Social media platforms do not just circulate political ideas, they support manipulative disinformation campaigns. While some of these disinformation campaigns are carried out directly by individuals, most are waged by software, commonly known as bots, programmed to perform simple, repetitive, robotic tasks. Some social media bots collect and distribute legitimate information, while others communicate with and harass people, manipulate trending algorithms, and inundate systems with spam. Campaigns made up of bots, fake accounts, and trolls can be coordinated by one person, or a small group of people, to give the illusion of large-scale consensus. Some political regimes use political bots to silence opponents and to push official state messaging, to sway the vote during elections, and to defame critics, human rights defenders, civil society groups, and journalists. This book argues that such automation and platform manipulation, amounts to a new political communications mechanism that Samuel Woolley and Philip N. Noward call "computational propaganda." This differs from older styles of propaganda in that it uses algorithms, automation, and human curation to purposefully distribute misleading information over social media networks while it actively learns from and mimicks real people so as to manipulate public opinion across a diverse range of platforms and device networks. This book includes cases of computational propaganda from nine countries (both democratic and authoritarian) and four continents (North and South America, Europe, and Asia), covering propaganda efforts over a wide array of social media platforms and usage in different types of political processes (elections, referenda, and during political crises).

Around the developing world, political leaders face a dilemma: the very information and communication technologies that boost economic fortunes also undermine power structures. Globally, one in ten internet users is a Muslim living in a populous Muslim community. In these countries, young people are developing their political identities--including a transnational Muslim identity--online. In countries where political parties are illegal, the internet is the only infrastructure for democratic discourse. In others, digital technologies such as mobile phones and the internet have given key actors an information infrastructure that is independent of the state. And in countries with large Muslim communities, mobile phones and the internet are helping civil society build systems of political communication independent of the state and beyond easy manipulation by cultural or religious elites. This book looks at the role that communications technologies play in advancing democratic transitions in Muslim countries. As such, its central question is whether technology holds the potential to substantially enhance democracy. Certainly, no democratic transition has occurred solely because of the internet. But, as Philip Howard argues, no democratic transition can occur today without the internet. According to Howard, the major (and perhaps only meaningful) forum for civic debate in most Muslim countries today is online. Activists both within diasporic communities and within authoritarian states, including Iran, Saudi Arabia and Pakistan, are the drivers of this debate, which centers around issues such as the interpretation of Islamic texts, gender roles, and security issues. Drawing upon material from interviews with telecommunications policy makers and activists in Azerbaijan, Egypt, Tajikistan and Tanzania and a comparative study of 74 countries with large Muslim populations, Howard demonstrates that these forums have been the means to organize activist movements that have lead to successful democratic insurgencies.

This movement of cascading democratization, commonly known as the Arab Spring, was planned and executed not by political parties, but by students, young entrepreneurs, and the rising urban middle class. International experts and the popular press have pointed to the near-identical reliance on digital media in all three movements, arguing that these authoritarian regimes were in essence defeated by the Internet. Is that true? Should Mubarak blame Twitter for his sudden fall from power? Did digital media "cause" the Arab Spring? In Democracy's Fourth Wave?, Philip N. Howard and Muzammil M. Hussain examine the complex role of the Internet, mobile phones, and social networking applications in the Arab Spring. Examining digital media access, level of grievance, and levels of protest for popular democratization in 16 countries in the Middle East and North Africa, Howard and Hussain conclude that digital media was neither the most nor the least important cause of the Arab Spring. Instead, they illustrate a complex web of conjoined causal factors for social mobilization. The Arab revolts cascaded across countries largely because digital media allowed communities to realize shared grievances and nurtured transportable strategies for mobilizing against dictators. Digital media and online social networking applications have changed the way in which dissent is organized with social movement leaders using online applications and digital content systems to organize collective action, activate local protest groups, network with international social movements and share their political perspectives. In the past, authoritarian regimes could control broadcast media in times of political crisis by destroying newsprint supplies, seizing radio and television stations, and blocking phone calls. It is much more difficult to control media in the digital age though there have certainly been occasions when states have successfully shut down their digital networks. What causes state-powers to block internet access, disable digital networks or even shut off internet access? How is it done, what is the impact and how do dissidents attempt to fight back?
