Utvärdering är idag en institutionaliserad och professionaliserad aktivitet som genom att bidra med kunskap om offentliga verksamheters måluppfyllelse, kvalitet, nytta och kostnad utgör en grundpelare i en fungerande demokrati. Samtidigt finns en växande kritik som bygger på att utvärdering, med ett alltför ensidigt fokus på mätbarhet, har blivit både tidskrävande och kommit att producera massiva kunskapsflöden med oklar användning.Utöver denna kritik har samhälleliga förändringar, som digitalisering, och komplexa samhällsproblem, som klimatförändringar, fattigdom och gränsöverskridande kriminalitet, tvingat både beslutsfattare och utvärderare att agera i okänd terräng. Bokens övergripande syfte är att lyfta fram och diskutera vilka konsekvenser dessa utmaningar kan tänkas få för utvärderingars praktik och funktion i politik och förvaltning.I Utvärdering i en osäker tid bidrar en grupp erfarna utvärderare och utvärderingsforskare med var sitt kapitel till ett kvalificerat samtal om utvärdering, främst inom offentlig sektor men även i privata och ideella sammanhang. Boken vänder sig till studenter och yrkesverksamma som i sitt framtida eller nuvarande arbete behöver förhålla sig till planering, genomförande och/eller användning av utvärdering.

In recent decades, we have witnessed an increasing use of projects and similar temporary modes of organising in the public sector of nations in Europe and around the world. While for some this is a welcome development which unlocks entrepreneurial zeal and renders public services more flexible and accountable, others argue that this seeks to depoliticise policy initiatives, rendering them increasingly technocratic, and that the project organisations formed in this process offer fragmented and unsustainable short-term solutions to long-term problems.This volume sets out to address public sector projectification by drawing together research from a range of academic fields to develop a critical and theoretically-informed understanding of the causes, nature, and consequences of the projectification of the public sector. This book includes 13 chapters and is organised into three parts. The first part centres on the politics of projectification, specifically the role of projects in de-politicisation, often accomplished by rendering the political “technical”. The chapters in the second part all relate to the reframing of the relationship between the centre and periphery, or between policy making and implementation, and the role of temporality in reshaping this relation. The third and final part brings a focus upon the tools, techniques, and agents through which public sector projectification is assembled, constructed, and performed.

The book consolidates this research field by illustrating theoretical perspectives on, and empirical implications of, projectification.It also highlights the need for more research, and provides encouragements for other disciplines to scrutinize this phenomenon from other perspectives.

Resultatet av politiska beslut påverkas i stor utsträckning av vad som sker i den offentliga förvaltningen. Att studera hur förvaltningen styrs och hur den fungerar är därför helt centralt inom samhällsvetenskaperna. För att analysera den offentliga förvaltningens komplexitet och mångfald behövs ett brett spektrum av teorier, men beroende på vilken teori som används kommer både frågeställningar och svar att variera. Syftet med denna bok är att förmedla kunskap om och inspirera till reflektion över teorier och hur de kan användas i vetenskapliga undersökningar. I boken presenteras olika teoretiska ingångar till studiet av den offentliga förvaltningen. Uppsatsförfattare får exempel på hur en vetenskaplig studie kan läggas upp, olika teoriers styrkor och svagheter samt förslag på hur fallgropar kan undvikas.Perspektiv på offentlig förvaltning riktar sig till studenter och lärare inom offentlig förvaltning.
