effective prevention and treatment programs that will facilitate healthy aging and improve the quality of life of the elderly population.The aim of this volume is to summarize current knowledge on the cellular and molecular aspects of the aging immune system, with an emphasis on infectious diseases and new therapeutic approaches.

Therefore, lots of companies have already taken or want to take part in e-commerce. If it is not because of making profits out of the online business immediately, it is due to the fear of missing the train and being left behind, when all other companies have successfully started selling their products or services over the Internet. Moreover, technology is changing very fast and not starting early can lead to a lack of experience, that is desperately needed later on, provided that the technology proofs to be a success. Of course, this strategy bears also a high risk. If the technology turns out to be a failure, it would have been better not to have rushed into it. However, the reasons for or against going into e-commerce should not be discussed in this report. Fact is, that many companies have started e-commerce and still today many others try to start online business successfully. As a result, e-commerce has quite a big impact on companies and their customers.

Since this high penetration was achieved in a relatively short time period, nearly all telecommunication companies showed huge growth rates. This applied for mobile operators, telecommunication network suppliers as well as for mobile phone producers and went in line with skyrocketing share prices. Since mobile phone penetration was already very high, telecom companies growth rates shrank dramatically over the last year and share prices fell according to that. Consequently, telecom companies had to invent new gadgets to encourage people to buy new mobile phones and sign new contracts with mobile operators. Therefore, research concentrated on greater bandwidth in order to widen the functionality of mobile phones and to increase usage time. Telecom companies have the vision that sooner or later everybody will use a mobile phone not only to call other people, but also to access the Internet from everywhere and at any time. These multimedia entertainment and information terminals (Berton, 2001, p. 18) would lead to increased data traffic and, therefore, higher revenues for mobile operators. Furthermore, constant improvements of infrastructure and mobile devices would ensure further sales for network suppliers and mobile phone manufacturers. General Packed Radio Service (GPRS) is considered to be the first step in that direction, which will be followed by Universal Mobile Telecommunications System (UMTS).

Since the need of security always conflicts with the need of fast and easy information access, e-Fence has to decide what level of security is appropriate for different types of information. Of course, total security can never be provided but a company has to consider several threats to its Intranet. These threats include physical threats (e.g. theft or damage of equipment), natural disasters (e.g. damage due to lightning or earthquakes), mechanical breakdowns, viruses and Trojan Horses, and people from outside or within the organisation attacking the network. (Baker, 1995, pp. 7-9). E-Fence has to mitigate these threats with a well-planned security policy.

Therefore, it will explain how to use and test Dynamic HostConfiguration Protocol (DHCP), Windows Internet Naming Service (WINS), theInternet Information Server (IIS) and Proxy servers. It will focus on Microsoftproducts in an Windows NT 4.0 environment. Furthermore, the report willexplain, why these servers and services should be included in a company sIntranet. However, the report will not give detailed technical explanations onthese services, but provide a general overview.

Its goal was to develop a software to automate medicalinsurance quotes. It was scheduled as a six-month project and should be readyby January 1, 1995, when Giga Safe s new rates were to be released. However,although the project started with a highly motivated team and high expectations,it missed all deadlines and was not completed until May 1995. To sum things up, the project failed mostly because of bad scheduling andplanning, as well as insufficient management control and decreasing teammorale. With a more structured approach to project management and betterplanning the project could have been completed in a shorter time.

This is due to the university s promiseto provide the system before the semester s first exams take place. This proposal examines the details of the project in order to make it runsmoothly. It addresses the issues of the project s scope, activities that have tobe conducted throughout the project, financial feasibility, scheduling, and theproject s viability. To sum things up, we consider the project as feasible and relatively easy torealize. The timeframe is sufficient and the project will provide a return oninvestment of about 39%, which is outstanding. The project s risks can beconsidered as relatively low. Providing the expected functionality will be achallenge, but is definitely achievable because we have exactly the right peopleand enough time to complete this task.
