Efficient, equitable and sustainable water management at the river basin level plays a crucial role in solving growing water shortages. However, water allocation decisions are highly complex due to the temporal and spatial variation in supply and demand. The increasing competition for water among different uses and across countries further complicates basin management. An aggregate, integrated economic-hydrologic river basin model is developed to analyze these issues for the Mekong River Basin in Southeast Asia. Model results indicate competition for Mekong waters and significant tradeoffs between off-stream and instream uses during the dry season; and point to the importance of appropriate institutions for enhanced economic efficiency in water allocation across water-using sectors and countries.

Information and communication technologies, henceforth ICTs, have received enormous attention in recent times. During the decade of the 90s, there was a significant expansion in ICT infrastructure both in the context of industrialized and developing countries. Notwithstanding these facts, a ‘digital divide’ exists between industrialized and developing nations and between urban-rich and rural-poor within nations. The present study addressed this issue under four research questions. The first is why access to ICTs is important. The second is how to provide access for the households living in rural areas of developing countries. The third is what are the direct welfare implications of the use of telecommunications. And the fourth is what are the indirect welfare implications of the use of telecommunications. The study addressed these four issues under two aspects: institutional aspects and welfare aspects. The study focused on these two aspects in the context of rural areas of Bangladesh and Peru. The empirical findings of the study are based on household surveys that were conducted in the rural areas of the two study countries.

This book presents an analysis of the transition process with particular emphasis on the agricultural sector in Vietnam. Focusing on the ethnic minority of the Black Thai in the mountainous regions of Northern Vietnam, the impact of the rural reform process on their livelihood is examined. The analytical tool used in this work is a stochastic frontier analysis model, whose parameters are estimated by a regression analysis. Although the transition process in general has had a positive impact on the livelihood of the population, the gap between the rich and the poor has widened during the last ten years. Imperative measures are the introduction of technical innovations in the agricultural sector and their promotion through governmental as well as national and international non-governmental organisations.

The issue of maintaining a diverse gene pool in the form of crop varieties is very topical world wide. This is caused by the potential benefit of crop genetic resources for addressing future demand emanating from unforeseen agricultural problems. This volume is mainly concerned with on-farm conservation as a supplement to the other in situ and ex situ conservation options. The study aims at generating relevant information for maintaining local varieties on farmers’ fields in Ethiopia. In order to effectively devise policies for on-farm conservation, the volume argues that an improved understanding of farmers’ incentives, attribute preferences and opportunity costs is indispensable. These issues are extensively addressed (both theoretically and empirically) with a focus on policy that is expressed by the guiding question Given the socioeconomic set-up, what policy options are available to undertake on-farm conservation of crop diversity in Ethiopia? The study results are intended to help identify optimal policies for on-farm conservation taking sorghum, coffee, and wheat as empirical examples.

This study focuses on gender differences and their implications for household decision making in terms of production, consumption, fertility and the measurement of welfare. Using econometric approaches, the study reveals that different preferences as well as unequal access to resources determine the outcomes of household decisions. However, preferences and responses to inequality are not static but change depending on risk behavior and the institutional setting as demonstrated with examples from agricultural production and household demand for consumption goods. The means to translate preferences into actual demand depend on the bargaining power married women have in household decision making. Furthermore, the results reveal that apparent gender differences in terms of demand lead to an identification problem of adult equivalence scales, when these are estimated using demand data.

Evaluation pro-poor growth enhancing investments in infrastructure and rural development requires comprehensive appraisal tools. Traditional methods have taken a project or sector perspective that did not capture economy-wide effects. However, in addition to inter-sectoral effects, large-scale investments can also have long-term impacts on national capital formation, the government budget and the foreign trade balance. This study builds a computable general equilibrium model and links it to a micro-accounting module for poverty analysis in Vietnam. The spatial dimension is captured by incorporating two regions into the model: the lagging mountainous province of Son La is compared to the rest of Vietnam. This model is applied to several infrastructure investments and identifies economic growth rates that would be needed to achieve the first Millennium Development Goal.

In a timely contribution to the international discussion of the post-Kyoto climate regime this study hypothesizes that Clean Development Mechanism (CDM) projects in the land use and forestry sector are an efficient instrument for climate change mitigation that contributes to rural development and poverty alleviation at the same time. To this end, the study analyzes socio-economic aspects of a forestry project established under the CDM rules considering an East African case study exemplarily. An agricultural household survey in Tanzania delivered the empirical data for the structural equation model at the center of the analysis. Looking at different farm assets it is shown that the benefits of land use-related climate projects go way beyond pure mitigation. They also have a positive impact on a very broad asset base on which poor farm households depend. Hence, the current CDM only allowing for afforestation and reforestation projects is far too restricted to deliver on its twin objective.

This study addresses the issue of household food consumption, its relation to gender and to food policy in Indonesia. Using econometric analyses of the Indonesian Family Life Survey, the study reveals that food expenditure patterns, particularly those of the poor households, warrant food policy attention. The poor households spent more on alcohol and tobacco goods when their income increased. The impact evaluation of the «Rice for the Poor» program reveals that the program enabled beneficiaries to increase expenditures on nutrient-rich, animal source foods; however, unintended program impacts also exist. The analysis of gender roles indicates that resource distribution and power relations within households are important considerations in the development of food policy.

