This study is the first large-scale comparison of policy and divergence in the UK since devolution. Based on extensive original research, it argues that we see substantial divergence in policies and social citizenship among the four parts of the UK as its autonomous political systems try to solve the unpredictable and difficult puzzles of health policy-making.

Factors outside of healthcare services determine our health and this involves many different sectors. Health for All Policies changes the argument about inter-sectoral action, from one focusing on health and the health sector to one based on co-benefits - a 'Health for All Policies' approach. It uses the Sustainable Development Goals as the framework for identifying goals across sectors and summarizes evidence along two causal axes. One is the impact of improved health status on other SDGs, e.g. better educational and employment results. The other is the impact of health systems and policies on other sectors. The 'Health for All Policies' approach advocated in this book is thus a call to improve health to achieve goals beyond health and for the health sector itself to do better in understanding and directing its impact on the world beyond the healthcare it provides. Most of the expansive literature on social citizenship follows its leading thinker, T. H. Marshall, and talks only about the British state, often referring only to England. But social citizenship rights require taxation, spending, effective public services and politics committed to them. They can only be as strong as politics makes them. That means that the distinctive territorial politics of the UK are reshaping citizenship rights as they reshape policies, obligations and finance across the UK. This timely book explores how changing territorial politics are impacting on social citizenship rights across the UK. The contributors contend that whilst territorial politics have always been major influences in the meaning and scope of social citizenship rights, devolved politics are now increasingly producing different social citizenship rights in different parts of the UK. Moreover, they are doing it in ways that few scholars or policymakers expect or can trace.
