When the prairie region was transferred to Canada from the Hudson's Bay Company, the central government acquired control over a territory that had a 200-year history of economic and cultural interchange between Indians mixed-bloods, and whites. The federal government was determined to administer the new lands in the interests of the dominion as a whole, and to that end the relationship of the prairie west to the central government was to be that of a colony, astatement borne out by the acts establishing Manitoba and later Saskatchewan and Alberta as provinces, for control over the public lands and resources in all three provinces was retained by the federalgovernment until as late as 1930. Furthermore, the federal government wished to see established in the prairie west a society based on the values that were thought to be embodied in Central Canada, the values of a peaceful, ordered, and law-abiding community-essentially British values.

This volume brings together two collections - one well known but unavailable for some time, the other little known - by a distinguished Canadian poet. The Boatman, first published in 1957, was one of the outstanding poetry collections of the 1950s and the winner of a Governor General's Award. It is an intricate sequence of short epigrammatic poems - in which there are echoes of ballads, carols, nursery rhymes, and hymns - that bear a whole cosmos of thepoet's invention, constructed from Biblical and classical allusions. Welcoming Disaster was privately published in 1974 and will now reach the wider audience it deserves. Reviewing it in Poetry (January 1976),David Bromwich referred to Jay Macpherson's 'grandness' and 'verve', and wrote: 'She will put readers in mind of Graves and Wordsworth, of Auden and Dickinson and Stevie Smith, of every poet who ever wrote truly about innocence and its unlucky master, love.'

The end of the Cold War era has not brought greater security to the world community. Although the likelihood of a global strategic nuclear war has been reduced significantly, we have already witnessed the impact of other challenges to international peace. The Gulf War raised the spectre of expanding regional conflicts adopting the means and methods of the previous superpower confrontation. The disintegration of the Horn of Africa, the Civil War in the Balkans, and the resurgence of the Khmer Rouge in Cambodia all reveal the continuing power of historic ethnic, religious, and national rivalries, and the seeming inability of the international community to deal effectively with these tragedies. Weapons technologies, modern telecommunications and transportation, demographic changes and resource imbalances, and the globalization of production together raise enormous challenges as we move into the 21st century. Are the international institutions with which we have lived since the end of the Second World War up to the task? This book addresses many of these basic and profound issues.

This volume is an invitation to reshape ways of carrying out research for social action in order that power is both critically analyzed and responsibly used at all stages of the research. The book encourages "feminist links" for carrying out an agenda of empowerment, while ensuring "postmodern interruptions" to keep from fixing onto any one analysis or solution of complex social issues. The text provides in-depth examples and research instruments used in the authors' studies with shelters, young people, lesbians, aboriginal women and others committed to ending violence against women and children and creating democratic organizations. Each example reveals a process of affirming real people and distinct cultures while at the same time disrupting categories that are socially constructed as a way to uncover the working of power. Throughout this volume ways are suggested that members of community groups, government departments and universities can join together in research as empowerment.
