Empirically, it provides a comprehensive analysis of public and elite opinion toward global governance, building on two uniquely coordinated surveys covering multiple countries and international organizations. Theoretically, it develops an individual-level approach, exploring how a person''s characteristics in respect of socioeconomic status, political values, geographical identification, and institutional trust shape legitimacy beliefs toward global governance. The book''s central findings are three-fold. First, there is a notable and general elite-citizen gap in legitimacy beliefs toward global governance. While elites on average hold moderately high levels of legitimacy toward international organizations, the general public is decidedly more skeptical. Second, individual-level differences in interests, values, identities, and trust dispositions provide significant drivers of citizen and elite legitimacy beliefs toward global governance, as well as the gap between them. Most important on the whole are differences in the extent to which citizens and elites trust domestic political institutions, which systematically shape how they assess the legitimacy of international organizations. Third, both patterns and sources of citizen and elite legitimacy beliefs vary across organizations and countries. These variations suggest that institutional and societal contexts condition attitudes toward global governance. The book''s findings shed important light on future opportunities and constraints in international cooperation, suggesting that current levels of legitimacy point neither to a general crisis of global governance nor to a general readiness for its expansion.

Legitimacy is central for the capacity of global governance institutions to address problems such as climate change, trade protectionism, and human rights abuses. However, despite legitimacy''s importance for global governance, its workings remain poorly understood. That is the core concern of this volume: to develop an agenda for systematic and comparative research on legitimacy in global governance. In complementary fashion, the chapters address different aspects of the overarching question: whether, why, how, and with what consequences global governance institutions gain, sustain, and lose legitimacy? The volume makes four specific contributions. First, it argues for a sociological approach to legitimacy, centered on perceptions of legitimate global governance among affected audiences. Second, it moves beyond the traditional focus on states as the principal audience for legitimacy in global governance and considers a full spectrum of actors from governments to citizens. Third, it advocates a comparative approach to the study of legitimacy in global governance, and suggests strategies for comparison across institutions, issue areas, countries, societal groups, and time. Fourth, the volume offers the most comprehensive treatment so far of the sociological legitimacy of global governance, covering three broad analytical themes: (1) sources of legitimacy, (2) processes of legitimation and delegitimation, and (3) consequences of legitimacy.

How does society (mis)handle pressing challenges such as armed violence, cultural difference, ecological degradation, economic restructuring, geopolitical shifts, global pandemics, migration flows, and technological change in ways that are (not) democratic, effective, fair, peaceful, and sustainable? This volume addresses these key questions with reference to the theme of ''polycentrism'', i.e. the idea that contemporary governing is dispersed, fluctuating, messy, elusive, and headless. Chapters develop this notion of polycentrism from the perspectives of a broad spectrum of academic disciplines and theoretical approaches, offering comprehensive coverage of exciting new thinking about how today''s world is (mis)ruled. The book identifies four paradigms of knowledge about polycentric governing - organizational, legal, relational, and structural - and pursues conversations across the divides that normally keep these approaches within separate research communities. These exceptional inter-paradigm exchanges focus particularly on issues of techniques (how governing is done), power (what forces drive governing), and legitimacy (whether governing is rightful). Comparisons between the multiple perspectives on polycentric governing highlight, and help to clarify, the distinctive emphases, potentials, and limitations of each approach. In addition, various combinations of the different theories generate promising novel avenues of thought about polycentrism. The book will allow readers to develop and refine their own understandings of governing today and hence to become more empowered political subjects.

Power and Authority in Internet Governance investigates the hotly contested role of the state in today's digital society. The book asks: Is the state "back" in internet regulation? If so, what forms are state involvement taking, and with what consequences for the future? The volume includes case studies from across the world and addresses a wide range of issues regarding internet infrastructure, data and content. The book pushes the debate beyond a simplistic dichotomy between liberalism and authoritarianism in order to consider also greater state involvement based on values of democracy and human rights. Seeing internet governance as a complex arena where power is contested among diverse non-state and state actors across local, national, regional and global scales, the book offers a critical and nuanced discussion of how the internet is governed – and how it should be governed.Power and Authority in Internet Governance provides an important resource for researchers across international relations, global governance, science and technology studies and law as well as policymakers and analysts concerned with regulating the global internet. The Open Access version of this book, available at http://www.taylorfrancis.com, has been made available under a Creative Commons Attribution-No Derivatives (CC-BY-ND) 4.0 license.

