There is a great deal of controversy about how to deal with man-made chemicals. Environmentalists and industrialists throughout the world clash on such subjects as chlorine, PVC, endocrine disrupters and the precautionary principle. This book tries to untangle the controversy. Three chapters relate to long-term evaluations in two hot-spots in the toxicity controversy - the debates on chlorine in the Netherlands and PVC in Sweden. The text adopts a political and philosophical view, presenting a thorough theoretical analysis of the potential of scientific research to solve controversies, and evaluating the history of the chlorine and PVC controversies. The book combines the quantitative analytical approaches of environmental science with qualitative approaches of policy sciences and the philosophy of science, such as frame analysis, cultural theory, and discourse theory.

Sustainable development has become a central perspective in environmental strategies around the world. It is clear that neither governments nor businesses have the capability to bring about sustainability on their own. Therefore, collaboration has emerged as a central concept. At the same time it is obvious that someone has to take the lead in the development towards sustainability. This book focuses on different forms of collaboration emerging between various actors. The objective of the book is to more systematically explore the different roles and relationships between partnership and leadership. Basically, both partnership and leadership can be seen in a positive and negative way: for example, as far as partnership is concerned, we can assume that the path towards sustainability can be paved by parties coming together, taking some initiative collaborating. On the opposite, partnership and consensus-based decisions can be seen as an obstacle to foster radical changes in production and consumption patterns.Similarly, leadership can be seen as an obstacle to sustainable development if leaders form close circles and are not willing to share experiences with other actors; but leadership could also be considered as an important element to keep concepts and practices forward. The book holds this double perspective: explaining, mapping and analyzing different goals/formats/methods of more and less collaborative approaches, but at the same time taking a critical approach to the theme by understanding related risks, effects, prospects and corrective actions. As well as providing conceptual ideas, the book brings together case-studies from around the world. The focus is in describing and understanding various formats of collaboration and critically evaluating its effects and prospects. A concluding chapter discusses the role of partnership and leadership in realizing various levels of environmental innovations: optimization and re-design, that usually affect only a small part of the production/consumption structure, and much more complicated, radical innovations that have to deal with societal (sub)systems.

Sustainable consumption and production (SCP) was adopted as a priority area during the World Summit on Sustainable Development in Johannesburg in 2002 and has since become one of the main vehicles for targeting international sustainability policy. Sustainable consumption focuses on formulating equitable strategies that foster the highest quality of life, the efficient use of natural resources, and the effective satisfaction of human needs while simultaneously promoting equitable social development, economic competitiveness, and technological innovation. But this is a complex topic and, as the challenges of sustainability grow larger, there is a need to re-imagine how SCP policies can be formulated, governed and implemented. The EU-funded project "Sustainable Consumption Research Exchanges" (SCORE!) consists of around 200 experts in the field of sustainable innovation and sustainable consumption. The SCORE! philosophy is that innovation in SCP policy can be achieved only if experts that understand business development, (sustainable) solution design, consumer behaviour and system innovation policy work together in shaping it. Sustainable technology design can be effective only if business can profitably make the products and consumers are attracted to them. To understand how this might effectively happen, the expertise of systems thinkers must be added to the mix. System Innovation for Sustainability 1 is the first result of a unique positive confrontation between experts from all four communities. It examines what SCP is and what it could be, provides a state-of-the-art review on the governance of change in SCP policy and looks at the strengths and weaknesses of current approaches. The SCORE! experts are working with actors in industry, consumer groups and eco-labelling organisations in the key consumption areas of mobility, food and agriculture, and energy use and housing – responsible for 70% of the life-cycle environmental impacts of Western societies – with the aim of stimulating, fostering or forcing change to SCP theory in practice. The System Innovation for Sustainability series will continue with three further volumes of comprehensive case studies in each of these three critical consumption areas. Each chapter of this book examines problems and suggests solutions from a business, design, consumer and system innovation perspective. It primarily examines the differing solutions necessary in the consumer economies of the West, but also comments on the differing needs in rapidly emerging economies such as China, as well as base-of-the-pyramid economies. The System Innovation for Sustainability series is the fruit of the only major international research network on SCP and will set the standard in this field for some years to come. It will be required reading for all involved in the policy debate on sustainable production and consumption from government, business, academia and NGOs for designers, scientists, businesses and system innovators.

Preface When you write a book like this after ten years' working as an environmental specialist, you end up with something that reflects your career. Of course, when I started working at the Ministry of the Environment in the Netherlands, I could not foresee that I would now be at TNO, nor that I would have performed research into chlorine, PVC, waste, etc. , that would come to form the basis for this book. But step by step, with some coincidence and with the support of several people - who were probably unaware of the crucial role that, with hindsight, they played - I arrived at a position where I could start to consider this enterprise. At this point I shall try something dangerous - thanking a few of those people who gave that support. At the same time, it is obvious that I cannot mention them all. I hope that those whom I do not mention will forgive me. A first, crucial moment in this sequence of events came quite soon after I joined TNO in 1990. Just a few weeks later, all the senior staff in my section decided to leave in order to set up their own company. I decided to stay at TNO. As a consequence, I had to manage it on my own.
