There are important changes in regional and global demographics ahead of us. A profound rise in the number of citizens in the Indian Ocean Region in the next fifty years will have significant impacts on the state, on the nature and operation of markets and the neo-liberal framework they operate in, and raise new challenges for regional security. This book considers the insufficient dialogue between ever increasing and closer connections between geo-economics and geo-securities in the Indian Ocean Region, and highlights some of the challenges. This book takes a broader understanding of security than what is usually meant in more traditional security frameworks in politics and international relations. Economic and politics are integrally, and obviously, related. This book considers regional themes such as discourses around strategic competition; models of regional cooperative security; Indian Ocean Region domestic economies/ contexts and the military industrial complex; and regional models of identity and cultural belonging. Regions and regionalisms are increasingly being used to challenge power, and the existence of any uniform model of macro-politics and macro-economics (whether it be neo-liberalism or otherwise). Most importantly, these discussions of region enable us to celebrate the similarities that we share as neighbours (in a real geographical sense) and to comprehend and respect these differences in these rich regional communities of markets, cultures, and securities. Indian Ocean studies, which once lagged behind studies of the Atlantic and the Pacific, is an important emerging academic field which has come into its own. In the next fifty years, the Indian Ocean Region will become very significant as a result of enormous demographic changes. What was the Ocean of the South is rapidly becoming the Ocean of the Centre, the Ocean of the Future. Curtin University, Western Australia, has a long and distinguished history of engagement with the Indian Ocean region and with Indian Ocean Studies, and its Australia-Asia-Pacific Institute of Curtin University continues to maintain a focus on the Indian Ocean -past, present and future. This book examines a number of themes emerging from its 2014 Conference entitled "Indian Ocean Futures", which attracted some of the best Indian Ocean region scholars. The conference connected humanities, social sciences and scientific disciplines; this book collects some of the preeminent works focused on geo-strategic, cultural, environmental security and human security themes. The book is also an important contribution to the building of academic diplomacy in the region – that is to say, it contributes to region-building by creating epistemic communities and networks between government, the private sector, and academia throughout the region. Globalisation is about transnational politics. While nation-state governments increasingly struggle with this new politics, which moves beneath, between and beyond national borders, others entities like transnational corporations have flourished. But it is not just business which increasingly bypasses these traditional boundaries. Environmental groups are also moving though this transnational space, and their politics are defined by such qualities as fluidity, ambiguity and rapid changes in identity, mission and structure. In this book, the politics of environmental movements are presented as particularly salient examples of these new phenomena.
Drawing on fieldwork from Europe, Asia, America, Africa and the Middle East, the contributors address a range of trans-national processes: efforts to construct common agendas transnationally; the diffusion of new repertoires of environmental protest; the role of environmental groups in the construction of new modes of environmental governance; how neo-liberalism affects local environmental activism; evidence of transnational influences and pressures on environmental politics in repressive regimes; and the dilemmas of defining questions of environmental justice and post-colonial environmental politics without suppressing the differences between environmentalism in different countries.
