ARTE Y DEMOCRACIA nace como resultado de la decisión de los artistas, que en enero de 2022 formaban parte del Consejo de Administración de VEGAP, de convocar un encuentro público para tratar el papel que hoy en día juega el hecho artístico en las sociedades abiertas. La base de este encuentro era tratar dos ideas fundamentales: por una parte, la defensa de la actividad artística en las sociedades democráticas; y, por otra, la defensa de los derechos de autor de los creadores visuales ante las rá- pidas y agresivas transformaciones socio-económicas de la actual sociedad digitalizada y globalizada.El Derecho de autor, producto de la Revolución francesa y de la Ilustración, está inserto en el corazón mismo de la DEMOCRACIA moderna y bajo las amenazas de las transformaciones de la actual sociedad tecnológica. La responsabilidad pública sobre el Patrimonio afecta también al reconocimiento de los artistas como generadores de PATRIMONIO CONTEMPORÁNEO. Una sociedad democrática es una creación social de aportaciones libres que encuentra en los autores su expresión más activa. El ARTE es un hecho social, tiene una dimensión colectiva que materializa los emblemas de las metamorfosis y cambios de época.

La historia del siglo xx es la historia del conflicto y las alianzas entre tres figuras: el sabio, portador de la inteligencia acumulada en infinitos gestos de producción, creación y reflexión; el mercader, que convierte los productos de la inteligencia humana en mercancía, y el guerrero, expresión de la violencia que regula la relación entre inteligencia y mercancía, entre saber y técnica. El movimiento del 68 trató de liberar al sabio del control del mercader y el guerrero, opuso la autonomía y la autoorganización de la inteligencia colectiva al poder del dinero y la violencia. Después vino el contraataque capitalista de los años ochenta y noventa, la aparición del capitalismo digital, la proliferación incontrolada de identidades agresivas, la guerra global permanente decretada por la administración Bush... Sometido al mercader y al guerrero, el sabio acumula un enorme sufrimiento psicológico, expresado en las nuevas patologías de la atención que atraviesan hoy mismo nuestras sociedades. ¿Puede politizarse ese sufrimiento? ¿Puede construirse la independencia de las formas de vida fuera del circuito de la acumulación y el beneficio? ¿Pueden crearse otras instituciones de saber conectado, compartido? Para ello el sabio tendrá que tejer un vínculo inédito entre saber y no saber, entre la potencia del pensamiento y el amor por lo desconocido, lo que aún no sabemos, lo imprevisto.
