Citizenship has long been a central topic among educators, philosophers, and political theorists. Using the phrase “rhetorical citizenship” as a unifying perspective, Rhetorical Citizenship and Public Deliberation aims to develop an understanding of citizenship as a discursive phenomenon, arguing that discourse is not prefatory to real action but in many ways constitutive of civic engagement. To accomplish this, the book brings together, in a cross-disciplinary effort, contributions by scholars in fields that rarely intersect. For the most part, discussions of citizenship have focused on aspects that are central to the “liberal” tradition of social thought—that is, questions of the freedoms and rights of citizens and groups. Deliberative Acts develops a new, cogent theory of performative deliberation. In Constitutive Visions, Christa Olson presents the rhetorical history of republican Ecuador as punctuated by repeated arguments over national identity. Those arguments—as they advanced theories of citizenship, popular sovereignty, and republican modernity—struggled to reconcile the presence of Ecuador’s large indigenous population with the dominance of a white-mestizo minority. Even as indigenous people were excluded from civic life, images of them proliferated in speeches, periodicals, and artworks during Ecuador’s long process of nation formation. Tracing how that contradiction illuminates the textures of national-identity formation, Constitutive Visions places petitions from indigenous laborers alongside oil paintings, overlays woodblock illustrations with legislative debates, and analyzes Ecuador’s nineteen constitutions in light of landscape painting. Taken together, these juxtapositions make sense of the contradictions that sustained and unsettled the postcolonial nation-state.

South Africa’s Truth and Reconciliation Commission (TRC) hearings can be considered one of the most significant rhetorical events of the late twentieth century. The TRC called language into action, tasking it with promoting understanding among a divided people and facilitating the construction of South Africa’s new democracy. Other books on the TRC and deliberative rhetoric in contemporary South Africa emphasize the achievement of reconciliation during and in the immediate aftermath of the transition from apartheid. From Apartheid to Democracy, in contrast, considers the varied, complex, and enduring effects of the Commission’s rhetorical wager. It is the first book-length study to analyze the TRC through such a lens. Katherine Elizabeth Mack focuses on the dissension and negotiations over difference provoked by the Commission’s process, especially its public airing of victims’ and perpetrators’ truths. She tracks agonistic deliberation (evidenced in the TRC’s public hearings) into works of fiction and photography that extend and challenge the Commission’s assumptions about truth, healing, and reconciliation. Ultimately, Mack demonstrates that while the TRC may not have achieved all of its political goals, its very existence generated valuable deliberation within and beyond its official process.

Previous studies of the 1936 presidential election discuss elements such as FDR’s vulnerability before the campaign and the weakness of Republican candidate Alf Landon. But these histories pay little attention to the quantity and quality of information Roosevelt acquired, the importance of organizations such as the Good Neighbor League and the Committee of One, the mobilization of the vote, and the ways in which these organizational strategies fused with Roosevelt’s rhetorical strategies. Homeless assistance has frequently adhered to the “three hots and a cot” model, which prioritizes immediate material needs but may fail to address the political and social exclusion of people experiencing homelessness. In this study, Loehwing reconsiders typical characterizations of homelessness, citizenship, and democratic community through unconventional approaches to homeless advocacy and assistance.While conventional homeless advocacy rhetoric establishes the urgency of homeless suffering, it also implicitly invites housed publics to understand homelessness as a state of abnormality that destines the individuals suffering it to life outside the civic body. In contrast, Loehwing focuses on atypical models of homeless advocacy: the meal-sharing initiatives of Food Not Bombs, the international competition of the Homeless World Cup, and the annual Homeless Persons’ Memorial Day campaign. She argues that these modes of unconventional homeless advocacy provide rhetorical exemplars of a type of inclusive and empowering civic discourse that is missing from conventional homeless advocacy and may be indispensable for overcoming homeless marginalization and exclusion in contemporary democratic culture.Loehwing’s interrogation of homeless advocacy rhetorics demonstrates how discursive practices shape democratic culture and how they may provide a potential civic remedy to the harms of disenfranchisement, discrimination, and displacement. By 1893, the Supreme Court had officially declared women to be citizens, but most did not have the legal right to vote. In Practicing Citizenship, Kristy Maddux provides a glimpse at an unprecedented alternative act of citizenship by women of the time: their deliberative participation in the Chicago World’s Fair of 1893.Hailing from the United States and abroad, the more than eight hundred women speakers at the World’s Fair included professionals, philanthropists, socialites, and reformers addressing issues such as suffrage, abolition, temperance, prison reform, and education. Maddux examines the planning of the event, the full program of women speakers, and dozens of speeches given in the fair’s daily congresses. In particular, she analyzes the ways in which these women shaped the discourse at the fair and modeled to the world practices of democratic citizenship, including deliberative democracy, racial uplift, organizing, and economic participation. In doing so, Maddux shows how these pioneering women claimed sociopolitical ground despite remaining disenfranchised.This carefully researched study makes significant contributions to the studies of rhetoric, American women’s history, political history, and the history of the World’s Fair itself.
