"If a historian were allowed but one book on the American involvement in Vietnam, this would be it." — Foreign Affairs When first published in 1979, four years after the end of one of the most divisive conflicts in the United States, The Irony of Vietnam raised eyebrows. Most students of the war argued that the United States had "stumbled into a quagmire in Vietnam through hubris and miscalculation," as the New York Times''s Fox Butterfield put it. But the perspective of time and the opening of documentary sources, including the Pentagon Papers, had allowed Gelb and Betts to probe deep into the decisionmaking leading to escalation of military action in Vietnam. The failure of Vietnam could be laid at the door of American foreign policy, they said, but the decisions that led to the failure were made by presidents aware of the risks, clear about their aims, knowledgeable about the weaknesses of their allies, and under no illusion about the outcome.

The book offers a picture of a steely resolve in government circles that, while useful in creating consensus, did not allow for alternative perspectives. In the years since its publication, The Irony of Vietnam has come to be considered the seminal work on the Vietnam War.

In September 1978, William Quandt, a member of the White House National Security Council staff, spent thirteen momentous days at Camp David, the presidential retreat in Maryland, where three world leaders were holding secret negotiations. When U.S. President Jimmy Carter, Egyptian President Anwar Sadat, and Israeli Prime Minister Menachem Begin emerged on September 17, they announced a monumental accomplishment: the first peace agreement between Israel and one of its Arab neighbors.

Praised by some for laying the foundations for peace between Egypt and Israel, the accords have also been criticized for failing to achieve a comprehensive settlement, including a resolution of the Palestinian question. But supporters and critics alike recognize the importance of what happened at Camp David, and both groups acknowledge the vital role played by the United States in reaching an agreement.

There are few eyewitness accounts of the Camp David negotiations. Of the three leaders present, only Jimmy Carter wrote specifically of the talks in Keeping Faith: Memoirs of a President (1982). Neither Sadat nor Begin ever wrote about Camp David.

Quandt''s book is not only an eyewitness account but a scholar''s reconstruction of the event, with insights into the people, politics, and policies. His Camp David has provided a comprehensive and lasting guide to the difficult negotiations surrounding the talks, including the fraught scenario leading up to the meetings at the presidential retreat and the accord that would lead to Sadat and Begin jointly receiving the 1978 Nobel Peace Prize.

Praise for Camp David: Peacemaking and Politics "The most authoritative account of a major historic event, written with scrupulous scholarship by a key behind-the-scenes participant." —Zbigniew Brzezinski, Adviser to the President for National Security Affairs, 1977–81

"An excellent piece of work... will represent a major contribution to the acade

Participatory Budgeting—the experiment in democracy that could redefine how public budgets are decided in the United States.

Democracy Reinvented is the first comprehensive academic treatment of participatory budgeting in the United States, situating it within a broader trend of civic technology and innovation. This global phenomenon, which has been called "revolutionary civics in action" by the New York Times, started in Brazil in 1989 but came to America only in 2009. Participatory budgeting empowers citizens to identify community needs, work with elected officials to craft budget proposals, and vote on how to spend public funds.

Democracy Reinvented places participatory budgeting within the larger discussion of the health of U.S. democracy and focuses on the enabling political and institutional conditions. Author and former White House policy adviser Hollie Russon Gilman presents theoretical insights, indepth case studies, and interviews to offer a compelling alternative to the current citizen disaffection and mistrust of government. She offers policy recommendations on how to tap online tools and other technological and civic innovations to promote more inclusive governance.

While most literature tends to focus on institutional changes without solutions, this book suggests practical ways to empower citizens to become change agents. Reinvesting in Democracy also includes a discussion on the challenges and opportunities that come with using digital tools to re-engage citizens in governance.

Chinese politics are at a crossroads as President Xi Jinping amasses personal power and tests the constraints of collective leadership.

In the years since he became general secretary of the Chinese Communist Party in 2012, Xi Jinping has surprised many people in China and around the world with his bold anti-corruption campaign and his aggressive consolidation of power.

Given these new developments, we must rethink how we analyze Chinese politics—an urgent task as China now has more influence on the global economy and regional security than at any other time in modern history.

Chinese Politics in the Xi Jinping Era examines how the structure and dynamics of party leadership have evolved since the late 1990s and argues that "inner-party democracy"—the concept of collective leadership that emphasizes deal making based on accepted rules and norms—may pave the way for greater transformation within China''s political system. Xi''s legacy will largely depend on whether he encourages or obstructs this trend of political institutionalization in the governance of the world''s most populous and increasingly pluralistic country.

Cheng Li also addresses the recruitment and composition of the political elite, a central concern in Chinese politics. China analysts will benefit from the meticulously detailed biographical information of the 376 members of the 18th Central Committee, including tables and charts detailing their family background, education, occupation, career patterns, and mentor-patron ties.

A critical look at the challenges facing international policy cooperation in the new postcrisis environment.

The global financial crisis of 2007–09 highlighted the economic interdependencies between all major countries, raising the issues of international cooperation. Managing Complexity: Economic Policy Cooperation after the Crisis looks at how, following the global financial crisis, countries have changed the way they cooperate with each other on matters of economic policy.

In this volume, the result of a joint research project of Chatham House and the International Monetary Fund, researchers and policymakers who were directly involved in the crisis take a critical look at the challenges facing international policy cooperation in the new postcrisis environment and at how the theory and practice of cooperation have evolved as a result of the crisis.

Required reading for anyone who wants to understand how to work within Congress.

The House and Senate have unique rules and procedures to determine how legislation moves from a policy idea to law. Evolved over the last 200 years, the rules of both chambers are designed to act as the engine for that process. Each legislative body has its own leadership positions to oversee this legislative process.

To the novice, whether a newly elected representative, a lawmaker''s staff on her first day at work, or a constituent visiting Washington, the entire process can seem incomprehensible. What is an open rule for a House Appropriations bill and how does it affect consideration? Why are unanimous consent agreements needed in the Senate?

The authors of Inside Congress, all congressional veterans, have written the definitive guide to how Congress really works. It is the accessible and necessary resource to understanding and interpreting procedural tools, arcane precedents, and the role of party politics in the making of legislation in Congress.

Can We Construct a Grand Strategy to Counter Terrorism?

Fifteen years after September 11, the United States still faces terror threats—both domestic and foreign. After years of wars, ever more intensive and pervasive surveillance, enhanced security measures at major transportation centers, and many attempts to explain who we are fighting and why and how to fight them, the threats continue to multiply. So, too, do our attempts to understand just what terrorism is and how to counter it.

Two leaders in the field of terrorism studies, Martha Crenshaw and Gary LaFree, provide a critical look at how we have dealt with the terror threat over the years. They make clear why it is so difficult to create policy to counter terrorism. The foes are multiple and often amorphous, the study of the field dogged by disagreement on basic definitional and methodological issues, and the creation of policy hobbled by an exacting standard: the counterterrorist must succeed all the time; the terrorist only once. As Countering Terrorism shows, there are no simple solutions to this threat.
