In the face of an increasing public interest and demand for information, archaeologists are starting to collaborate with historians, educators, interpreters, museum curators, exhibit designers, landscape architects, and other cultural resource specialists to devise the best strategies for translating an explosion of archaeological information for the public. In turn, some communities are partnering with archaeologists to become active players in the excavation, interpretation, and preservation of their heritage.The last decade has witnessed numerous applications of public interpretation and outreach models and an increased interest in establishing partnerships between professional practitioners in public interpretation and educational institutions such as museums and schools. These developments have occurred in the context of a realization that community-based partnerships are the most effective mechanism for long-term success. It is clear that there is a need for a volume that addresses these latest trends and provides case studies of successful partnerships.

Those charged with protection of resources falling within the public domain, including submerged sites, continuously strive to find the best management solutions. Given the advent of recreational diving in the last half century and advances in underwater survey and exploration technology, pressures have increased dramatically on submerged archaeological sites. Users of these p- lic resources fall into groups with various needs and agendas, including divers, fishermen, salvers, scientists, and the tourism industry (Kauru and Hoagland, 1994). To insure that all people are represented in the decision-making process, site managers have increasingly argued that public outreach and education is vitally important. “Without public appreciation of the importance of archa- logical sites and information,” states one early proponent, “there can be no effective protection of sites. ” Archaeologist Charles McGimsey (1972:6) c- tinues, “. . . the greater one’s knowledge of archaeology, regardless of formal training in the subject, the greater the responsibility to take the initiative to lead, to teach, and to persuade others to do likewise. ” Some also suggest that rather than rely solely on museum interpretive displays the public should be allowed to observe heritage resources in their original setting, which can strengthen the spirituality and meaningfulness of the experience (Carter and Horneman, 2001:67-68). Managers must be aware that from a purely archaeological perspective, public access is not a preferred option for those sites that still retain significant, undo- mented remains.

Examining the pasts, evolving meanings, and silenced histories surrounding public monuments This volume examines many different public monuments to increase understanding of the cultural factors that have shaped their creation, maintenance, and—in some cases—removal. The role of monuments in communities and society continues to be an important and controversial topic, and the case studies in this volume contribute to this conversation by assessing the ways such markers can be empowering or marginalizing from a wide range of perspectives. The monuments discussed here represent historical events from the Revolutionary War through the Korean War, including the “slave auction block” formerly located on the streets of Fredericksburg, Virginia; memorials to Confederate soldiers across the South and in northern POW cemeteries; and the Pullman National Monument in Chicago for workers who participated in the 1894 Pullman strike. This volume also highlights the dearth of statues memorializing the achievements of women and minorities, especially women of color, and contributors discuss whether recent movements advocating for more inclusive histories will lead to an increase in monuments honoring people whose narratives have been suppressed. Looking at the powerful role of monuments in conveying the memory of history to future generations, the contributors to Monuments and Memory show why it is important to address the messages of these sites and ask whose histories they may be silencing.
