With their widespread use in the Global South, mobile phones are attracting growing interest from international aid actors and local authorities alike, who are positioning mobile technology as a growth driver and a solution to many social problems. Initiated by giants of the digital industry, these policies are reviving old questions about technological development, the relationship between the market sector and States, and the role of technology in the inequalities between the Global North and Global South. Through a multi-sited ethnography on maternal care in Ghana and India, this Element provides a first-hand look at initiatives that promise to improve poor women's health in the Global South through the use of mobile phones; a field known as Mobile Health or mHealth. Attentive to the way in which these technical objects modify power relations at both international and local levels, this Element also discusses how mHealth transforms care practices and healthcare.

Financial markets, actors, institutions and technologies are increasingly determining which kinds of services and 'welfare' are available, how these are narrated, and what comes to represent the 'common sense' in the policy world and in everyday life. This Element problematises the rationale and operation of one such financial technology, private health insurance, and the industry it inhabits. It offers a cross-disciplinary overview of the various drivers of these markets in middle-income countries and their appeal for development institutions and for governments. Using a range of illustrative case examples and drawing on critical scholarship it considers how new markets are pursued and how states are entangled with market development. It reflects on how the private health insurance sector in turn is shaping and segmenting health systems, and also our ideas about rights, fairness and responsibility.

This Cambridge Elements on Global Development Studies volume applies the lens of 'investor state' to a pattern of cross-border activities emerging at the end of aid. Using a series of case studies, the volume examines the growth of a trend where states operate as, with and for investors in the healthcare provision sectors of other nations. It sheds light on an evolving institutional landscape for global health in which state-owned development finance institutions, national development banks and sovereign wealth funds are becoming key financial stakeholders in healthcare systems. The trend has been gathering pace in the past 10-15 years in contexts of growing diversity for development financing and is driving the expansion of corporate-oriented models for healthcare provision that are liable to undermine already-strained progress towards achieving equitable access in healthcare globally.

This Element highlights the pivotal role of corporate players in universal health coverage ideologies and implementation, and critically examines social innovation-driven approaches to expanding primary care in low-income settings. It first traces the evolving meanings of universal health/healthcare in global health politics and policy, analysing their close, often hidden, intertwining with corporate interests and exigencies. It then juxtaposes three social innovations targeting niche 'markets' for lower-cost services in the Majority World, against three present-day examples of publicly financed and delivered primary healthcare (PHC), demonstrating what corporatization does to PHC, within deeply entrenched colonial-capitalist structures and discourses that normalize inferior care, private profit, and dispossession of peoples.

International skilled heath worker migration is a key feature of the global economy, a major contributor to socio-economic development and reflective of the transnationalization of health and elder care that is underway in most OECD nations. The distribution of care and health workforce planning has previously been analysed solely within national contexts, but increasingly scholars have shown how care deficits are being addressed through transnational responses. This Element examines the complex processes that feed health worker migrants into global circulation, the losses and gains associated with such mobility and examples of good practices, where migrants, sending and destination communities experience the best possible outcomes. It will approach this issue through the lens of problems, and solutions, making connections across the micro, meso and macro within and across the sections.

Much of the scholarship in development studies focuses on developing countries. However, many of the same issues can be seen in developed countries, where migrants now constitute a sizeable proportion of the poor and politically disenfranchised. In immigrant receiving countries such as Australia, temporary migrants in low-income households are most at risk of poor social and health outcomes. This research explores the experiences of temporary migrant workers from Southeast Asia in Australia, demonstrating that migrant workers, on the whole, live without a political voice or clear pathway to permanent residency and citizenship. The research is informed by Amartya Sen and Martha Nussbaum's theoretical framework of capabilities. One of the most critical capabilities is having a sense of political agency and control over one's environment. Given the significant increase in temporary migration flows around the world, this Element draws attention to the necessity of migrants to be provided with political capabilities.

This Element offers a multi-scalar perspective on the transformational effects of war and dislocation on people's sense of belonging. It begins with an examination of the brief historical and socio-demographic profiles of Crimea and the Donbas, stages of the Russian-Ukrainian conflict, main explanatory frameworks as presented in the scholarly literature and policy reports, with a critical re-evaluation of identity-based explanations, and the directions of conflict-driven displacement flows. It examines state failures and the role of internal displacement governance in shaping new lines of social inclusion or exclusion through the production of multiple physical, symbolic and bureaucratic borders. It discusses Ukraine's civil society response to IDP dislocation and IDPs' engagement through various formal and non-formal networks. The final section explores the multidimensional and complex (dis)connections that IDPs experience with regard to their imagined past, their new places of residence and the social groups perceived as important in their hierarchies of belonging.

Guestworker migration has become an increasingly prominent feature within the economic landscape of the Asia-Pacific. Longstanding regional disparities have underscored the emergence of fragile remittance economies where a structural reliance on labour-export has offered an unsustainable 'fix' for stubborn developmental challenges. Combining political-economic and Foucauldian frames of analysis, this Element reconciles the macroeconomic contradictions of remittance economies with the political logics bound up in emigration policymaking, contending that new modalities of governance have emerged in the transition from developmental to emigration states. Comparing the policy histories of four diverse remittance economies in the region – Myanmar, the Philippines, Samoa, and Sri Lanka – it frames emigration policies as complex, inward-facing interventions that simultaneously promote and constrain mobility to address counterpoised economic and political pressures. Important variations are explored though the example of gendered migration bans, whereby emigration states have situated women's bodies as sites for resolving contextually specific social tensions accompanying labour-export.

Today's resurgence of global strife, polarization and neo-nationalism is unprecedented in intensity since the end of the Cold War. Against the backdrop of such dramatic changes, there is anxiety leading many to cling to certitudes that the world is made up of clear-cut divisions: developed versus undeveloped; democratic versus dictatorial; tolerant versus intolerant... Yet, when taking a long term view, and when delving into the vastness of geographical spaces, it becomes obvious that such beliefs are decoupled from reality. This work shows the relativity of these beliefs by examining an issue that has divided the West and China: Tolerance, particularly as reflected in state acts towards religion. It does so without wanting to expound opinions but rather to verify facts; without simplifying but rather to show complexity; and without judging but rather to comprehend.

To advance the debates around temporary migration in the Pacific, a governmentality framework contributes to understanding social and historical relations produced by migration management at regional, country, and individual scales. The Recognised Seasonal Employer's (RSE) scheme, the Pacific epitome of regulated migration, temporarily recruits participants from labour-rich countries to work in New Zealand's horticulture and viticulture sectors. Driven by agricultural labour shortfalls, it was conceived and promoted as a development intervention for Pacific countries, and is regularly claimed to provide a 'triple win' for employers and industry, Pacific countries via remittances, and participants' communities. Missing from these claims is an understanding of how seasonal migration fits into new migration management regimes, and the instruments deployed to enable this omission. To appreciate how workers' subjectivities are transformed to favour labour mobility, the spotlight is on the scheme's articulation as a development instrument, its operationalisation, and the mundane day-to-day situations it entails.