This study combines econometrics and agent-based modelling to evaluate the impacts of a range of pesticide use reduction strategies in the context of Thai highland agriculture. Pesticide productivity and pesticide overuse are quantified, while determinants of the adoption of innovations in pesticide use reduction are estimated. On that basis, the Mathematical Programming-based Multi Agent System (MPMAS), a bio-economic simulation model, is used to ex-ante assess the adoption of Integrated Pest Management (IPM) in combination with a series of market-based instruments that boost the transition to more sustainable pest control practices. The MPMAS simulation results demonstrate that, over five years, it is possible to bring down levels of pesticide use significantly without income trade-offs for farm agents. A proportional tax, increasing the price of synthetic pesticides by 50% on average, together with bio-pesticide subsidies for IPM proves to be the most cost-effective and practicable policy package. IPM practices are adopted by up to 75% of farm agents and pesticide use reductions reach up to 34%.

This study explores issues of biomass energy use in relation to household welfare and it assesses Ethiopia’s future energy security with a focus on long-term model of the energy sector, and institutional arrangements required for decentralized energy initiatives. Data from Ethiopian rural households reveal negative welfare effects associated with traditional biomass energy utilization, while increases in the opportunity cost of fuelwood collection is associated negatively with allocation of labour to agriculture and fuelwood use. It appears that investment on integrated energy source diversification improves sustainability and resilience, but increases production cost. Innovations that improve alternative sources reduce production cost, improve energy security, and thus serve as an engine of economic growth.

The author examines the dynamics of participation in and welfare impact of integrated aquaculture-agriculture (IAA) value chain by using three-year panel data from indigenous households in the northern and north-western regions of Bangladesh. By different panel estimation methods he analyses the IAA value chain participation dynamics and indicates that education and household size, access to extensions and market information, community-based organisations (CBO) membership are positively associated with participation and continuing participation in IAA value chain activities. Welfare impact results indicate that IAA value chain participation is positively correlated to household income and consumption frequency of some goods, particularly fish. Assessment of the comparative socio-environmental impacts of rice monoculture and rice-fish based IAA practices suggests that rice-fish based IAA is a sustainable alternative to rice monoculture.

However, it is not clear under which circumstances sanctions have an autocratizing effect. Newer data on sanctions and regimes enable testing the most plausible hypotheses. The quantitative analysis finds that sanctions with high economic costs do not cause autocratization. Sanctions are not as bad – and perhaps not as useless – as many fear.

This study examines the demand for and supply of financial services for small entrepreneurs in Northern Thailand. Particular emphasis is placed on credit technologies deployed by formal and informal institutions and on determinants of credit access and borrower transaction costs. The study complements and expands on existing research into micro-finance by adding a specific regional dimension. A remarkable situation of «urban bias in reverse» has been detected as far as access to formal finance is concerned. Conventional access variables (such as education and the level of household income and assets) do not explain rural households’ access to institutional credit sources, while these factors turned out to be powerful determinants in explaning urban households’ access to formal finance. This can be explained by the efforts on the part of the Thai government to improve access to credit for small rural enterprises. The author concludes that the neglect of rural finance and the lack of innovative financial approaches is, to a significant extent, also the result of political priority-setting and decision-making; it cannot be attributed to unattractive investment possibilities alone.

Many countries around the world have been attempting – for several reasons and with various degrees of intention and success – to create or strengthen local governments in recent years. Ghana is one of these countries and since 1998 has been going through a decentralisation process, that is moving decision-making from the national (center) to the district and community levels – a bottom up approach. Many rationales for decentralisation may be discerned in the literature and in practice. The most common theoretical rationales for decentralisation are: to attain allocative efficiency in the face of different local preferences for public goods and services and equity and distributional concerns – poverty reduction. In this context, this study performs an economic analysis of decentralisation in rural Ghana specifically addressing the following issues: has the decentralisation helped in the delivery of public goods and services and to what extent has the access to public goods and services helped to reduce poverty? Dazu werden fünf verschiedene subjektive Korruptionsindikatoren mit Hilfe zwei verschiedener Methoden ausgewertet. Die Ergebnisse der Kerndichteschätzung zeigen eine zweigipflige Verteilung der Korruption im Ländervergleich. Relativ viele Länder weisen ein hohes Korruptionsniveau auf und wenige Länder ein sehr niedriges. Mittels dynamischer Fixed-effects- und Random-effects-Modelle wird die Dynamik der Korruption analysiert. Das gegenwärtige Korruptionsniveau wird statistisch signifikant von dem Korruptionsniveau in der Vergangenheit beeinflusst.

The growing recognition of the potential of local institutions to assure the sustainability of natural resources has motivated the devolution of the management and responsibility over local commons from the state to local user groups. In Ghana, farmer management of irrigation systems has become an important component of policies for irrigation development and reform. While numerous examples of successful local irrigation management exist in different parts of the world, there are several cases of failure that sometimes lead to a complete system breakdown. Using a dataset from community managed irrigation schemes in northern Ghana, this study examines the reasons why communities differ in terms of economic, distributional and environmental outcomes of the devolution program. Among others, the study finds the resistance of landlords to a land redistribution policy to have a detrimental effect on the success of collective action for local management of the irrigation schemes. The ability of the user groups to tackle local asymmetries for promoting equity and forming appropriate institutions to motivate cooperative behavior is essential for achieving sustainable local management of the irrigation schemes.

This study assesses the impact of agricultural policy on soil fertility management and productivity in the smallholder maize-based farming system in Malawi. The study applies econometric and farm household modeling to address three specific objectives: to characterize factors affecting farmers’ choice and intensity of soil fertility management practices, to assess the productivity, profitability and technical efficiency implications of such practices, and to identify the most feasible options that maximize food security, i. e. household income, with lower soil fertility mining implications. The study recommends a soil fertility management policy based on complimentary strategies.
