Events of the past twenty years, including the Cold War and the War on Terror, have meant that the environments of international development co-operation have changed extensively, with dramatic consequences for development policies and North-South relations in general.Perspectives on European Development Cooperation takes stock of such changes, describing and analyzing the new European development agenda, including the role of the European Union. Essays by prominent authorities in the field examine the development policies of individual donor countries and focus on the principles and objectives governing aid strategies and the performances of these policies. This book will be of interest to students of development studies and those involved in determining development policy.

This series is part of a research and publishing programme under the auspices of the Working Group on Aid Policy and Performance of the European Association of Development Research and Training Institutes (EADI). Two volumes have already appeared. The first focuses on the performance and economic impact of food aid and the second on the evaluation policies and performance of some European countries. The papers were presented at a workshop in March 1990 organised by the Norwegian Institute of International Affairs at Lysebu, on the outskirts of Oslo.

First Published in 1992. Bringing together papers from analysts from every continent, edited by Claude Auroi, this collection offers insight into the state's role and the challenges in researching its development. The authors recognise the concerns among young nations focused on which type of state system would lead to an organised nation while acknowledging the two major symbols of discussion in the Western type of state and the Marxist state. They argue points of commonality and thus analyse the qualifying adjective of 'state' to suggest patterns and future discernments.

Foreign aid has increasingly become subject to political conditionality. In the 1980s some institutions made aid dependent upon the recipient countries' economic policy reforms. Market liberalisation was the primary instrument and objective. In the 1990s such conditionality was brought one step further; aid was now linked to political reforms, affecting recipient countries' governing systems, requiring democracy, human rights and 'good governance'. This volume looks at these developments and considers the conditionality policies of several European aid donors. Such policies are also considered from recipient perspectives, both from the Third World and Russia, and the issue is also considered from a historical perspective.

Bringing together the work of economists and sociologists in research programmes in a number of European institutions concerned with development, this collection analyses how social institutions contribute to an understanding of development. It shows how labour markets, labour relations and employment patterns respond to institutional forces, and thereby shape development paths and determine how different groups benefit from economic growth.

The completion of the Uruguay Round in April 1994 has not solved all the problems. The issue of regionalism versus multilateral agreements such as the Uruguay Round remains a crucial one, as is argued in the first five chapters of this volume. Successive chapters deal with specific issues such as green protectionism, technical standards, intellectual property rights protection, the effects of disarmament on international trade, the effects of abolishing the Multi-fibre Agreement and the external impact of the European Union's Common Agricultural Policy. The volume, on the whole, takes up where the newly created World Trade Organization will have to start.

Enterprise Clusters and Networks in Developing Countries analyses the functions and advantages of clusters and networks for small enterprises in developing countries. In the opening chapter the editors describe different types of clusters and networks and compare the diverse forms of external economies and co-operation effects derived from them. Taking a multidiscplinary approach, they point out it is trust that is the social basis for positive effects of clustering and networking, which are often sources of co-operation and technology diffusion for small enterprises in developing countries.

In the 1990s, a shared conviction emerged among aid donors that their policies should be more coherent. The drive towards increased policy coherence came as a response to a state of policy incoherence. The shifting grounds of policy coherence in development co-operation are outlined in this volume.

At the 1996 EADI Conference, the papers presented in the World Trade and Trade Policy workshop looked at the new trends in regionalism from a variety of points of view for different institutions. They considered the effects of regions, their implications for policy and performance in the developing countries and for international economic institutions, and tried to interpret them in terms of economic and political theory.
