This book presents comparative analyses and accounts of the institutional changes that have occurred to the local level delivery of public utilities and personal social services in countries across Europe. Guided by a common conceptual frame and written by leading country experts, the book pursues a “developmental” approach to consider how the public/municipal sector-centred institutionalization of service delivery (climaxing in the 1970s) developed through its New Public Management-inspired and European Union market liberalization-driven restructuring of the 1980s and early 1990s. The book also discusses the most recent phase since the late 1990s, which has been marked by further marketization and privatization of service delivery on the one hand, and some return to public sector provision (“remunicipalization”) on the other. By comprising some 20 European countries, including Central East European “transformation” countries as well as the “sovereign debt”-stricken countries of Southern Europe, the chapters of this volume cover a much broader cross section of countries than other recent publications on the same subject.

This volume, co-authored by leading national experts, topically examines whether, when, how and why the delivery of social and public services, which was historically a responsibility of local authorities, has been significantly shifted to marketized and commodified forms. However, despite this considerable change, there have been recent indications of remunicipalization in some sectors. Combining both cross-country and cross-policy comparisons in a broad range of pertinent service fields, this volume fills a noticeable gap in the international literature currently available.
Mirroring the underlying interdisciplinary approach of the book, the findings will be useful and attractive to students of law and economics as well as political science and sociology. Academic researchers and politicians on all intergovernmental levels will also find this book insightful and stimulating.

The book aims at outlining key political, functional, administrative and financial features of Germany’s local government system and at placing them in a (European) comparative perspective. In pursuing an “institutionalist” approach it focuses on discussing whether, how and why the position and activities of local government in the intergovernmental (“multi-level”) setting have changed vis-à-vis multiple challenges and crises. Among the latter tasks such as coping with the energy crisis, the influx of asylum seekers and refugees, the digitization of local administration and the Covid19 pandemic loom large.
Ranking among the functionally and politically strongest among European countries Germany’s local government plays an important role in the German federal system and beyond in the European Union. Over the years it has proved a remarkable problem solving and innovative capacity. Hence, the German case may attract the attention of a European and international audience interested in local government and governance and practices.
