Drawing its origins from the Human Relations movement of the early 20th century and from public leadership orientations emphasising human aspects, human-centred public leadership approaches leadership from a system´s perspective. Julkinen sektori ja julkinen talous ovat olleet viime vuosien kestopuheenaiheita. Mitä julkisessa politiikassa tapahtuu, mitä julkinen hallinto saa aikaan, ja miten järkevästi se käyttää taloudellisia resurssejaan? Kenelle julkinen hallinto on tilintekovastuussa? Hallintoa uudistetaan jatkuvasti yhteiskunnan muuttuessa, ja siihen käytetään valtavasti voimavaroja.
