This volume suggests a model of collective memory that distinguishes between two conceptual logics of memory fragmentation: vertical fragmentation and horizontal fragmentation. It offers a series of case studies of conflict and post-conflict collective memory, shedding light on the ways various actors participate in the production, dissemination, and contestation of memory discourses.

With attention to the characteristics of both vertical and horizontal memory fragmentation, the book addresses the plurality of diverging, and often conflicting, memory discourses that are produced within the public sphere of a given community. It analyzes the juxtaposition, tensions, and interactions between narratives produced beyond or below the central state, often transcending national boundaries.

The book is structured according to the type of actors involved in a memory fragmentation process. It explores how states have been trying to produce and impose memory discourses on civil societies, sometimes even against the experiences of their own citizens, and how such efforts as well as backlash from actors below and beyond the state have led to horizontal and vertical memory fragmentation. La politique étrangère se présente aujourd’hui en pleine mutation. Habituée à un milieu strictement interétatique, elle est vouée à se développer et à s’adapter dans un environnement diversifié, au sein duquel interagissent de nouveaux acteurs. Ces transformations multiples affectent non seulement le nombre et la qualité des acteurs qui participent à son élaboration et à son application, mais aussi ses objets, ses préoccupations premières, ses références idéologiques et sa formulation. Habituellement marquée par la gestion des conflits, l’affirmation des oppositions, ou encore la recherche de l’avantage exclusif au détriment de l’autre, la politique étrangère mise en œuvre au vingt et unième siècle est en principe appelée à favoriser la coopération pour préserver la planète, la défense solidaire d’un patrimoine commun, la promotion collective du développement durable, le respect et l’application de règles universelles.

Le dessein principal du présent ouvrage est de contribuer à l’analyse renouvelée des processus liés à la conception et à la mise en œuvre de la politique étrangère. Les auteurs entendent mettre à la fois en relief les éléments de permanence qui ont façonné les développements de la politique étrangère et les facteurs de changement qui la touchent aujourd’hui. Sont ainsi passé en revue la manière d’analyser la politique étrangère, ses déterminants et instruments ainsi que la conduite de la politique étrangère élaborée par des Etats spécifiques.

This book offers a unique approach to reconciliation as a matter for negotiation, bringing together two bodies of theory in order to offer insights into resolving conflicts and achieving lasting peace. It argues that reconciliation should not be simply accepted as an ‘agreed-upon norm’ within peacemaking processes, but should receive serious attention from belligerents and peace-brokers seeking to end violent conflicts through negotiation.
