Shale energy development is an issue of global importance. The number of reserves globally, and their potential economic return, have increased dramatically in the past decade. Questions abound, however, about the appropriate governance systems to manage the risks of unconventional oil and gas development and the ability for citizens to engage and participate in decisions regarding these systems. Stakeholder participation is essential for the social and political legitimacy of energy extraction and production, what the industry calls a ''social license'' to operate.

This book attempts to bring together critical themes inherent in the energy governance literature and illustrate them through cases in multiple countries, including the US, the UK, Canada, South Africa, Germany and Poland. These themes include how multiple actors and institutions – industry, governments and regulatory bodies at all scales, communities, opposition movements, and individual landowners – have roles in developing, contesting, monitoring, and enforcing practices and regulations within unconventional oil and gas development. Overall, the book proposes a systemic, participatory, community-led approach required to achieve a form of legitimacy that allows communities to derive social priorities by a process of community visioning.

As the issue rises to the forefront of current energy and environmental policy debates, a critical policy analysis of radioactive waste management in the UK provides important insights for the future.

Nuclear Waste Politics sets out a detailed historical and social scientific analysis of radioactive waste management and disposal in the UK from the 1950s up to the present day; drawing international comparisons with Sweden, Finland, Canada and the US. A theoretical framework is presented for analysing nuclear politics: blending literatures on technology policy, environmental ethics and the geography and politics of scale. The book proffers a new theory of "ethical incrementalism" and practical policy suggestions to facilitate a fair and efficient siting process for radioactive waste management facilities. The book argues that a move away from centralised, high capital investment national siting towards a regional approach using deep borehole disposal, could resolve many of the problems that the high stakes, inflexible "megaproject" approach has caused across the world.

Whether it is nuclear power, geo-engineering or genetically modified foods, the development of new technologies can be fraught with complex ethical challenges and political controversy which defy simple resolution. In the past two decades there has been a shift towards processes of Participatory Technology Assessment designed to build channels of two-way communication between technical specialists and non-expert citizens, and to incorporate multiple stakeholder perspectives in the governance of contentious technology programmes. This participatory turn has spurred a need for new tools and techniques to encourage group deliberation and capture public values, moral and choices. This book specifically examines the ethical dimensions of controversial technologies, and discusses how these can be evaluated in a philosophically robust manner when the ones doing the deliberating are not ethicists, legal or technical experts.
