The region is immensely rich in minerals, petroleum and fishery resources of interest for Europe as a whole. It is the apex of the Cold War structures: with over 200 naval nuclear reactors and with more strategic nuclear weapons than anywhere else in the world, its importance extends far beyond the confines of Arctic Europe. To Russia, the Barents Region has become a link to Northern Europe and potentially to the European Union, it may become an instrument to stabilise its eastern borders in a militarily sensitive area.

The Barents Region surveys regional cooperation in Arctic Europe. With contributions from leading Scandinavian and Russian scholars on Northern affairs, this volume examines the Barents Region as a political initiative, its historical and institutional architecture and its contributions to economic and environmental management in the North. Particular attention is paid to the impact of the Barents Region on security in Arctic Europe and its relationship to the wider process of European integration.

Experts investigate how states and other actors can improve inter-institutional synergy and examine the complexity of overlapping environmental governance structures.

Institutional interaction and complexity are crucial to environmental governance and are quickly becoming dominant themes in the international relations and environmental politics literatures. This book examines international institutional interplay and its consequences, focusing on two important issues: how states and other actors can manage institutional interaction to improve synergy and avoid disruption; and what forces drive the emergence and evolution of institutional complexes, sets of institutions that cogovern particular issue areas.

The book, a product of the Institutional Dimensions of Global Environmental Change research project (IDGEC), offers both theoretical and empirical perspectives. Chapters range from analytical overviews to case studies of institutional interaction, interplay management, and regime complexes in areas including climate change, fisheries management, and conservation of biodiversity. Contributors discuss such issues as the complicated management of fragmented multilateral institutions addressing climate change; the possible “chilling effect” on environmental standards from existing commitments; governance niches in Arctic resource protection; the relationships among treaties on conservation and use of plant genetic resources; causal factors in cross-case variation of regime prevalence; and the difficult relationship between the World Trade Organization and multilateral environmental agreements. The book offers a broad overview of research on interplay management and institutional complexes that provides important insights across the field of global environmental governance.

''An important tool for researchers and decision-makers alike'' Gro Harlem Brundtland, Director-General, World Health Organization (WHO)

''An invaluable source for everyone who needs to be up-to-date on international efforts to solve global environmental challenges. Unique in its presentations of the interrelationship between treaties, IGO, NGOs and governments'' Jonathan Lash, President, World Resources Institute (WRI)

The essential reference to all the rapidly multiplying international agreements on environment and development issues. This ninth annual edition of the Yearbook demonstrates the international community''s position on specific environment and development problems, the main obstacles to effective international solutions, and how to overcome them. It assesses both the achievements and shortcomings of co-operation, distinguishing between the rhetoric and the reality of environment world politics.

A new exploration of the impacts of Arctic regimes in such vital areas as pollution, biodiversity, indigenous affairs, health and climate change.

The post-Cold War era has seen an upsurge in interest in Arctic affairs. With new international regimes targeting Arctic issues at both the global and regional levels, the Northern areas seem set to play an increasingly prominent role in the domestic and foreign policies of the Arctic states and actors – not least Russia, the USA and the EU.

This volume clearly distinguishes between three key kinds of impact:

Empirically, the main focus is on three institutions: the Arctic Council, the Barents Euro-Arctic Region and the Council of the Baltic Sea States.

International Cooperation and Arctic Governance is essential reading for all students with an interest in Arctic affairs and their impact on global society.

Global warming is the most severe environmental challenge faced by humanity today and the costs of responding effectively will be high. While Russia''s ratification of the Kyoto Protocol ensures the treaty''s entry into force, lack of capacity, or incentives to renege on their commitments, will impede mitigation efforts in many countries. An important prerequisite for the proper functioning of the Protocol is that its compliance system - which is spelled out by the Marrakesh Accords - proves effective.

Implementing the Climate Regime describes and analyses Kyoto''s compliance system. Organized into four parts, Part I describes the emergence and design of the compliance system, while Part II analyses various challenges to its effective operation - such as the development of norms, verification and the danger that the use of punitive ''consequences'' may also hurt compliant countries. Part III discusses the potential role of external enforcement, with particular emphasis on trade sanctions. Part IV addresses the relationship between Kyoto compliance on one hand, and international governance, oil companies and green NGOs on the other.
