It is now a well-established tradition that every four years, at the end of winter, a group of ''celestial mechanicians'' from all over the world gather in the Austrian Alps at the invitation of R. Dvorak. This time the colloquium was held at Badhofgastein from March 19 to March 25, 2000 and was devoted to the ''New Developments in the Dynamics of Planetary Systems''. The papers covered a large range of questions of current interest: t- oretical questions (resonances, KAM theory, transport, ... ) and questions about numerical tools (synthetic elements, indicators of chaos, ... ) were particularly well represented; of course planetary theories and Near Earth Objects were also quite popular. Three special lectures were delivered in honor of deceased colleagues whom, to our dismay, we will no longer meet at the ''Austrian Colloquia''. W. Jefferys delivered the Heinrich Eichhorn lecture on ''Statistics for the Twenty-first Century Astrometry'', a topic on which Heinrich Eichhorn was a specialist. A. Roy delivered a lecture honoring Victor Szehebely on ''Lifting the Darkness: Science in the Third Millenium'', in which in wove anecdotes and remembrances of Victor which moved the audience very much. A. Lemaitre spoke in honor of Michele Moons on ''Mech anism of Capture in External Resonance''. The end of her talk was devoted to a short and moving biography of Michele illustrated by many slides.

Freja is a joint Swedish and German satellite, launched on October 6, 1992 and orbiting at 600--1750 km, covering the lower part of the auroral acceleration region. It has been designed to provide high-resolution measurements (both temporal and spatial) of auroral plasma characteristics. The high telemetry rate, together with the 15 Mbyte distributed on-board memories allow Freja to resolve meso and micro-scale phenomena in the 100 m range for particles and 1--10 m range for electric and magnetic fields. The UV imager resolves auroral structures of 1 km size at a time resolution of one image every 6 s. The novel plasma instruments are orders of magnitude better than any that have gone before. The Freja Mission is about the scientific objectives, instruments and platform itself. Detailed descriptions are given of the instrumentation and the first data acquired. It is one of the very few books to contain such material in a single volume, relating the instruments'' design with their in-flight characteristics. For space engineers and other researchers interested in space science.

The original essays collected here under the general title of The Knowledge Society were first commissioned for a conference held in the late fall of 1984 at the Technische Hochschule Darmstadt, West Germany. The conference in Darmstadt saw a larger number of contribu tions presented than could be accommodated in this edition of the Sociol ogy of the Sciences Yearbook. However, all contributions were important and affected those published in this collection. We are therefore grateful to all participants of the Darmstadt conference for their presentations and for their intense, useful as well as thoughtful discussion of all papers. Those chosen for publication in the Yearbook and those undoubtedly to be published elsewhere have all benefitted considerably from our discussions in Darmstadt which also included a number of the members of the edito rial board of the Yearbook. One of the few real and lasting benefits of international medical meetings is the opportunity to meet, talk, gossip and get to know colleagues from other countries. So it was that we met, talked and planned at WONCA (World Organization of National Colleges and Academies and Academic Associa tions of General Practitioners/Family Physicians) meetings at Montreux and New Orleans. We realized that although we worked in different places and in different practices ''primary health care'' was essentially the same the world over. With such similarities we asked ourselves - ''why not share our common experiences for mutual benefits?'' The question developed into an idea and the idea into this book. I have great pleasure in presenting the Proceedings of the 10th European Photovoltaic Solar Energy Conference held in Lisbon from 8 to 12 April 1991. These Proceedings contain all the scientific papers delivered at the Conference. The following is a short summary of the Conference activities. The Conference was opened by the Minister of Industry and Energy of Portugal, Eng. Luis Mira do Amaral. At the opening ceremony the Becquerel Prize, created by the Commission of the European Communities, was awarded to Professor Werner Bloss of the University of Stuttgart, and presented by Professor Philippe Bourdeau, Director at the Directorate-General for Science, Research and Development. The Becquerellecture delivered by Professor Bloss constituted the scientific opening to the conference. About 760 delegates from 53 countries presented around 350 contributions, 50 of them as plenary lectures; the contributions were selected among the many papers submitted, this time more strictly than ever before. Also a selected group of scientists were invited to deliver 15 review lectures, to provide an adequate context to the contributions to the Conference. A Symposium on Photovoltaics in Developing Countries, which was very well attended, took place as a parallel event. The Symposium provided an opportunity to hear not only experts of the industrialized countries, but also speakers from the countries where photovoltaics provides services of paramount value.

This essay attempts to demonstrate the significance of the principle of activity in the philosophy of Karl Marx. The principle of activity in Marx has both a general and a specific meaning. In general the princi ple refers to the activist element in Marxian practice motivating both Marx and his contemporary devotees. The specific facet of the principle relates to Marx''s philosophy - the principle of activity being that con cept which underlies the entire system. Activity for Marx is both a philosophic concept and an element of human experience demanded by his system. Marx, that is, not only theorizes about activity but also illustrates his theory in hislife. Hence, we find the principle of activity both in his writings and in his doings. the words Action, Tiitigkeit, or Praxis to refer to Marx most often used the principle of activity. No major philosopher has fully dealt with the concept of action. We sometimes suppose that action only occurs when we can observe some outward result or motion. Spinoza''s definition of action disallows this narrow interpretation of activity. I say that we act when anything is done, either within us or without us, of which we are the adequate cause, that is to say ... when from our nature anything follows, either within us or without, which by that nature alone can be clearly and 1 distinctly understood.

