This edition of the World Economic and Social Survey contributes to the debate on the implementation challenges of the 2030 Agenda for Sustainable Development. In addressing the specific challenge of building resilience to climate change, the Survey focuses attention on the population groups and communities that are disproportionately affected by climate hazards. It argues that, in the absence of transformative policies which coherently address the economic, social and environmental dimensions of development, building climate resilience will remain elusive and poverty and inequalities will worsen. This publication sets out to examine the major challenges for indigenous peoples to obtain adequate access to and utilization of quality health care services. It provides an important background to many of the health issues that indigenous peoples are currently facing. Improving indigenous peoples’ health remains a critical challenge for indigenous peoples, States and the United Nations. Indigenous peoples’ health status is severely affected by their living conditions, income levels, employment rates, access to safe water, sanitation, health services and food availability. They also face destruction to their lands, territories and resources, which are essential to their very survival. Other threats include climate change and environmental contamination. Geographical isolation and poverty results in not having the means to pay high cost for transport or treatment resulting in major structural barriers in accessing health care, further compounded by discrimination, racism and a lack of cultural understanding and sensitivity. Many health systems do not reflect the social and cultural practices and beliefs of indigenous peoples. At the same time, it is often difficult to obtain a global assessment of indigenous peoples’ health status because of the lack of data. More work is required in building existing data collection systems to include data on indigenous peoples and their communities.

This publication offers a wide-ranging perspective on indigenous peoples' rights to lands, territories and resources, examining legislation and agreements at the national and international level, identifying successful practices and continued obstacles, and suggesting ways forward. Adopted in 2007, the Declaration on the Rights of Indigenous Peoples positions the right to self-determination and collective rights to lands, territories and resources at its core. Previously two of the most politically charged issues under negotiation, the right to self-determination and the right to natural resources on indigenous lands and territories remain politicized more than 10 years later. Specifically addressed in Articles 25 through 32, indigenous peoples' relationship to their land, territory and resources is at the heart of their identity, well-being and culture, while preservation of the environment, transmitted through generations of traditional knowledge, is at the centre of their existence. The importance of indigenous knowledge and territorial rights is becoming more widely acknowledged. Moreover, the 2030 Agenda's integrated approach to economic, environmental and social development within a human rights framework gives space to demonstrate how indigenous stewardship of lands, territories and resources can achieve accelerated action towards implementation of several Sustainable Development Goals

The World Social Report 2021 points to new directions in which rural development strategies need to be reconsidered. It offers certain strategic principles, programmes of action, and a set of concrete policies that can be combined to devise effective strategies that can help to realize the potential of rural development and achieve the SDGs. WSR 2021 will reexamine the narrow view of rural development and expand the discussion to include the role of development in achieving the wider set of SDGs. In doing the latter, it intends to pay particular attention to the interaction of rural development with SDG 6 (clean water and sanitation), SDG 8 (economic growth and decent work), SDG 9 (infrastructure), SDG 11 (sustainable communities), SDG 13 (climate change), SDG 14 (life below water) and SDG 15 (life on land). The "Global Forest Goals Report 2021" is the first flagship publication produced by the UN Forum on Forests Secretariat of the UN Department of Economic and Social Affairs. The Programme of Action of the International conference on Population and Development (ICPD), adopted by 179 Governments in Cairo and reaffirmed by the 2030 Agenda for Sustainable Development, emphasizes equality in access to 'reproductive health care, including family planning and sexual health that would allow all couples and individuals to have the basic right to decide freely and responsibly the number and spacing of their children' (United Nations, 1994). This inherently implies that it is 'the right of men and women to be informed and to have access to safe, effective, affordable and acceptable methods of family planning of their choice'. It was reaffirmed by the 2030 Agenda for Sustainable Development in target 3.7, 'by 2030, ensure universal access to sexual and reproductive health-care services, including for family planning, information and education, and the integration of reproductive health into national strategies and programmes.' Progress towards achieving this target is monitored by indicator 3.7.1, 'the proportion of women of reproductive age (15-49 years) who have their need for family planning satisfied with modern methods of contraception'. The Population Division of the United Nations Department of Economic and Social Affairs is the custodian agency for the global monitoring of this indicator. The Energy Statistics Yearbook 2023 is the sixty-seventh issue in a series of annual compilations of internationally comparable statistics summarizing world energy trends. Annual data for 227 countries and areas for the period 2019 to 2023 are presented on production, trade and consumption of energy: solids, liquids, gaseous fuels, electricity and heat, covering both renewable and non-renewable sources of energy. The United Nations Model Double Taxation Convention between Developed and Developing Countries 2021 is a publication geared towards the international community especially developing countries and countries with economies in transition. Double tax treaties aim to prevent unrelieved double taxation, in order to foster cross-border economic activity and the transfer of technology. The UN Model Tax Convention consists of articles on the treaty's scope and on definitions to be used in the treaty. For different kinds of income and capital, it allocates taxing rights before establishing how double taxation will be eliminated where the taxing rights are shared. It also includes articles that prevent certain forms of tax discrimination; provide for the exchange of tax information and assistance in tax collection between the treaty partners; allow the treaty partners to consult together, through the Mutual Agreement Procedure, to resolve disputes or address doubts concerning the treaty; and address certain types of treaty abuse. The most important changes included in the 2021 version of the UN Model address concerns expressed by developing countries regarding tax treaty obstacles to the taxation of foreign enterprises on income from automated digital services and on gains on so-called 'offshore indirect transfers'. The 2021 UN Model also features new guidance on the application and interpretation of the definition of a permanent establishment, the concept of a beneficial owner, and the application of the Model's provisions to collective investment vehicles, pensions funds, and real estate investment trusts. This fifth edition of the UN Model Tax Convention culminates four years of work by the UN Tax Committee and its Subcommittees, supported by the Secretariat in the UN Department of Economic and Social Affairs.
