India's journey has been distinctively precocious among its peers. It opted for democracy before development and social change, promoted high-skilled services before and over low-skilled manufacturing, and chose a globalization that favored the export of talented people and short-changed the poor. Its socialist state became an inefficiently capitalist one before providing the public goods of physical infrastructure and human capital. The outcomes have been surprising, with the country achieving success in creating and sustaining democracy, albeit flawed, and maintaining a degree of social and political order. Four decades of economic dynamism and the emergence of a more capable Indian state has given it the ability to build infrastructure and deliver the essentials of life to its population at scale. However, just as India's aspiration has lifted to building world-class statues, temples, bullet trains, airports and digital systems, the undermining of some of its real achievements of democracy, federalism and nation-building still stand in the way. As the world gets radically upended, India's development odyssey sits at a critical juncture. In A Sixth of Humanity, Devesh Kapur and Avrind Subramanian trace how one of the world's largest and most diverse countries uniquely attempted four concurrent transformations: building a state, creating an economy, changing society and forging a sense of nationhood. In outlining its past by drawing on deep archives of political and economic policy documents spaning over 75 years, Kapur and Subramanian provide a compelling picture of the state of India's political economy and the crossroads it now faces.

Since the turn of the millennium it has become clear that the Asia-Pacific Region is, economically, the fastest growing continent in the world, and is likely to remain so for some time despite the setbacks of the COVID-19 pandemic. Asia-Pacific''s share of the world''s Gross Domestic Product (GDP) doubled from 15 per cent to 30 per cent between 1970 and 2017 and is projected to account for half of global GDP by 2050. With South East and South Asia also growing rapidly, with over half the world''s population and three of the world''s five largest economies, Asia is soon poised to home half of the world''s middle class - a class that is both the driver and the product of higher education. The quality of a country''s system of higher education may be seen both as a gauge of its current level of national development as well as of its future economic prospects. It is therefore natural that the putative "Asian Century" should generate interest in the region''s higher education systems which, on the one hand, share common characteristics-a fixation with credentials and engineering, high technology (especially among male students), and business degrees-while at the same time are also highly differentiated, not only across countries but also within. As such, a better understanding of higher education achievements, failings, potential, and structural limitations in the Asia-Pacific Region is imperative. This handbook presents a number of significant country case-studies and documents cross-cutting trends relating to, among other things: the trilemma faced by governments juggling competing claims of access, accessible cost, and quality; the balance between teaching and research; the links between labour markets (demand) and higher education (supply); preferred fields of study and their consequences; the rise of the research university in Asia; the lure of institutions of international reputation within the region; new education technologies and their effects; and, trends in government policy within the wider region and sub-regions.

An overarching exploration of the Indian state's approaches, laws, and organizations that maintain order and contain violence. Maintaining order and containing violence-the core constituents of internal security-are fundamental responsibilities of any government. Yet, developing countries find this task especially challenging. In Internal Security in India, Amit Ahuja, Devesh Kapur, and a cast of leading scholars on the subject focus on India's security and the threats it faces. Since Independence, the Indian state has grappled with a variety of internal security challenges, including insurgencies, terrorist attacks, caste and communal violence, riots, and electoral violence. Their toll has claimed more lives than all of India's five external wars put together. As the contributors in this volume analyze how the Indian State has managed the core concern of internal security over time, they address three broad questions: How well has India contained violence and preserved order? How have the approaches and capacity of the State evolved to attain these twin objectives? And what implications do the State's approach towards internal security have for civil liberties and the quality of democracy? A major reinterpretation of order and internal security in India, this book sheds light on an underanalyzed issue of global import given the changing nature of threats that states face.

One of the most remarkable stories of immigration in the last half century is that of Indians to the United States. People of Indian origin make up a little over one percent of the American population now, up from barely half a percent at the turn of the millennium. Complete with a new epilogue, the paperback edition of The Other One Percent is a careful, data-driven, and comprehensive account of the three core processes-selection, assimilation, and entrepreneurship-that have led to this rapid rise. This unique phenomenon is driven by-and, in turn, has influenced-wide-ranging changes, especially the ongoing revolution in information technology and its impact on economic globalization, immigration policies in the U.S., higher education policies in India, and foreign policies of both nations. If the overall picture is one of economic success, the details reveal the critical issues faced by Indian immigrants.

People of Indian origin make up a little over one percent of the American population now, up from barely half a percent at the turn of the millennium. Not only has its recent growth been extraordinary, but this population from a developing nation with low human capital is now the most-educated and highest-income group in the worlds most advanced nation. What happens to a country when its skilled workers emigrate? The first book to examine the complex economic, social, and political effects of emigration on India, Diaspora, Development, and Democracy provides a conceptual framework for understanding the repercussions of international migration on migrants' home countries. Devesh Kapur finds that migration has influenced India far beyond a simplistic "brain drain"--migration's impact greatly depends on who leaves and why. The book offers new methods and empirical evidence for measuring these traits and shows how data about these characteristics link to specific outcomes. For instance, the positive selection of Indian migrants through education has strengthened India's democracy by creating a political space for previously excluded social groups. Because older Indian elites have an exit option, they are less likely to resist the loss of political power at home. Education and training abroad has played an important role in facilitating the flow of expertise to India, integrating the country into the world economy, positively shaping how India is perceived, and changing traditional conceptions of citizenship. The book highlights a paradox--while international migration is a cause and consequence of globalization, its effects on countries of origin depend largely on factors internal to those countries. A rich portrait of the Indian migrant community, Diaspora, Development, and Democracy explores the complex political and economic consequences of migration for the countries migrants leave behind.

The rise of the regulatory state has been a major feature of modern constitutional democracies. India, the world’s largest democracy, is no exception to this trend. This book is the first major study of regulation in India. It considers how the development of regulation in India has altered the nature and functions of the state; how it is reshaping the relationship between business and the state; how it has called for the refashioning of established legal principles; and how it has raised new questions about the relationship between technical expertise and the rule of law. The chapters cover topics ranging from the foundations of the Indian regulatory state to the form of regulation across different sectors to regulation in practice. Together, the chapters reveal the challenges, promise, and limitations offered by contemporary regulatory practices, and they capture the close if sometimes fraught relationship that regulation must inevitably share with the political economy and constitutional schema within which it operates.
