The arrival of the welfare state in Western Europe brought with it a vast expansion in the role of government. That expansion led to fears that the increased expectations of citizens would lead to government overload and `ungovernability'. A decline in religious belief, waning class values, rising postmaterialism, along with green values, feminism, and postmodernism - all these phenomena are indicative of widespread change in value orientations among West European citizens during the last two decades. The extent of these changes and their impact on politics are the dual concerns of this volume.The first chapters present a simple model of the relationship between value orientations and political participation, and follow this up with an account of how value orientations can be identified empirically. The way we are governed is no longer decided on a purely national level. This book systematically explores the attitudes of European publics to this internationalization of governance.
