The legal and political difficulties of managing fish stocks that straddle both national waters and the high seas were not abolished by the introduction of exclusive economic zones. Here leading scholars of international law and international relations explain the wave of bitter disputes that arose in the 1990s over such straddling stocks. They show how regional responses to those challenges shaped the negotiation of a 1995 UN Fish Stocks Agreement and helped strengthen the global high seas fisheries regime. Keen attention is paid to whether and how evolving regimes meet the scientific, regulatory and compliance-related tasks of effective management - and the significance of regime interplay in this regard.Certain developments in international fisheries law, particularly crucial to effective management of high seas fisheries, are examined: reconceptualization of the freedom of the high seas; legal measures to control the harvesting of vessels flying flags-of-convenience; the dispute settlement apparatus; and emerging procedures for compliance-control activities by others than the flag state. These global developments are related to six regional case studies featuring management of straddling stocks in the Grand Banks off Canada, the Southern Ocean, the Doughnut Hole of the Bering Sea, the Peanut Hole of the Okhotsk Sea, the Loophole of the Barents Sea, and the Banana Hole of the Northeast Atlantic.

After thirty-five years the regime based on the Antarctic Treaty is more vigorous than ever. Here leading scholars of international law and international relations examine the effectiveness and legitimacy of this regime by asking two questions: are current changes affecting the regime's ability to cope with major problems in the region, and how do those changes affect its standing amongst parties to the Treaty and in the wider international community? Individual chapters deal with the Antarctic regimes for marine living resources, mineral activities, environmental protection, and tourism. Throughout, a keen eye is kept on how those components interact and reinforce each other. This analysis is supported by in-depth studies of compatibility and tension between the Antarctic Treaty System and the international community at large. It also draws upon case studies of how domestic concerns and decision-making in four selected countries affect international co-operation in the Antarctic.

First published in 1991. The European Association of Development Research and Training Institutes (EADI) organised its 6th General Conference in Oslo, 27-30 June 1990. The general theme was ‘New Challenges for European Development Research’, with particular reference to the changes taking place in Europe, East and West, and to sustainable development. More than 200 papers were presented - in the plenary sessions, in two parallel, special sessions on the two main themes, and in the sessions of 23 working groups and five ad hoc panels. It is from this harvest that the editors of the previous and the present issues of the EJDR have selected contributions. No.2 (1990) focused on the changes in Europe and their effects. The present issue focuses on the other main theme of the conference, sustainable development.

This open access volume examines how international institutions set up to manage marine living resources are adapting to the effects of climate change on the geographic distribution of these resources.In the Barents Sea, the world’s biggest cod stock is expanding north-eastwards, while in the Nordic Seas significant changes in abundance, distribution and migration patterns can be observed in the world’s largest stocks for mackerel and herring. In the Antarctic, increasing temperatures and the associated declines in sea ice, ocean acidification and changes in circulation is likely to affect the geographical distribution of krill, the keystone species of Southern Ocean ecosystems. The Barents Region in the Scandinavian and Russian Arctic is emerging as one of the most dynamic and versatile East-West initiatives in Europe. Its unique, two-pillared institutional structure ensures that the state as well as local authorities are drawn into deliberations, as are representatives from the European Commission and the regional Saami organization.

The region is immensely rich in minerals, petroleum and fishery resources of interest for Europe as a whole. It is the apex of the Cold War structures: with over 200 naval nuclear reactors and with more strategic nuclear weapons than anywhere else in the world, its importance extends far beyond the confines of Arctic Europe. To Russia, the Barents Region has become a link to Northern Europe and potentially to the European Union, it may become an instrument to stabilise its eastern borders in a militarily sensitive area.

The Barents Region surveys regional cooperation in Arctic Europe. With contributions from leading Scandinavian and Russian scholars on Northern affairs, this volume examines the Barents Region as a political initiative, its historical and institutional architecture and its contributions to economic and environmental management in the North.
