The growing literature on comparative European housing policy has played a major part in developing our understanding of the way housing in provided in different countries, and in the way the interaction between the stat, market and civil society is conceptualized. However, much of this analysis is rooted without question in the welfare states of northern Europe – there has been almost no research published in English on the provision of housing in southern Europe. Such research as exists deals with specific feature of housing policy, invariably in a single country. There is probably a better understanding of the housing systems of the former communist countries than those of southern Europe.

This book looks at the current trends in Athens, the capital city of Greece, and focuses on the processes of globalization it has been undergoing during the last two decades. In this time the city has transformed from a low-key, petty bourgeois cohesive and rather isolated city in south-eastern Europe to an internationally visible metropolis, increasingly unequal and polarized.The book mainly deals with changes in the social structure and the ways that different groups are linked to the city’s built environment. The main issues discussed in the book include the economic identity and the position of Athens in the regional and global urban networks; the reproduction of class and ethnic boundaries and the uneven distribution of different social groups in urban space; the exploration of political processes related to the class vote, including the gender and demographic profile of the city’s electorate; the making of the built environment, the main trends in real estate and the ways they affect the housing market. Athens is not abundantly discussed in the urban studies literature, even though social and spatial changes have been remarkable. As such, this book provides a concise overview of the main socioeconomic and spatial changes in Athens during the last two decades and their significance beyond the case of Athens.This book will be of interest to researchers and students of the built environment, urban studies and urban sociology.

Spatial organization (places and neighbourhoods) matters significantly in some cities in reproducing class relations and ethno-racial hierarchies, but may be much less important in others. The degree and the impact of segregation depend upon contextual diversity. By emphasizing the importance of contextual diversity in the study of urban residential segregation, the book questions currently popular urban theories such as global city, neoliberal urbanism, and gentrification. These theories tend to dissociate cities from their national and regional context and thus ignore their history, culture, politics and institutions. The aim of this book is to introduce the significantly different urban experiences in social and spatial segregation patterns and rationales which exist among the world's regions and to demonstrate that urban theory needs to draw systematically upon this wide range of experiences. The cities selected (Athens, Beijing, Budapest, Copenhagen, Hong Kong, Madrid, Paris, São Paulo, Taipei, and Tokyo) were chosen in order to achieve geographical spread, to maximise the diversity of types of socioeconomic regulation.This volume is thus able to avoid the interpretative limitations and misconstructions resulting from universalizing the Anglo-American experience.

European cities have for decades found themselves in a phase of important changes. Concomitantly multi-level and multi-actor policy processes have unfolded in the EU. Sub-national governments are facing new challenges as their manufacturing industry withers away, still more responsibility for matching the globalisation ch- lenges such as welfare, employment and general social improvements are tra- ferred from national to sub-national levels. This raises speci?c governance problems for city regions in their attempt to meet the demand from the emerging knowled- based society. Yet, no city or city region exists in a vacuum; they are all embedded in national settings with speci?c structures and traditions as well as different p- ceptions of challenges, needs and solutions. It appears that a general, neoliberal discourse has conquered the political agenda during the last one or two decades: That economic regeneration requires increasing competitiveness achieved by - forced stress on knowledge intensive industries, which itself needs more and better education. However, the implementation of such a strategy has many forms and the realities are often quite a step from the intended outcome. During the last three years, a group of about forty people has met regularly across Europe to develop the ideas as originally presented in the Memorandum of Und- standing, setting the agenda for the analysis of preconditions, strategies and o- comes among different cities in their effort to reconcile welfare and growth.