Hegemony and World Order explores a key question for our tumultuous times of multiple global crises. Does hegemony – that is, legitimated rule by dominant power – have a role in ordering world politics of the twenty-first century? If so, what form does that hegemony take: does it lie with a leading state or with some other force? How does contemporary world hegemony operate: what tools does it use and what outcomes does it bring? This volume addresses these questions by assembling perspectives from various regions across the world, including Canada, Central Asia, China, Europe, India, Russia and the USA. The contributions in this book span diverse theoretical perspectives from realism to postcolonialism, as well as multiple issue areas such as finance, the Internet, migration and warfare. By exploring the role of non-state actors, transnational networks, and norms, this collection covers various standpoints and moves beyond traditional concepts of state-based hierarches centred on material power. The result is a wealth of novel insights on today's changing dynamics of world politics.Hegemony and World Order is critical reading for policymakers and advanced students of International Relations, Global Governance, Development, and International Political Economy. The Open Access version of this book, available at http://www.taylorfrancis.com, has been made available under a Creative Commons Attribution-No Derivatives (CC-BY-ND) 4.0 license.

The scale, effectiveness and legitimacy of global governance lag far behind the world's needs. This path-breaking book examines how far civil society involvement provides an answer to these problems. Does civil society make global governance more democratic? Have citizen action groups raised the accountability of global bodies that deal with challenges such as climate change, financial crises, conflict, disease and inequality? What circumstances have promoted (or blocked) civil society efforts to make global governance institutions more democratically accountable? What could improve these outcomes in the future? The authors base their argument on studies of thirteen global institutions, including the UN, G8, WTO, ICANN and IMF. Specialists from around the world critically assess what has and has not worked in efforts to make global bodies answer to publics as well as states. Combining intellectual depth and political relevance, Building Global Democracy? will appeal to students, researchers, activists and policymakers.

This book argues that increasing engagement between international institutions and sectors of civil society is producing a new form of global governance. The authors investigate 'complex multilateralism' by studying the relationship between three multilateral economic institutions (the IMF, World Bank, and World Trade Organization), and three global social movements (environmental, labour and women's movements). They provide a rich comparative analysis of the institutional response to social movement pressure, tracing institutional change, policy modification and social movement tactics as they struggle to influence the rules and practices governing trade, finance and development regimes. The contest to shape global governance is increasingly being conducted upon a number of levels and amongst a diverse set of actors. Analysing a unique breadth of institutions and movements, this book charts an important part of that contest.

This book provides a nuanced exploration of contemporary digital data governance, highlighting the importance of cooperation across sectors and disciplines in order to adapt to a rapidly evolving technological landscape. Most of the theory around global digital data governance remains scattered and focused on specific actors, norms, processes, or disciplinary approaches. This book argues for a polycentric approach, allowing readers to consider the issue across multiple disciplines and scales.Polycentrism, this book argues, provides a set of lenses that tie together the variety of actors, issues, and processes intertwined in digital data governance at subnational, national, regional, and global levels. Firstly, this approach uncovers the complex array of power centers and connections in digital data governance. Secondly, polycentric perspectives bridge disciplinary divides, challenging assumptions and drawing together a growing range of insights about the complexities of digital data governance. Bringing together a wide range of case studies, this book draws out key insights and policy recommendations for how digital data governance occurs and how it might occur differently.Written by an international and interdisciplinary team, this book will be of interest to students and scholars in the field of development studies, political science, international relations, global studies, science and technology studies, sociology, and media and communication studies. The Open Access version of this book, available at http://www.taylorfrancis.com, has been made available under a Creative Commons Attribution-Non Commercial-No Derivatives (CC-BY-NC-ND) 4.0 license.

Today’s globalised world means offshore finance, airport boutiques and high-speed Internet for some people, against dollar-a-day wages, used t-shirts, and illiteracy for others. How do these highly skewed global distributions happen, and what can be done to counter them?New Rules for Global Justice engages with widespread public disquiet around global inequality. It explores (mal)distributions in relation to country, class, gender and race, with international examples drawn from Australia to Zimbabwe. The book is action-oriented and empowering, presenting concrete proposals for ‘new rules’ in regard to climate change, corruption, finance, food, investment, the Internet, migration and more.
