Starting in the late 1980s, a broad range of actors--including corporations and trade associations acting in coordination with conservative think tanks, foundations, and public relations firms--mounted a long-term effort to oppose action to mitigate the greenhouse gas emissions responsible for climate change. This is the first book to document the development and nature of these activities across Europe.Leading teams of experts examine case studies of eleven nations and the European Union. Each team documents the historic development of climate obstruction in the country, the principal organizations involved in these efforts, the strategies and tactics utilized, and the nature of the arguments made to slow or stop climate action. Noting significant differences between countries, the book concludes with ten lessons on climate obstruction across Europe that emerged from the studies. Future research is suggested to aid in better understanding the development of intentional barriers to action on climate change in Europe.

Every year, billions of dollars of environmental aid flow from the rich governments of the North to the poor governments of the South. Why do donors provide this aid? What do they seek to achieve? How effective is the aid given? And does it always go to the places of greatest environmental need? From the first Earth Summit in Stockholm in 1972 to the G8 Gleneagles meeting in 2005, the issue of the impact of aid on the global environment has been the subject of vigorous protest and debate. How much progress has there been in improving environmental protection and clean-up in the developing world? As an alternative, this book presents a framework on how to build effective and sustainable capacity systems to meaningfully tackle this long-term problem. Such a reframing of capacity building itself requires means of implementation. The authors combine their decades-long experiences in climate negotiations, developing climate solutions, climate activism and peer-reviewed research to chart a realistic roadmap for the implementation of this alternative framework for capacity building. The book describes the stories of everyday people who have decided to take to the streets to battle what they perceive as injustice: the unequal exposure of minorities and the poor to the 'bads' produced by our industrial society. In these struggles residents and local, state, and national environmental and social justice groups are on one side pitted against local and state government representatives and industry on the other. By employing historical and theoretical lenses in viewing these struggles, the book reveals how situations of environmental injustice are created and how they are resolved. These cases bear great similarity to battles occurring across the nation, and are setting precedents for national and state agencies as they handle these cases.
