This book builds on the current debate concerning how cities and urban regions and their citizens deal with the consequences of the recent financial and socio-economic crisis.

Cities in Crisis examines the political and administrative implications of austerity measures applied in southern European cities. These include cuts in local public spending and the processes of privatization of local public assets, as well as issues related to the re-scaling, recentralization or decentralization of competencies. Attention is paid to the rise of new ‘austerity regimes’, the question of their legitimacy and their spatial manifestations, and in particular to the social consequences of austerity.

The contributions to this book lay the foundation for recommendations on how to improve and consolidate qualified governance arrangements in order to better address rapid economic and social changes. Such recommendations are applicable to cities and urban regions both within and outside of Europe. It identifies possible approaches, tools and partnerships to tackle the effects of the crisis and to prepare European cities for future challenges.

These governance experiments have resulted in the creation of soft spaces, new geographies with blurred boundaries that eschew existing political-territorial boundaries of elected tiers of government. The emergence of new, non-statutory or informal spaces can be found at multiple levels across Europe, in a variety of circumstances, and with diverse aims and rationales.

This book moves beyond theory to examine the practice of soft spaces. It employs an empirical approach to better understand the various practices and rationalities of soft spaces and how they manifest themselves in different planning contexts. By looking at the effects of new forms of spatial governance and the role of spatial planning in North-western Europe, this book analyses discursive changes in planning policies in selected metropolitan areas and cross-border regions. The result is an exploration of how these processes influence the emergence of soft spaces, governance arrangements and the role of statutory planning in different contexts.

​Neoliberal paradigms and the privatisation of housing have recently been confronted with social movements in many large European metropolises. The political and social need for more participation in housing, for new forms of urban land politics and for specific and powerful rental regulation is obvious. The special book section analyses these dimensions of housing and housing politics in a comparative European perspective and discusses new policy approaches for urban housing. Furthermore, the Jahrbuch StadtRegionoffers scientific articles and reports, as well as a monitoring section and book reviews related to interdisciplinary urban research and planning issues. 

Das Schwerpunktthema dieses Jahrbuchs behandelt die digitale Transformation, die Gesellschaften heute erleben. Diese betrifft Verwaltungsabläufe ebenso wie die Steuerung der technischen und sozialen Infrastruktur, Mobilität und Verkehr, Zahlungssysteme, Produktion, Wohnen, Bildung und, ganz allgemein, die Gestaltung des Alltags. Mit dem Themenschwerpunkt „Digitale Transformation“ werden verschiedene Dimensionen der Digitalisierung räumlicher Lebenswelten behandelt. Darüber hinaus bietet das Jahrbuch StadtRegion in den Rubriken „Analysen und Kommentare“ sowie „Rezensionen“ aktuelle Beiträge zu interdisziplinären Fragen der Stadtforschung und der Raumentwicklung. In der Rubrik „Dokumentation und Statistik“ werden ausgewählte Kennziffern aus den Themenbereichen Bevölkerungsentwicklung, Beschäftigung, soziale Lage und Baufertigstellungen in einem „Rückblick auf knapp 20 Jahre Raumentwicklung im 20. Jahrhundert“ analysiert.

Das vorliegende Jahrbuch StadtRegion 2022 thematisiert die Beziehungen zwischen Stadt und Land nicht entlang geläufiger, unhinterfragter Dichotomien. Vielmehr werden Verflechtungen, Auflösungen und Dynamisierungen derartiger dichotomer Kategorien in den Vordergrund gestellt.

Das Thema Gesundheit hat in den vergangenen Jahren immer mehr an Bedeutung gewonnen. Das vorliegende Jahrbuch behandelt den Zusammenhang zwischen Stadt- und Regionalentwicklung und Gesundheit aus verschiedenen disziplinären Perspektiven sowie anhand von Fallbeispielen aus unterschiedlichen Städten und Stadtregionen. Lebenswerte und gesundheitsfördernde Städte und Gemeinden gelten als zentrales Ziel einer nachhaltigen Stadtentwicklung und damit gleichzeitig auch als wesentliche Zukunftsaufgabe. Die aktuellen Diskussionen zu Gesundheit im städtischen Raum knüpfen an Megatrends wie den demografischen und klimatischen Wandel an, thematisieren aber auch den Zusammenhang mit Migration, sozialer Ungleichheit und sozialräumlich unterschiedlich ausgeprägten Entwicklungsprozessen insbesondere in den Stadtregionen. Als eine weitere gravierende Herausforderung zeigte sich die Corona-Krise/SARS-CoV-2-Pandemie. Hier wurde deutlich, dass es im Gesundheitswesen einer auch im Krisenfall funktionierenden regionalisierten Versorgungsstruktur bedarf, um die Daseinsvorsorge in der Fläche zu gewährleisten. Gerade aus räumlicher Sicht kommt es darauf an, vorhandene und mögliche neue Disparitäten (z. B. soziale Ungleichheiten in den Umweltbedingungen und Teilhabechancen sowie deren gesundheitliche Folgen) auch in Planung und infrastruktureller Versorgung im Blick zu haben, um ein weiteres Auseinanderdriften zu vermeiden.
