This volume explores the case for and the prospects of the development of world-regional social policies as integral elements of a pluralistic, equitable and effective system of global governance.
Focusing on transnational regionalism, this book examines the trajectory and crossing over of the three strands of scholarly analysis within the past decade which have given rise to this volume: the perceived negative impact of neo-liberal globalisation upon national social policy; the need for but the difficulty of securing reforms in the institutions of global social governance; and the increasing salience of the world-regional level of governance in handling cross-border issues.
The authors develop an intellectual and research agenda that will also inform the political development of an international programme concerned with the social policy dimensions of regional governance. Multilateralism, governance and security are three concepts that have attracted a great deal of attention in the past decade and attempts to redefine them have produced lively conceptual debates. More recently, different strands of the literature have found common ground in the investigation of the EU’s role in what has been labelled ‘multilateral security governance’. Despite being frequently used, the term is yet to be fully clarified, and empirically explored. To contribute further our understanding of it, this book presents a conceptual and empirical exploration of ‘multilateral security governance’ and the EU’s role in it. This new collection clearly shows how, since the end of the Cold War, the European Union has gradually expanded its external relations and foreign policies and become a global actor in world politics. During the last decade interregionalism has become a key component of the EU’s external relations and foreign policies. In fact, the EU has quickly become the hub of a large number of interregional arrangements with a number of regions around the world. Promoting regional and interregional relations not only justifies and enhances the EU’s own existence and efficiency as a global ‘player’, the strategy also promotes the legitimacy and status of other regions, giving rise to a deepening of cross-cutting interregional relations in trade and economic relations, political dialogue, development cooperation, cultural relations and security cooperation.
