ICT can drive dramatic transformations in the quantity and quality of communication and interaction of government organizations with citizens, revitalizing and strengthening the modern representative democracy which currently faces big problems of reduced citizens’ trust and involvement.This book deals with the application of these e-participation ideas in the special and ‘difficult’, and at the same time highly interesting, national context of Southern Europe and the Balkans. The first chapter provides an overview of e-participation concepts and practices whilst the following chapters analyse pilot applications of e-participation concepts in eight different Southern European and Balkan countries (Spain, France, Italy, Slovenia, Serbia, Albania, Greece, Yugoslav Republic of Macedonia (FYROM)). This year''s prize for the best refereed technical paper was won by a paper entitled An Improved Hybrid Genetic Algorithm: New Results for the Quadratic Assignment Problem by A. Misevicius (Department of Practical Informatics, Kaunas University of Technology, Lithuania). SGAI gratefully acknowledges the long-term sponsorship of Hewlett-Packard Laboratories (Bristol) for this prize, which goes back to the 1980s. This is the twentieth volume in the Research and Development series. The scope of the application papers has expanded over recent years to cover not just innovative applications using traditional knowledge based systems, but also to include applications demonstrating the whole range of AI technologies. These papers continue to illustrate the maturity of AI as a commercially viable technology to solve real world problems. The papers were subject to refereeing by at least two expert referees. All papers that were in any way controversial were discussed in depth by the Application Programme Committee. For the ES2001 Application Stream, a paper is acceptable even if it describes a system that has not yet been installed, provided the application is original and the paper discusses the kind of things that would help others needing to solve a similar problem. Papers have been selected to highlight critical areas of success - and failure - and to present the benefIts and lessons learnt to other developers. This volume contains sixteen papers describing deployed or emerging applications in a range of diverse areas: business and commerce, engineering, manufacturing, knowledge and information management, and music.

MILNE Intelligent Applications Ltd The papers in this volume are the Application Papers presented at ES98, the Eighteenth International Conference of the British Computer Society''s Specialist Group on Expert Systems. This year has been yet another "applications" success for the conference with this volume containing seventeen papers describing either deployed applications or emerging applications. All these documented case studies provide clear evidence of the success of AI technology in solving real business problems. Six of these papers were nominated for the Best Application Award during the review process. These nominations were then reviewed by the members of the Programme Committee to select the winning paper. The papers in the volume were subject to refereeing by at least two referees. All papers which were controversial for some reason were discussed in depth by the Application Programme Committee. Ten referees from the industrial and commercial sector and nine referees from the academic sector assisted me in reviewing the papers. The review form asked the referee to score the papers according to a number of dimensions, to rate it overall, and to offer critical comments to me, and to the authors. It also asks the referee to score their expertise in the area of each paper they review. Only reviews from ''expert'' referees are used.

Macintosh, Napier University, UK The papers in this volume are the refereed application papers presented at ES2004, the Twenty-fourth SGAI International Conference on Innovative Techniques and Applications of Artificial Intelligence, held in Cambridge in December 2004. The conference was organised by SGAI, the British Computer Society Specialist Group on Artificial Intelligence. This volume contains twenty refereed papers which present the innovative application of a range of AI techniques in a number of subject domains. This year, the papers are divided into sections on Synthesis and Prediction, Scheduling and Search, Diagnosis and Monitoring, Classification and Design, and Analysis and Evaluation This year's prize for the best refereed application paper, which is being sponsored by the Department of Trade and Industry, was won by a paper entitled "A Case-Based Technique for Tracking Concept Drift in Spam Filtering". The authors are Sarah Jane Delany, from the Dublin Institute of Technology, Ireland, and Padraig Cunningham, Alexey Tsymbal, and Lorcan Coyle from Trinity College Dublin, Ireland. This is the twelfth volume in the Applications and Innovations series. The Technical Stream papers are published as a companion volume under the title Research and Development in Intelligent Systems XXI.
