Governing Europe's Marine Environment is a coherent up-to-date multidisciplinary analysis of current approaches and challenges to the sustainable governance of Europe's marine environment. Structured in three parts, Part 1 outlines general theoretical ideas about governance, governing, and governability and serves as a starting point for analysing the development of marine governance in Europe from the perspective of different disciplines. Part 2 includes studies of EU marine governance. Part 3 focuses on Europe's regional seas, namely the Baltic Sea, the North Sea, the Black Sea, and the Mediterranean Sea. Die Diffusion politischer und institutioneller Innovationen ist leider ein in der Politikwissenschaft weitgehend vernachlässigtes Thema. Zwar wird die Be deutung externer Anstöße für die Entwicklung neuer Politikansätze bisweilen am Rande erwähnt, über diese eher randständige Stellung kommt das hier im Zentrum stehende Thema aber selten hinaus. Den deutlichen Defiziten bei der systematischen Analyse der verschiedenen Varianten der Politikdiffusion steht eine Entwicklung in der politischen Praxis gegenüber, die die Bedeu tung des Transfers von Politiken und institutionellen Arrangements immer wieder betont. Im Zuge der zunehmenden politischen und ökonomischen Globalisierung scheint das Thema sogar immer wichtiger zu werden. Dieses Buch hat eine lange Geschichte. Vielleicht hätte ich dieses Unter nehmen gar nicht erst in Angriff genommen, wäre mir damals klar gewesen, welche Anstrengungen erforderlich sein würden, um ein solches Vorhaben überhaupt realisieren zu können. Ausgangspunkt war ein Projekt zu den Ver fahren zur Festsetzung von Umweltstandards in der Schweiz, den Niederlan den und den USA, das ich von 1990 bis 1992, zusammen mit Wolfgang Jae dicke, am Institut für Stadtforschung und Strukturpolitik in Berlin be.arbeite te. Dabei stellte sich heraus, daß die Standardsetzung, gerade in den beiden kleinen Ländern, sehr stark von der Entwicklung in anderen Nationalstaaten und von den Empfehlungen internationaler Organisationen geprägt wurde.