This book represents the outcome of the joint activities of a group of scholars who were concerned about the lack of international research in play for children from birth to 3 years. The authors are members of the Organisation Mondiale pour ` l’Education Prescholaire ´ (OMEP). For further information, see http://www.om- ong.net/. The idea of carrying out a research project internationally was born at the OMEP’s World Congress in Melbourne, Australia 2004. All member countries were invited and 10 countries decided to participate, of which three have withdrawn d- ing the process. The reason for this might be that in these countries only one person was working with the project, while other seven countries have been working in a team of two or more persons. The countries that have carried out research and contributed to this book with a chapter each are Australia, Chile, China, Japan, New Zealand, Sweden and USA (Wisconsin). This book project started in Melbourne with a discussion about what is general in early childhood education globally, and what is culturally speci c. Alberto Heimler and Daniele Meulders In the last decade the modelling of the interrelationship between public finance and the rest of the economy has seen substantial advances, reflected in many of the papers delivered to the Applied Econometrics Association Conference held at Confindustria, Rome, on 30 November and 1 December 1989. In particular, the development of the literature on applied general-equilibrium modelling has found most of its applications in the field of taxation, enlarging and completing the estimation of the welfare loss due to distortionary taxes. In this context an important extension has been the introduction of overlapping-generation models. Furthermore, it has become clear that most individual decisions, especially the decision whether or not to work, are dependent upon the tax system, in the sense that the higher the marginal income tax the larger the wedge between labour cost and take-home pay, the last one being the decision variable in the demand for leisure. Finally, in the European context, the completion of the internal market has brought about the necessity to harmonize fiscal systems in the EEC member countries. A number of papers study, therefore, the effects of fiscal reform on efficiency, welfare and growth.

This volume is the result of a conference sponsored by the Medical Alumni Association of the University of California, Davis and held in Sacramento, California, in January, 2000, The purpose of this conference was to examine the impact ofvarious health care structures on the ability of health care professionals to practice in an ethically acceptable manner. One of the ground assumptions made is that ethical practice in medicine and its related fields is difficult in a setting that pays only lip service to ethical principles. The limits of ethical possibility are created by the system within which health care professionals must practice. When, for example, ethical practice necessitates—as it generally does—that health care professionals spend sufficient time to come to know and understand their patients’ goals and values but the system mandates that only a short time be spent with each patient, ethical practice is made virtually impossible. One of our chief frustrations in teaching health care ethics at medical colleges is that we essentially teach students to do something they are most likely to find impossible to do: that is, get to know and appreciate their patients’ goals and values. There are other ways in which systems alter ethical possibilities. In a system in which patients have a different physician outside the hospital than they will inside, ethical problems have a different shape than if the treating physician is the same person.

The pervasive influence of law on medical practice and clinical bioethics is often noted with a combination of exasperation and lamentation. Physicians and non-physician bioethicists, generally speaking, consider the willingness of courts, legislatures, and regulatory agencies to insinuate themselves into clinical practice and medical research to be a distinctly negative aspect of contemporary American society. They are quick to point out that their colleagues in other Western developed nations are not similarly afflicted, and that the situation which obtains elsewhere is highly preferable to the legalization and purported over-regulation of medicine that has taken place in the United States during the last fifty years. In this book I offer a decidedly different perspective. It is, admittedly, not entirely without personal and professional bias. Prior to becoming a fu- time academic, teaching bioethics in the setting of an academic medical center, I was, for nearly 20 years, an attorney specializing in health law. Even after earning a doctorate in philosophy, I was frequently considered to be the “resident lawyer” on the bioethics faculty, much more frequently looked to for my insights on the law than my perspective as one who had formally studied moral philosophy and applied ethics. I note this not out ofa sense of frustration or disappointment, but as confirmation that even among physicians and n- physician bioethicists, there is widespread recognition that the law does have important contributions to make in assessing the practice ofmedicine and the conduct of medical research.

