Ce livre pose une question brûlante : la construction européenne constitue-t-elle encore un but qui puisse être partagé par les États et légitimé par leurs citoyens ? Dans cet essai d’économie politique, Michel Aglietta et Thomas Brand ne se contentent pas d’analyser les ressorts monétaires de la crise actuelle. S’ils montrent que l’euro est une monnaie étrangère et incomplète, ils vont bien au-delà en mettant au jour les facteurs de divergence qui ont entraîné les déséquilibres commerciaux et industriels de la zone euro. Dénonçant au passage nombre d’idées reçues – sur le rôle des dettes publiques dans la crise ou sur la compétitivité –, ils dressent un réquisitoire sévère des politiques menées depuis 2010, qui ont trop souvent pris les symptômes pour les causes. La crise a mis un terme à un régime de crédit à tout-va, fondé sur le laisser-faire des autorités de régulation de la finance, sur l’irresponsabilité des intermédiaires de marché et sur la passivité des investisseurs institutionnels.
