This book deals with the Second World War in Southeastern Europe from the perspective of conditions on the ground during the conflict. The focus is on the reshaping of ethnic and religious groups in wartime, on the "top-down" and "bottom-up" dynamics of mass violence, and on the local dimensions of the Holocaust. The approach breaks with the national narratives and "top-down" political and military histories that continue to be the predominant paradigms for the Second World War in this part of Europe.

Since the violent events of the Bosnian war and the revelations of ethnic cleansing that shocked the world in the early 1990s, Bosnia has become a metaphor for the new ethnic nationalisms, for the transformation of warfare in the post-Cold War era, and for new forms of peacekeeping and state-building. This book is unique in offering a re-examination of the Bosnian case with a 'bottom-up' perspective. It gathers together cultural anthropologists and other social scientists to consider the specificities of the Bosnian case. However, the book also raises broader questions: what are the consequences of internecine violence and how should societies attempt to overcome them? Are the uncertainties and the transformations of Bosnian post-war society due entirely to the war, or are they related to wider processes encompassing post-communist Europe as a whole? And are the difficulties experienced by international state-building operations mainly due to distinctive features of the local societies or are they due to the policies promoted by the international community itself?

In July 1995, the Bosnian Serb Army commanded by General Ratko Mladic attacked the enclave of Srebrenica, a UN “safe area” since 1993, and massacred about 8,000 Bosniac men. While the responsibility for the massacre itself lays clearly with the Serb political and military leadership, the question of the responsibility of various international organizations and national authorities for the fall of the enclave is still passionately discussed, and has given rise to various rumors and conspiracy theories. Follow-up investigations by the International Criminal Tribunal for the former Yugoslavia and by several commissions have dissipated most of these rumors and contributed to a better knowledge of the Srebrenica events and the part played by the main local and international actors. This volume represents the first systematic, comparative analysis of those investigations. It brings together analyses from both the external standpoint of academics and the inside perspective of various professionals who participated directly in the inquiries, including police officers, members of parliament, high-ranking civil servants, and other experts. Evaluating how institutions establish facts and ascribe responsibilities, this volume presents a historiographical and epistemological reflection on the very possibility of writing a history of the present time.

The majority of these soldiers were Muslims from North Africa, Sub-Saharan Africa, Central Asia, or the Indian Subcontinent.How are these combatants considered in existing historiography? Over the past few decades, research on war has experienced a wide-reaching renewal, with increased emphasis on the social and cultural dimensions of war, and a desire to reconstruct the experience and viewpoint of the combatants themselves. Food, most noticeably, became a scarcity in everyday life; and that food grew into a major stake for all political groups at this time. There are roughly eight million Muslims in south-east Europe, among them Albanians, Bosniaks, Turks and Roma -- descendants of converts or settlers in the Ottoman period. This new history of the social, political and religious transformations that this population experienced in the nineteenth and twentieth centuries -- a period marked by the collapse of the Ottoman, Austro-Hungarian and Russian Empires and by the creation of the modern Balkan states -- will shed new light on the European Muslim experience. Southeast Europe's Muslims have experienced a slow and complex crystallisation of their respective national identities, which accelerated after 1945 as a result of the authoritarian modernisation of communist regimes and, in the late twentieth century, ended in nationalist mobilisations that precipitated the independence of Bosnia-Herzegovina and Kosovo during the break-up of Milosevic's Yugoslavia. At a religious level, these populations have re--mained connected to the institutions established by the Ottoman Empire, as well as to various educational, intellectual and Sufi (mystic) networks. With the fall of communism, new transnational networks appeared, especially neo-Salafist and neo- Sufi ones, although Europe's Balkan Muslims have not escaped the wider processes of secularisation.