The ongoing debate on the use of DNA profiles to identify perpetrators in criminal investigations or fathers in paternity disputes has too often been conducted with no regard to sound statistical, genetic or legal reasoning. The contributors to Human Identification: The Use of DNA Markers all have considerable experience in forensic science, statistical genetics or jurimetrics, and many of them have had to explain the scientific issues involved in using DNA profiles to judges and juries. Although the authors hold differing views on some of the issues, they have all produced accounts which pay due attention to the, sometimes troubling, issues of independence of components of the profiles and of population substructures. Cyanobacteria make a major contribution to world photosynthesis and nitrogen fixation, but are also notorious for causing nuisances such as dense and often toxic `blooms'' in lakes and the ocean. The Ecology of Cyanobacteria: Their Diversity in Time and Space is the first book to focus solely on ecological aspects of these organisms. Its twenty-two chapters are written by some thirty authors, who are leading experts in their particular subject. The book begins with an overview of the cyanobacteria - or blue-green algae, for those who are not specialists - then looks at their diversity in the geological record and goes on to describe their ecology in present environments where they play important roles. The fourth Chinese Peptide Symposium, hosted by Peking University, was held at Chengdu, China on July 21 25, 1996 with 164 participants, including 45 scientists from abroad, representing 12 countries. The four day conference was both intense and spiritually rewarding. Our goal for CPS 96 was to provide a forum for the exchange of knowledge, cooperation and friendship between the international and Chinese scientific communities, and we believe this goal was met. The symposium consisted of 10 sessions with 55 oral and 78 poster presentations, including synthetic methods, molecular diversity and peptide libraries, structure and conformation of peptides and proteins, bioactive peptides, peptide immunology, De Novo design and synthesis of proteins and peptides, ligand receptor interactions, the chemistry biology interface and challenging problems in peptides. Theenthusiasticcooperationandexcellentcontributionsweregratifying andtheactive response of the invited speakers contributed to the success of the symposium. The presentations were of excellent caliber and represented the most current and significant aspects of peptide science. Dr. James P. Tam and Dr. Jie Cheng Xu were the recipients of ‘The Cathay Award’ sponsored by the H. H. Liu Education Foundation, offered for their seminal contributions in peptide science and the Chinese Peptide Symposium. Four outstanding young scientists were selected by the organizing committee to receive awards sponsored by Haikou Nanhai Pharmaceutical Industry Co. Ltd. (Zhong He Group).

Continuous cell lines derived from human cancers are the mostwidely used resource in laboratory-based cancer research. The first 3 volumes of this series on Human Cell Culture are devoted to these cancer cell lines. The chapters in these first 3 volumes have a common aim. Their purpose is to address 3 questions offundamental importance to the relevanceof human cancer cell lines as model systems of each type of cancer: 1. Do the cell lines available accurately represent the clinical presentation? 2. Do the cell lines accurately represent the histopathology of the original tumors? 3. Do the cell lines accurately represent the molecular genetics of this type of cancer? The cancer cell lines available are derived, in most cases, from the more aggressive and advanced cancers. There are few cell lines derived from low grade organ-confined cancers. This gap can be filled with conditionally immortalized human cancer cell lines. We do not know why the success rate for establishing cell lines is so low for some types of cancer and so high for others. The histopathology of the tumor of origin and the extent to which the derived cell line retains the differentiated features of that tumor are critical. The concept that a single cell line derived from a tumor at a particular site is representative oftumors at that site is naïve and misleading.

The Fifteen American Peptide Symposium (15APS) was held in Nashville, Tennessee, on June 14-19, 1997. This biennial meeting was jointly sponsored by the American Peptide Society and Vanderbilt University. The attendance of 1,081 participants from 37 countries was lower than the two previously held Symposia. However, the number of participating countries was the largest. Thus, it was gratifying to see that this meeting retained both its international flavor and participant loyalty at a time when there are many more symposia held each year on similar subjects. The scientific program, thanks to the insights and efforts of the Program Committee as well as Dr. Peter Schiller, the President of the American Peptide Society, was extraordinarily rich, diverse, and exciting. It was comprised of 124 oral and 550 poster presentations. Three prominent format changes were installed. First, the Symposium started on Saturday instead of Sunday. Second, the program opened on Saturday afternoon with a Mini-symposium by the Young Investigators to give them an early start and attention. Finally, 40 short and definitive reports were given in two parallel sessions. The expanded format permitted an unprecedented number of lectures and enabled wider participation by the attending delegates.

claim was that he had faced a conflict of duties pitting his legal duty not to kill against his duty as a physician to relieve his patient’s unbearable suffering. He was acquitted on the important grounds of conflict of duty. These grounds are based on a concept in Dutch law called "force majeure" 4 which recognizes extenuating circumstances such as conflicts of duty. The acquittal was upheld by the Lower Court of Alkmaar, but revoked by an Amsterdam court of appeal. The case went on to the Supreme Court, but before the Supreme Court''s decision was issued, the Royal Dutch Medical Association (RDMA) attempted to clarify the criteria for euthanasia that many within the profession already accepted. The RDMA proposed that physicians be permitted to perform euthanasia provided that a set of procedures had been met. Variously stated, the guidelines contain the following central provisions: Voluntary, competent, explicit, and persistent requests on the part of the • patient; Requests based on full information; • The patient is in a situation of intolerable and hopeless suffering (either • physical or mental); No further acceptable alternatives to euthanasia. All alternatives • acceptable to the patient for relief of suffering having been tried; Consultation with at least one other physician whose judgment can be • 5 expected to be independent. Indirectly, these guidelines became the criteria prosecutors used to decide whether or not to bring charges.
