This book investigates public claims for the protection of weak groups and interests in Japan and China from the nineteenth century to the present day. Taking an interdisciplinary approach, it engages with ongoing global debates relevant to both Western and non-Western societies whilst also providing an historically informed analysis of contemporary issues.Using case studies on disaster victims, employee well-being, cultural heritage and animal welfare, this book analytically distinguishes between framing, mobilisation and institutionalisation processes. It examines these processes at the intersections of international and domestic spheres and, in doing so, demonstrates how drives for protection are formulated, contested and played out in practice. Ultimately however, this book argues that claims for protection do not necessarily translate into effective measures, but may in fact entail ambiguous or negative outcomes for the protected ‘weak’. Protecting the Weak in East Asia makes a significant contribution to the empirical and theoretical research into the transformation of East Asian societies. As such, it will appeal to students and scholars of Asian history, Asian culture and society and East Asian Studies more broadly.

This new book discusses the extent to which the Japanese economy encourages entrepreneurship and innovation. Although Japan has a strong reputation as an innovator, some people argue that this reputation is misplaced. Contrary to earlier expectations, the USA rather than Japan emerged as the leader in the biotech industries in the 1990s, and also many small firms in Japan supply only a few – or just one – other company, thereby limiting their view of the marketplace and the commercial opportunities within it. Despite the increase of international patents, international scientific citations and a positive technology trade balance, the Japanese innovation system is weak in giving birth to radical innovations.The book explores fully these issues, making comparisons with other countries where appropriate. It concludes that the Japanese innovation system has both advantages and disadvantages and contributes to a better understanding of how policy changes take place.

The concept of "innovation systems" has gained considerable attention from scholars and politicians alike. The concept promises not only to serve as a tool to explain sustained economic development, but also to provide policy-makers with scientifically grounded policy options to advance the growth of economies. The thrust of much recent literature has been to review existing empirical findings in order to deduce "best practice" models which are assumed to benefit all countries in a similar fashion. However, as this book argues, such ‘universal’ models often fail in both analysis and policy prescriptions, as they do not take into account sufficiently the circumstances and development trajectories of particular countries. With a foreword by Richard Whitley, this book discusses the extent to which the diagnoses and reform recommendations of recent work on innovation theory, and the related policy recommendations, actually apply to Japan and China. Making links between behavioural economics and institutional analysis, the book covers their regulatory framework, legal and science system, the labour and capital market, and intra-firm relations.
