Varifrån kom det jämrande ljudet?

Jens kliade sig i huvudet. Han förstod ingenting. Pia, hans tvillingsyster, svepte med blicken över de dammiga golvplankorna. Tornrummet var dunkelt och skuggigt. Det enda ljuset, blekt och svagt, kom från den halvöppna trädörren varifrån de först hört den otäckt klagande rösten.

“Där!” skrek hon plötsligt till och pekade några meter bort på golvet. Jens drog häftigt efter andan. Håret reste sig på hans armar och en kall kåre for ilande längs hans rygg. Tornets unkna luft kändes med ens iskall att andas in. Det fanns en stängd och låst lucka i golvet.

Jens och Pias äventyr börjar i Kärnan, Helsingborgs medeltida torn –det enda som återstår av stadens en gång stolta slott. Vägledda av levande döda reser de tillbaka till medeltiden för att ställa en stor oförrätt till rätta. Mer än en gång sätter de sina liv på spel i en tid lika mörk som grym.

Tillbaka i nutiden tvingas tvillingarna lösa gåtor och följa ledtrådar, gömda i hundratals år, för att återupprätta en död mans ära.

Topics covered include the language of property law and the dangers of reform, the role of the Law Commission and the workings of Parliamentary procedures, registration of title to land, landlord and tenant, land pollution, mortgages, sale of goods, the Hague Convention on trusts, together with general comparative papers and papers dealing with specific issues of property law reform affecting Hong Kong, Ireland, Scotland and South Africa. The volume arises out of the successful conference ''The Reform of Property Law'' hosted by the Centre for Property Law at The University of Reading in 1996.

The subject of local government and post-conflict reconstruction sits at the intersection of several interrelated research areas, notably conflict/peacebuilding, governance, and political economy. This volume addresses a gap in the academic literature: whilst decentralisation is frequently included in peace agreements, the actual scope and role of local government is far less frequently discussed. This gap remains despite a considerable literature on local government in developing countries more generally, particularly with regard to decentralisation; but also, despite a considerable and growing literature on post-conflict reconstruction.

This volume provides a mixture of case study, cross-case studies, practitioner reflection, and conceptual material on the function of local government in the context of decentralisation in post-conflict countries, from both academics and policy-makers. This collection of in-depth single- and multi-country case study analysis is complemented by practitioner reflections and framed within the 2030 Agenda building on the New Urban Agenda, and particularly the Sustainable Development Goal 16 to ‘promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels.’
