Publics and Counterpublics revolves around a central question: What is a public? The idea of a public is a cultural form, a kind of practical fiction, present in the modern world in a way that is very different from other or earlier societies. Like the idea of rights, or nations, or markets, it can now seem universal. But it has not always been so. Publics exist only by virtue of their imagining. They are a kind of fiction that has taken on life, and very potent life at that.Publics have some regular properties as a form, with powerful implications for the way our social world takes shape; but much of modern life involves struggles over the nature of publics and their interrelation. There are ambiguities, even contradictions in the idea of a public. As it is extended to new contexts and media, new polities and rhetorics, its meaning can be seen to change, in ways that we have scarcely begun to appreciate.By combining historical analysis, theoretical reflection, and extended case studies, Publics and Counterpublics shows how the idea of a public works as a formal device in modern culture and traces its implications for contemporary life. Michael Warner offers a revisionist account at the junction of two intellectual traditions with which he has been associated: public-sphere theory and queer theory. To public-sphere theory, this book brings a new emphasis on cultural forms, and a new focus on the dynamics of counterpublics. To queer theory, it brings a new way of seeing how queer culture (among other examples) is shaped by the counterpublic environment.

Originally published in 1989, The Origins of Literary Studies in America brings together for the first time hard-to-find speeches, reports, and other writings by the founders of literary studies in the United States: Bliss Perry, Woodrow Wilson, Irving Babbitt, M. Carey Thomas, and many other scholars between 1874 and 1937.

The selections—on teaching, the MLA, and the goals of the discipline—are readable, accessible, often charming and amusing; what is most striking about them, however, is their resemblance to the debates over the crisis of American higher education. Gerald Graff and Michael Warner argue against the “myth of consensus”—a naive belief that the academic humanities until quite recently enjoyed a coherent agreement on their goals—popularized by such critical voices as Secretary of Education William Bennett, E.D. Hirsch, and Allan Bloom.

This remarkable anthology is a valuable corrective to twentieth century popular views of educational history and a work that broadens our understanding of professionalism within the academy.

The English Literatures of America redefines colonial American literatures, sweeping from Newfoundland and Nova Scotia to the West Indies and Guiana. The book begins with the first colonization of the Americas and stretches beyond the Revolution to the early national period. Many texts are collected here for the first time; others are recognized masterpieces of the canon--both British and American--that can now be read in their Atlantic context. By emphasizing the culture of empire and by representing a transatlantic dialogue, The English Literatures ofAmerica allows a new way to understand colonial literature both in the United States and abroad.

Local Content in Procurement is the first book of its kind. Recognizing the substantial economic and social value brought to host countries and local communities through the procurement practices of large private and public companies, this book by Dr Michael Warner – Director of the consultancy firm Local Content Solutions and former architect of the Local Content standards for BG Group – provides a first-hand account of the Local Content regulations, strategies and procurement processes needed to realise these social benefits.

Acknowledging that the employment and industrial benefits of large-scale procurement have been sorely overlooked, this book is both a how-to manual and a thoughtful insight into the challenge of creating sustainable jobs and competitive national industries through expenditure on bought-in goods and services.

With literally trillions of dollars of goods and services being procured over the next ten years in exploring and developing for oil, gas and mineral resources across the globe, the book focuses on these sectors, yet also has wide application to the utilities, construction, infrastructure, manufacturing and defence sectors.

Local Content in Procurement has been written for those working for the procurement, strategy and social responsibility departments of major private and public companies and international suppliers, for industrial and economic policy-makers and regulators of local content, and for all those involved in the management of procurement expenditure to develop national and local industries.

When Walt Whitman self-published Leaves of Grass in 1855 it was a slim volume of twelve poems and he was a journalist and poet from Long Island, little-known but full of ambition and poetic fire. To give a new voice to the new nation shaken by civil war, he spent his entire life revising and adding to the work, but his initial act of bravado in answering Ralph Waldo Emerson''s call for a national poet has made Whitman the quintessential American writer. This rich cross-section of his work includes poems from throughout Whitman''s lifetime as published on his deathbed edition of 1891, short stories, his prefaces to the many editions of Leaves of Grass, and a variety of prose selections, including Democratic Vistas, Specimen Days, and Slang in America. For more than seventy years, Penguin has been the leading publisher of classic literature in the English-speaking world. This sweeping history of the development of professional, institutionalized intelligence examines the implications of the fall of the state monopoly on espionage today and beyond.

During the Cold War, only the alliances clustered around the two superpowers maintained viable intelligence endeavors, whereas a century ago, many states could aspire to be competitive at these dark arts. Today, larger states have lost their monopoly on intelligence skills and capabilities as technological and sociopolitical changes have made it possible for private organizations and even individuals to unearth secrets and influence global events.

Historian Michael Warner addresses the birth of professional intelligence in Europe at the beginning of the twentieth century and the subsequent rise of US intelligence during the Cold War. He brings this history up to the present day as intelligence agencies used the struggle against terrorism and the digital revolution to improve capabilities in the 2000s. Throughout, the book examines how states and other entities use intelligence to create, exploit, and protect secret advantages against others, and emphasizes how technological advancement and ideological competition drive intelligence, improving its techniques and creating a need for intelligence and counterintelligence activities to serve and protect policymakers and commanders.

The world changes intelligence and intelligence changes the world. This sweeping history of espionage and intelligence will be a welcomed by practitioners, students, and scholars of security studies, international affairs, and intelligence, as well as general audiences interested in the evolution of espionage and technology.
